At the very moment that the United Nations is experiencing an unprecedented revival, playing a major role in the management of the principal international conflicts, it is suffering a serious financial crisis leading it to the brink of bankruptcy. This contradiction is more apparent than real because the United States, whilst making use of an organization of which since the collapse of the Soviet Union it has retaken control, aims to reduce as much as possible its room for manoeuvre. Nevertheless the need for a centralized system of collective security is so great that the United States and other debtor countries must reexamine their attitude.
