Historic preservation has become a major force in urban development, urban planning, and city design. It has been propelled into the stream of political action, and controversy, because of a series of demographic, economic, and legal changes which have generated a "back-to-the-city" movement. This movement, although still highly selective in area, particularly affects older urban neighborhoods with distinctive architectural quality and downtown areas with a stock of old but distinctive buildings. The 1966 Historic Preservation Act, especially the provisions of Section 106, is comparable to the National Environmental Policy Act in its impact on redevelopment in built-up areas and in its requirement for environmental impact statements in natural settings. An expanded federal law calling for the inclusion of properties on the National Register of Historic Places and the creation of the Heritage Conservation and Recreation Service and the Advisory Council on Historic Preservation creates leverage for the national heritage movement in development decisions. The 1966 Historic Preservation Act gives advantages to rehabilitating historic properties rather than to demolishing them and also includes economic disincentives to those who would construct new properties on those sites. This same law provides for federal certification of local historic districts in order to establish eligibility for the tax provisions. Developments in historic preservation are changing local planning and zoning concepts.

The 1944 Education Act marked the foundation of the modern School Catering Service. A statutory duty is imposed on Local Education Authorities (LEAs) to provide a 'mid-day dinner.suitable in all respects as the main meal of the day'. LEAs are free to provide meals consistent with broad nutritional guidelines of the Department of Education and Science but financial pressures have a large bearing on this. The traditional 2-course meal is still the norm, although there is a multi-choice menu for the majority of secondary schoolchildren. But a wide choice of food is incompatible with closely prescribed nutritional standards and pupils need to be aware of the implications for their health in the choice of food. The adoption of dietary recommendations for prevention of coronary heart disease would not generate serious practical difficulties for the professional caterer. The technical problems arising from minor adaptations in catering practice would be minimal in comparison to those of cost, education and hence modification of consumer demand. The move away from nutritional standards is likely to accelerate if, owing to financial constraints, the Government withdraws nutritional guidelines or removes the obligation on LEAs to provide a catering service. The danger is that financial considerations will override those of nutrition and a unique opportunity for health education by guidance and example in the schools may be lost.

Abstract Despite a proliferation of the United Nations General Assembly high-level meetings on a range of health issues and developmental challenges, global funding continues to flow disproportionately to HIV and maternal, newborn and child health (MNCH). Using the experience of MNCH, this short article argues that successful human rights framing and the development of robust and regular reporting mechanisms in the international development architecture has contributed to these areas receiving attention. Taking non-communicable diseases (NCDs) as an example of a relatively neglected health area, we propose mechanisms that would improve integrated reporting of health issues in a way that aligns with the move toward cross-cutting themes and matching political and financial commitments with impact. As new frameworks are being developed to support multi-agency approaches to achieving SDG 3—including reporting and accountability—there are opportunities to ensure MNCH and NCDs jointly seek data collection measures that can support specific targets and indicators that link NCDs with early childhood development.

When communicating about climate change however, uncertainty can be used and understood as 'not knowing', i.e. as ignorance. In this article we aim to understand how 'uncertainty' is used in a specific cultural and media context at two important periods in time. Using a corpus linguistic approach, we examine how 'uncertainty' is used in the context of UK press coverage of climate change in 2010 (following 'Climategate') and in 2014-15, after the latest IPCC report had been published. We find that after climategate and the (failed) Copenhagen summit 'uncertainty' was used to question the authority and credibility of climate science; after the latest IPCC report and in the run-up to the (more successful) Paris summit discussions focused on uncertainties inherent in various climate change mitigation activities and associated with the economy, environment and politics more generally.
