The economic strength & influence of the European Union (EU) is described as having been hampered by the failure of the World Trade Organization (WTO) administration to launch a "Millennium Round" of multilateral trade talks during the 1999 WTO meetings in Seattle, & how the EU is attempting to ensure a new round of talks is examined. It is argued that the EU's economic power has been limited by intense competition with the markets of the US & Japan, increasing attention on the Pacific Basin, & the transition of certain nations in Europe & Asia into free market economies. These changes are held to have both increased the EU's trading opportunities & increased its competition. The EU's practice of establishing a number of special trade & investment relationships with different nations is discussed, noting positives & negatives associated with this approach. Suggestions are made for removing obstacles to the EU's progress & for initiating a new round of WTO talks. 2 Tables, 2 Figures. D. Weibel
