This working paper presents the findings of the empirical research on the role of connectivity and mobility for displaced people in Germany in the framework of the TRAFIG project. The findings are based on qualitative fieldwork in Germany, with 73 qualitative interviews with displaced people and experts in the field. This paper uses a figurational perspective; figurations are characterised as dynamic social constellations which emerge in the context of displacement between displaced people and state and other actors at the local, translocal and transnational scale. This working paper discusses the figurations of displacement in which refugees in Germany are embedded. Our analysis demonstrates the importance of family figurations in displacement, among them the "figuration of a transnationally separated family", "figuration of the jointly displaced family", or the "figuration of the transnationally extended family". Family figurations are deeply intertwined with local and transnational bureaucratic figurations, which structure the experiences of refugees. Bureaucratic figurations evolve with respect to German authorities, those of the countries of origin and other local actors. Despite the significance of family figurations, connectivity is not restricted to it. Refugees are also connected within non-kin figurations, such as within an "ethnic network-based" or "volunteer-refugee" figuration. The analytical category of figurations provides valuable insights into how displaced people embedded in certain social constellations can best be supported. It shows that transnational life is a reality for displaced persons and an integral part of their everyday lives. As the German case demonstrates, displaced people use mobility and connectivity as a way out of protracted displacement.

This working paper is based on empirical research on the Translocal Figurations of Displacement in Greece and Italy. The authors aim to compare protracted displacement in Greece and Italy, looking at the structural forces shaping it and their interactions with migrants' mobility and connectivity. This comparison is based on the analysis of the relations between two contextual variables (governance regimes and host population) and three key variables (mobility, connectivity and marginalisation). In this paper, they present findings from three study sites in Greece and four research locations in Italy. Findings show that protracted legal and socio-economic marginalisation is a key feature characterising the lives of displaced people in southern European countries. It confirms the hypothesis that protracted displacement does not end when forced migrants reach Greece or Italy. Restrictive governance regimes at the national and EU level severely limit mobility opportunities within Greece and Italy and across the European Union (EU). To cope with and resist marginalising and immobilising policies, displaced migrants in Italy and Greece put in place several strategies, ranging from adapting to governance regimes and taking the most out of them to resisting them and finding ways to avoid, bypass or overcome such regimes. In this framework, mobility and connectivity emerge as a resource and a trap for displaced migrants in southern Europe. On the one hand, migrants' strategies of intra-national and intra-EU mobility may help them out of protracted displacement, while on the other, certain types of mobility (hyper-, circular, paradoxical) can entrap, rather than free them. Similarly, local, translocal and transnational networks emerge as a crucial resource for displaced people in Greece and Italy. At the same time, family and co-ethnic networks may also be experienced as disabling, hampering one's aspirations to get out of protracted displacement. Fieldwork in both countries highlighted common factors shaping the relationships between displaced migrants and host communities. We also observed different facets of intergroup relations, ranging from indifference to friendship. The paper concludes by highlighting similarities and differences on the findings from both countries, based on qualitative and quantitative data.

Dark social media has been described as a home base for extremists and a breeding ground for dark participation. Beyond the description of single cases, it often remains unclear what exactly is meant by dark social media and which opportunity structures for extremism emerge on these applications. The current paper contributes to filling this gap. We present a theoretical framework conceptualizing dark social media as opportunity structures shaped by (a) regulation on the macro-level; (b) different genres and types of (dark) social media as influence factors on the meso level; and (c) individual attitudes, salient norms, and technological affordances on the micro-level. The results of a platform analysis and a scoping review identified meaningful differences between dark social media of different types. Particularly social counter-media and fringe communities positioned themselves as "safe havens" for dark participation, indicating a high tolerance for accordant content. This makes them a fertile ground for those spreading extremist worldviews, consuming such content, or engaging in dark participation. Context-bound alternative social media were comparable to mainstream social media but oriented towards different legal spaces and were more intertwined with governments in China and Russia. Private-first channels such as Instant messengers were rooted in private communication. Yet, particularly Telegram also included far-reaching public communication formats and optimal opportunities for the convergence of mass, group, and interpersonal communication. Overall, we show that a closer examination of different types and genres of social media provides a more nuanced understanding of shifting opportunity structures for extremism in the digital realm.

Öffentliche Mittel des Bundes und des Landes haben in Nordrhein-Westfalen über die letzten Jahre eine umfangreiche und über viele Kommunen verstreute Infrastruktur geschaffen, um Menschen davon abzuhalten, sich extremistisches Gedankengut anzueignen oder sich extremistischen Bewegungen anzuschließen. Das Projekt "Radikalisierungsprävention in Nordrhein-Westfalen - Wie können die Kapazitäten von Intermediären gestärkt werden?" ging am Bonn International Centre for Conflict Studies (BICC) zwischen Juli 2018 und Dezember 2021 der Frage nach, welche Herausforderungen und Bedarfe lokale Akteur:innen der Präventionsarbeit in NRW sehen. Es gliederte sich in vier Module. Das erste Modul untersuchte Programme und Maßnahmen der primären und sekundären Prävention - also Aktivitäten, die eine extremistische Radikalisierung gar nicht erst entstehen lassen oder sie bereits in einem frühen Stadium unterbinden wollen. Ein zweites Modul beschäftigte sich mit der sogenannten tertiären Prävention oder "Deradikalisierung", die sich der Arbeit mit bereits radikalisierten Personen widmet. Das dritte Modul nahm den Sonderfall der Rückkehrenden aus dem Islamischen Staat unter die Lupe. Dabei konzentrierte es sich nicht nur auf Nordrhein-Westfalen, sondern berücksichtigte auch den Umgang mit Rückkehrenden in anderen Bundesländern. Das vierte und letzte Modul fokussierte auf Herausforderungen und Bedarfe primärer, sekundärer und tertiärer Präventionsmaßnahmen im Justizvollzug NRWs. Die Ergebnisse des Forschungsprojekts wurden während der Projektlaufzeit in vier BICC Policy Briefs mit konkreten Politikempfehlungen und fünf BICC Working Paper veröffentlicht. Die Forschung wurde vom Ministerium für Kultur und Wissenschaft (MKW) NRW im Rahmen des Landesnetzwerks CoRE-NRW gefördert. Im vorliegenden Abschluss- und Ergebnisbericht stellen wir unsere wichtigsten Erkenntnisse für jedes Modul vor.

Der russische Angriffskrieg in der Ukraine hat die europäische Sicherheitsarchitektur zum Einsturz gebracht. Das Friedensgutachten 2022 analysiert die Eskalation, zeigt Folgen für die Ukraine und die Region auf und richtet den Blick auf die Neuausrichtung der deutschen und europäischen Sicherheits- und Verteidigungspolitik. Neben den globalen Implikationen des Krieges werden auch die Erfolgsbedingungen und Grenzen von Sanktionen dargelegt sowie die Krise der globalen nuklearen Ordnung analysiert. Darüber hinaus zeigen die Untersuchungen zum globalen Konfliktgeschehen, dass internationalisierte Konflikte, dschihadistische Gewaltakteure sowie Gewalt und Diskriminierung gegen Frauen und LGBTQI*-Minderheiten neue friedenspolitische Akzente erfordern. Und die wegen Terrorgefahr, Pandemie und Extremismus stetig ausgeweiteten Kompetenzen der Sicherheitsinstitutionen im Innern der Demokratien bedürfen ebenfalls stärkerer demokratischer Kontrolle. Das Friedensgutachten 2022 analysiert das Kriegs- und Konfliktgeschehen, zeigt Trends der Außen-, Sicherheits- und Entwicklungspolitik auf und gibt friedenspolitische Empfehlungen für Bundestag und Bundesregierung. Mit seinen konkreten Handlungsempfehlungen ist das Gutachten ein zentrales Medium für den Dialog zwischen Wissenschaft, Gesellschaft und Politik. Die deutschen Friedensforschungsinstitute (BICC/HSFK/IFSH/INEF) geben das Gutachten seit 1987 heraus.

Das globale Konfliktgeschehen hat sich im vergangenen Jahr weiter verschärft: Der Krieg zwischen Israel und der Hamas in Gaza, die anhaltende Aggression Russlands gegen die Ukraine sowie Militärputsche und dschihadistische Gewalt in Afrika forderten zehntausende Opfer. Militärische Interventionen in Konflikte zeigen dagegen kaum Erfolge, auch die Bekämpfung von Armut und Hunger stockt. Weltweit setzen zudem extremistische Bewegungen die Demokratien unter Druck. Das Friedensgutachten 2024 empfiehlt erste Schritte, um Gewaltspiralen zu durchbrechen und Konfliktursachen zu bearbeiten. Mit seinen konkreten Handlungsempfehlungen für Bundestag und Bundesregierung ist das Friedensgutachten ein zentrales Medium für den Dialog zwischen Wissenschaft, Gesellschaft und Politik. Die deutschen Friedensforschungsinstitute (BICC/IFSH/INEF/PRIF) geben das Gutachten seit 1987 heraus.

Russlands Krieg gegen die Ukraine, Pandemie, Klimawandel und Extremwetterereignisse: Immer neue Krisen erschüttern die Gesellschaften weltweit. Zugleich steigt die Zahl der Gewaltkonflikte, an denen häufig nichtstaatliche, irreguläre Milizen und Rebellen beteiligt sind. Das Friedensgutachten 2023 zeigt auf, welche Handlungsspielräume die deutsche Politik nach der "Zeitenwende" in der Friedens- und Sicherheitspolitik hat. Zentrale Themen sind die Erhöhung der Widerstandsfähigkeit im Globalen Süden angesichts multipler Krisen sowie die Entwicklung eines Ansatzes, Rüstungskontrolle neu zu denken und gegen Desinformationen zu schützen. Ebenso im Fokus stehen die kluge Gestaltung des Handels mit unbequemen Partnern, die Förderung von kooperativen Beziehungen und der Kampf gegen die Polarisierung demokratischer Gesellschaften. Mit seinen konkreten Handlungsempfehlungen für Bundestag und Bundesregierung ist das Friedensgutachten ein zentrales Medium für den Dialog zwischen Wissenschaft, Gesellschaft und Politik.
