Abstract
Police reform in much of the developing world reflects a preoccupation with either shifts away from paramilitaristic policing models or restoration of law and order in post-conflict societies. For many Pacific Island Countries (PICs), dialogue on reform reflects the prioritization of internal organizational restructuring and capacity building, with minimal emphasis on responding to ever-changing stakeholder demands. What is also common is for police reform efforts to closely align with prioritized focal areas of donor countries or powerful neighbours in developed countries with different contextual realities. Here we discuss police reform efforts in a PIC that has been the recipient of a major regional post-conflict state-building intervention and highlight the complexities specific to piecing together the police reform architecture. We also make reference to Solomon Islands to support our argument that problematic police reform can be largely attributed to focal imbalances between internal and external transformation agendas. The article concludes with a summary of the constraints associated with police reform in post-conflict contexts and recommendations for navigating the reform process.

This In Brief draws out some of the key themes raised during a recent policy workshop on transnational crime, hosted by the School of International, Political and Strategic Studies and facilitated by the State, Society and Governance in Melanesia Program, the Australian National University. The notion of 'organised crime' typically conjures up images of criminal gangs. Some mafia and bikie gangs do operate in parts of the Pacific and have featured in local and international media. However, we argue that understanding the threat of organised crime in the Pacific requires moving away from this popular perception. We suggest that the most significant organised crime involves the nexus between political elites and seemingly licit actors. Reframing 'organised crime' in this way provides us with a more nuanced understanding of its changing political economy in the region. ; AusAID

AbstractThe Australian‐led Regional Assistance Mission to Solomon Islands was conceived in the 'state‐building moment' that informed Western responses to 'state failure' over the past two decades. That moment has Now passed with renewed fiscal austerity, growing scepticism with interventionism, and shifts in Australia's regional policy priorities. The decade‐long mission, which has recently begun to drawdown, was successful in restoring security to Solomons but less so in its more ambitious state‐building efforts. Among the key constraints has been the mission's inability to influence a more inclusive political settlement. We highlight inherent tensions between instrumentalised approaches to state building and more organic processes of state formation. Looking forward, we consider how external assistance can contribute to state formation while retaining a focus on the 'life support' objectives of state building. We sketch some possibilities for hybrid forms of institutional development that might combine strengths from both local and liberal orders.

The notion of 'transition' as used to describe the recent drawdown of the decade-long Regional Assistance Mission to Solomon Islands (RAMSI) provides an obvious departure point for considering what other transformations – social, political and economic – are under way in the archipelagic nation. Yet the contributions to this special issue collectively reject the teleological language of transition and transformation deployed by many development actors in favour of a more nuanced and historically informed understanding of the central dialect between change and continuity, with change in Solomon Islands occurring slowly and in distinctly non-linear ways. This dialectic is traced and interrogated in various ways by the contributors to this issue. One broad theme concerns the contested narratives of changing state–society relations and, in particular, those between the central government and the rural localities where most Solomon Islanders continue to reside. Another is the changing social relations around land and natural resources engendered by ongoing processes of globalisation and persistent patterns of demographic change, migration and urbanisation. These and other processes of historical change, including state formation and capital accumulation, are also shaped by the enduring realities of scale and distance integral to Solomon Islands archipelagic geography. In this essay we explore these themes of change and continuity in Solomon Islands, positioning the individual contributions within this larger trajectory of slow-paced and distinctly non-linear change. Drawing heuristically on RAMSI's genesis in the statebuilding moment that dominated international relations during the first decade of this century, we also examine the distinction between 'state-building' and 'state formation' in the Solomon Islands context and, in doing so, contrast the tropes of state failure, weakness and fragility against narratives of resilience, tenacity, innovation and experimentation.

On taking office in late 2013, the incoming Abbott government proclaimed the advent of a new aid paradigm. This article asks whether or not this is the case. It does so by situating the new coalition policy in the context of more than two decades of development thinking. Focusing on the way Australian aid policy reflects trends in both global development and geopolitical discourses, the article parses out continuity and change. It finds that Australia's new aid paradigm is in fact largely the old aid paradigm reincarnate, with aid policy continuing to follow the well-established parameters outlined over decades of global thinking and practice that emphasise the significance of private sector-led economic growth. However, while the overarching paradigm remains relatively intact, incremental change is also apparent, including alterations to the geographic focus, level and administration of the program.

ABSTRACTThis article engages ethnographic research on perceptions of disputation, justice and security in rural Solomon Islands to reflect on issues of agency, power and scale in areas of limited statehood. Set against widespread popular perceptions of state retreat in Solomon Islands, the authors situate their study within the literature which addresses engagements with conflict‐affected and fragile countries and, in particular, literature with an interest in the spaces created by prolonged state absence as potential sites of innovation and transformation. The article examines the role of agency and power at different scales in the highly contested processes of state formation underway in post‐conflict Solomon Islands. Taking issue with the presumed privileging by local actors of non‐state over state forms that runs through much of the hybridity literature, the authors suggest that international 'state‐building' interventions, such as that recently experienced in Solomon Islands, require a more nuanced and historically informed understanding of local agency vis‐à‐vis the state in fragile and conflict‐affected settings.
