The lack of understanding on how to integrate ecological issues into so-called social-ecological natural resource management hampers sustainability in tropical forest landscape management. We build upon a comparison of three cases that show inverse gradients of knowledge and perceptions of the environment and human pressure on natural resources. We discuss why the ecological dimension currently lags behind in the management of tropical forest landscapes and to what extent participatory development can enhance the fit among ecological, socio-cultural, and economic systems. For each case study, socio-cultural and anthropological aspects of society and indigenous knowledge of the environment, the distribution of natural resources, classification, and management are documented in parallel with biophysical studies. Our results confirm that the ecological dimension remains weakly addressed and difficult to integrate into development actions when dealing with tropical forested landscape management in developing countries. We discuss three issues to understand why this is so: the disdain for traditional ecological knowledge and practices, the antagonism between economy and ecology, and the mismatch between traditional and modern governance systems. Participatory development shows potential to enhance the fit among ecological, socio-cultural, and economic systems through two dimensions: the generation and sharing of information to understand trends and the generation of new coordination practices that allow stakeholders to voice environmental concerns. In the absence of a "champion," institutions, and financial resources, the expected outcomes remain on paper, even when changes are negotiated. Future research in natural resource management must emphasize better integration at the interface of ecology and governance. Finally, we identify three challenges: the design of operational tools to reconcile ecology with social and economic concerns, the creation of governance systems to institutionalize collaborative and integrated resource management, and the design of enabler organizations close to local communities.

Objectif
L'objectif visé est de nourrir les réflexions sur la colonisation du futur dans le présent en mettant particulièrement l'accent sur le continent africain. Nous visons à explorer comment la recherche participative, et plus particulièrement la recherche-action anticipatoire, peut contribuer au processus de décolonisation effective.


Conception/méthodologie/approche
Considérant le futur comme un bien public, nous mobilisons une réflexion sur les processus coloniaux qui l'ont transformé, à bien des égards, en bien de club ou en bien privé. Nous faisons ensuite appel aux notions de production participative de connaissances et de recherche-action locale comme moyens de décoloniser le futur et de libérer l'imagination. Nous revisitons ensuite les principes de la recherche-action participative pour atteindre cet objectif et nous examinons les principales caractéristiques d'une recherche-action anticipatoire non coloniale dans le contexte des futurs de l'Afrique.


Résultats
Nous mettons en évidence les défis issus de la relation entre les efforts d'anticipation axés sur la recherche-action, la création d'une intelligence collective et la co-conception (codesign), dans le but d'encourager le processus de décolonisation. Cette démarche inclut des principes de conception, établit les bases pour un processus anticipatoire, potentiellement décolonial et envisage une possible réaction du système dominant à l'encontre de ce processus de décolonisation.


Implications/limitations
Il s'agit d'un travail conceptuel, qui ne fournit pas d'éléments testés sur le terrain. Toutefois, nous espérons que cela constituera un apport permettant de concevoir des méthodologies qui préviendront la colonisation du futur lors de la participation à des activités de recherche tournées vers les futurs en Afrique et ailleurs.


Originalité/valeur
Nous proposons une approche intégrale de la colonisation du futur, comme renouvellement d'une question ancienne. Nous articulons également cette démarche autour d'une réflexion sur la nature de ce que pourrait être une recherche-action anticipatoire décoloniale.

Purpose
The purpose of this paper is to nurture reflections on the colonization of the future in the present with a particular focus on Africa. This paper aims at exploring how participatory research and particularly anticipatory action research can contribute to a decolonising process.


Design/methodology/approach
Considering the future as a public good, this paper develops a reflection on the colonization processes that can turn it into a club or a private good. This paper mobilizes the notions of participatory knowledge production and local action research as a way to decolonize the future and empower imagination. This paper revisits the tenets of participatory action research as a means to achieve this objective and discusses the main features of a non-colonial anticipatory action research in the context of African futures.


Findings
This paper highlights the challenges associated with connecting anticipatory endeavours focusing on action research, the creation of collective intelligence and co-design, with the intention of encouraging the decolonisation process. It includes design principles and anticipates a possible process of counter-decolonization.


Research limitations/implications
This is a conceptual paper, which does not provide field-tested evidence. Yet, the authors hope it serves as an input enabling to design methodologies that will prevent the colonisation of the future when engaging in future-oriented research activities in Africa and elsewhere.


Originality/value
This paper provides an integral approach to the colonisation of the future, as a renewed old question. This paper also connects this process with a reflection on the nature of what could be non-colonizing anticipatory action research.

The link between climate change and rural migration is complex. Several entangled, often self-reinforcing factors are at play. The combination of climatic events and other natural, social, political and economic factors affect populations living in already vulnerable and fragile environments. Understanding how climate change interacts with other migration drivers requires disentangling this complexity in order to design adaptation strategies that address the root causes of vulnerability and tackle the challenges of climate related migration.

The potential impact of large-scale landscape transformation is unclear but could present a major challenge as government struggle to mitigate the impacts of economic development and population growth, while maintaining ecosystem services. Traditional use of land is often seen as conflicting with companies and state-owned enterprises over land-use. The provincial and district spatial planning authorities design Land allocation zoning and land use planning for period of twenty years. Many stakeholders are not involved in the process. An important step in trying to improve the current situation is to make informed trade-offs by facilitating the implementation of a more collaborative land use planning and allocation process that benefit all parties, seeking to take into consideration environmental and social issues. We conducted research using an applied fore sighting approach called Participatory Prospective Analysis (PPA) for two regencies. This method allows anticipating changes in land use or development through scenario-based approach, by conducting a series of multi-stakeholders workshop. The PPA group of "experts" involved district government, local community, customary leaders, private sector, NGOs and local universities. Most important results were consensus on the identification of policies and social variables as key drivers and scenario building. Scenarios provide information to deal with challenges and future consequences of various LUC. It enabled decision makers to anticipate actions to achieve the desired economic and conservation goals. The study has shown that by increasing the participation and integration capacity of all stakeholders, they are able to contribute more effectively to a better foresight for the future development, use and management of their land. Le manque d'eau, phénomène récurrent depuis dix ans dans la partie aval de la région de Klaten en Indonésie, affecte la troisième saison de culture dans les périmètres irrigués. Une situation difficile autour du site d'exploitation de la société Aqua a été le point de départ d'un travail de recherche mené par le Cirad. Le travail entrepris en vue d'améliorer les conditions d'accès à l'eau dans les zones les plus touchées s'appuie sur des plateformes multi-acteurs, lieux d'interactions pour échange d'informations, débat et décision, sur un diagnostic multidisciplinaire portant sur la problématique de la gestion de l'irrigation et de la dégradation des conditions d'accès à l'eau et sur des changements d'échelle. Des pertes importantes sur l'ensemble du réseau, des prélèvements informels et des règles d'accès inappropriées dans les périmètres irrigués sont les causes du phénomène observé. Ces problèmes sont renforcés par la décentralisation qui en remplaçant des systèmes traditionnels villageois par les associations d'usagers a diminué la capacité de coordination entre les acteurs, a entrainé la dilution des centres de décision et une baisse des performances du système irrigué. Les acteurs se sont accordés à définir une vision commune caractérisée par des objectifs précis et chiffrés. Des actions pilotes sont programmées à l'échelle d'un périmètre. Elles incluent une réhabilitation raisonnée des infrastructures, la constitution d'une organisation de coordination par application du principe de subsidiarité et la transformation des règles d'accès à l'eau permettant un rééquilibrage entre les différentes zones.

Le débat sur l'amélioration des décisions publiques dure depuis longtemps et voit s'affronter les partisans d'une intervention de I'Etat, d'une libéralisation des marchés ou d'un renforcement du rôle de la "société civile". Au-delà de ces oppositions, il apparaît de plus en plus clairement que les différents modes de gestion des sociétés ainsi promus sont en fait complémentaires et en interaction dans les sociétés actuelles. L'enjeu de l'amélioration de la décision publique porte donc plus sur la manière d'améliorer ces interactions. La modification de ces interactions conduit alors le débat sur la mise en place de changements de type institutionnel. De tels changements vont souvent avec une forte implication des différents acteurs concernés, une modification de leur perception des problèmes pour pouvoir amener à une définition collective des "co-décisions" publiques. Des méthodes ont été développées dans ce sens et certaines sont rapidement examinées dans cet article. Leur application sur le terrain pose un certain nombre de questions sur l'efficacité de la décision publique sous forme de co-décision. Ces interrogations sont notamment liées au nombre important d'acteurs concernés, aux déterminants réels de leur implication et au rôle des intervenants extérieurs. L'examen de ces points souligne le besoin de réflexions et de développements méthodologiques importants. Les conditions de réussite des processus de co-décision publique incluent souvent des coûts additionnels pour la décision et sa mise en oeuvre. Sur ce dernier point, il semble bien qu'on ne pourra avancer sans procédures claires d'évaluation des bénéfices et coûts additionnels des différents modes de décision publique possibles.
