"Studying the authoritarian state in the Arab world has filled reams of bookshelves. Yet, the scholarly debate has only recently begun to accept this type of governance as a matter of fact and not as a temporary category of rule followed by a democratic breakthrough. Prior to that, scholars have focused on the question whether or when those authoritarian systems are likely to falter and witness a democratic transition. In the Arab world in general and the Gulf region in particular the last two decades have led to a modified design of state and power (e.g. liberal reforms) that laid the ground for advanced types of authoritarianism (liberal autocracy'). The Arab world's regimes are characterized by a functional incorporation of political reform elements into an authoritarian setting without any Implementation of substantial democratic procedures. In this context the Gulf monarchies are not that different: They do feature a process towards a different type of authoritarianism which aims at fostering the elite's grip on power, at tackling deficits in terms of their legitimacy, and at making the ruling dynasties ready for the 21st century, but their 'toolbox of authoritarian rule' is more diverse than in other Middle Eastern countries." Der Beitrag betrachtet die Region des Nahen und Mittleren Ostens und analysiert dabei die politischen Entwicklungen im Hinblick auf die Beziehungen zur EU. Zunächst geht der Beitrag auf das Beziehungsgeflecht der EU innerhalb dieser Region ein und fragt dabei nach den verschiedenen Politikansätzen. Danach wird ein Blick auf die Perspektiven bis 2020 im Bereich der Energiepolitik geworfen. Schließlich werden die Auswirkungen der Beziehungen auf die EU untersucht. Hier geht es um die institutionalisierte Zusammenarbeit und um den Iran, das Atomprogramm und die regionale Sicherheitsarchitektur. (ICB2)
"Autocracies not only resist the global spread of democracy but are sources of autocratic influence and pressure. This book presents a conceptual model to understand, assess, and explain the promotion and diffusion of authoritarian elements. Employing a cross-regional approach, leading experts empirically test the concept of Authoritarian Gravity Centers (AGC) defined as "regimes that constitute a force of attraction and contagion for countries in geopolitical proximity". With an analysis extending across Latin America, the Middle East, Eastern Europe, Central Asia and Asia, these AGCs are shown to be effective as active promoter (push) or as neutral source of attraction (pull). The authors contend that the influence of exogenous factors, along with international and regional contexts for the transformation of regime types, are vital to understand and analyze the transmission of autocratic institutional settings, ideas, norms, procedures and practices, thus explaining the regional clustering of autocracies. It is the regional context in which external actors can influence authoritarian processes most effectively. Authoritarian Gravity Centers is a vibrant and comprehensive contribution to the growing field of autocratization, which will be of great interest to undergraduate and postgraduate students of Comparative Area Studies, Illiberalism, International Politics and studies of democracy"--
ZusammenfassungIn Zeiten politischer Veränderungen wird um Verfassungen besonders gerungen. Der Nahe Osten und Nordafrika bietet hierfür insbesondere seit den politischen Umbrüchen ab 2010 zahlreiche Beispiele. Vorliegender Beitrag zeigt zunächst die Bedeutung von Verfassungen unabhängig des Regimetypus auf und veranschaulicht, wie auch in autokratischen Ordnungen um Verfassungen gestritten wird und sie für unterschiedliche Herrschaftszwecke instrumentalisiert werden. Am Fallbeispiel der israelischen Demokratie und ihrem Ringen um eine Verfassung zeigen wir einerseits, wie das Fehlen einer Verfassung auch zu Legitimationsproblemen der de facto vorliegenden Verfassungsorgane führt. Andererseits untersuchen wir, wie sich das Ringen um die Justizreform in Israel in unterschiedliche Prozesse der Staatenbildung, Verfassungsentwicklung und politischer Umbrüche in der Region des Nahen Ostens einbetten lässt.
