Nach Präsident Reagans Verständnis vom Wesen amerikanischer Außenpolitik war nicht eine Außenpolitik erforderlich, die Weltlage und amerikanische Interessen in ein austariertes System brachte, sondern der amerikanische Wille zur Stärke. Damit spiegelte Reagan die nationale Stimmungslage wider. Erst das Wahljahr 1984 brachte die Neubelebung der Rolle der Diplomatie, nachdem die Wiederherstellung der militärischen und wirtschaftlichen Stärke als gegeben angesehen wurde. Für die zweite Amtsperiode stellen sich Reagan folgende außenpolitische Probleme: der tatsächliche Stand der militärischen und wirtschaftlichen Stärke; die Neuordnung des außenpolitischen Entscheidungsprozesses; eine eingefrorene diplomatische Landschaft mit den Krisengebieten Mittelamerika und Karibik, Naher Osten, südliches Afrika sowie die Beziehungen zur Sowjetunion. Reagans Ausgangslage, diese Probleme lösen zu können, wird als gut bezeichnet. (SWP-Hld)
