Priority knowledge needs for implementing nature-based solutions in the Mediterranean islands

Mediterranean islands face significant environmental challenges due to their high population density, reliance on imports, and water scarcity, exacerbated by increasing risks from climate change. Nature-based solutions (NbS) could address these challenges sustainably and with multiple benefits, but their uptake in policy and planning is limited, and stakeholder perspectives are conspicuously lacking from current research. Here, we report the results of a collaborative, multi-stakeholder exercise to identify priority knowledge needs (KNs) that could enhance the uptake of NbS in Mediterranean islands. We used a well-established iterative prioritisation method based on a modified Delphi process. This was conducted by the authors, environmental policy and practice stakeholders from across the Mediterranean islands, representing business, government, NGOs and research. We developed a long list of potential KNs through individual submissions, and prioritised them through voting, discussion and scoring. Excepting workshop discussion, all individual contributions were anonymous. We present the 47 resulting KNs in rank order, classified by whether they can be addressed by knowledge synthesis and further research, or demand action in policy and practice. The top priority KNs are i) a more precise definition of NbS, ii) which NbS are adapted to dry Mediterranean conditions? iii) how to increase the adoption and use of NbS in urban plans?, iv) how can buildings and built-up areas be modified to accommodate green infrastructure and v) cost-benefit analysis of urban green spaces. In collaboration with these stakeholders, our findings will determine future research strategies on NbS implementation in the Mediterranean islands.

International agreements aim to conserve 17% of Earth's land area by 2020 but include no area-based conservation targets within the working landscapes that support human needs through farming, ranching, and forestry. Through a review of country-level legislation, we found that just 38% of countries have minimum area requirements for conserving native habitats within working landscapes. We argue for increasing native habitats to at least 20% of working landscape area where it is below this minimum. Such target has benefits for food security, nature's contributions to people, and the connectivity and effectiveness of protected area networks in biomes in which protected areas are underrepresented. We also argue for maintaining native habitat at higher levels where it currently exceeds the 20% minimum, and performed a literature review that shows that even more than 50% native habitat restoration is needed in particular landscapes. The post-2020 Global Biodiversity Framework is an opportune moment to include a minimum habitat restoration target for working landscapes that contributes to, but does not compete with, initiatives for expanding protected areas, the UN Decade on Ecosystem Restoration (2021–2030) and the UN Sustainable Development Goals.

The aim of EKLIPSE is to develop a mechanism to inform European-scale policy on biodiversity and related environmental challenges. This paper considers two fundamental aspects of the decision-support mechanism being developed by EKLIPSE: 1) the engagement of relevant actors from science, policy and society to jointly identify evidence for decision making; and 2) the networking of scientists and other holders of knowledge on biodiversity and other relevant evidence. The mechanism being developed has the potential not only to build communities of knowledge holders but to build informal networks among those with similar interests in evidence, be they those that seek to use evidence or those who are building evidence, or both. EKLIPSE has been successful in linking these people and in contributing to building informal networks of requesters of evidence, and experts of evidence and its synthesis. We have yet to see, however, significant engagement of formal networks of knowledge holders. Future success, however, relies on the continued involvement with and engagement of networks, a high degree of transparency within the processes and a high flexibility of structures to adapt to different requirements that arise with the broad range of requests to and activities of EKLIPSE.

Agricultural intensification and associated loss of high-quality habitats are key drivers of insect pollinator declines. With the aim of decreasing the environmental impact of agriculture, the 2014 EU Common Agricultural Policy (CAP) defined a set of habitat and landscape features (Ecological Focus Areas: EFAs) farmers could select from as a requirement to receive basic farm payments. To inform the post-2020 CAP, we performed a European-scale evaluation to determine how different EFA options vary in their potential to support insect pollinators under standard and pollinator-friendly management, as well as the extent of farmer uptake. A structured Delphi elicitation process engaged 22 experts from 18 European countries to evaluate EFAs options. By considering life cycle requirements of key pollinating taxa (i.e. bumble bees, solitary bees and hoverflies), each option was evaluated for its potential to provide forage, bee nesting sites and hoverfly larval resources. EFA options varied substantially in the resources they were perceived to provide and their effectiveness varied geographically and temporally. For example, field margins provide relatively good forage throughout the season in Southern and Eastern Europe but lacked early-season forage in Northern and Western Europe. Under standard management, no single EFA option achieved high scores across resource categories and a scarcity of late season forage was perceived. Experts identified substantial opportunities to improve habitat quality by adopting pollinator-friendly management. Improving management alone was, however, unlikely to ensure that all pollinator resource requirements were met. Our analyses suggest that a combination of poor management, differences in the inherent pollinator habitat quality and uptake bias towards catch crops and nitrogen-fixing crops severely limit the potential of EFAs to support pollinators in European agricultural landscapes. Policy Implications. To conserve pollinators and help protect pollination services, our expert elicitation highlights the need to create a variety of interconnected, well-managed habitats that complement each other in the resources they offer. To achieve this the Common Agricultural Policy post-2020 should take a holistic view to implementation that integrates the different delivery vehicles aimed at protecting biodiversity (e.g. enhanced conditionality, eco-schemes and agri-environment and climate measures). To improve habitat quality we recommend an effective monitoring framework with target-orientated indicators and to facilitate the spatial targeting of options collaboration between land managers should be incentivised.
