The European Commission requested the EFSA Panel on Plant Health to perform a pest categorisation of Phoma tracheiphila, the fungal pathogen responsible for "mal secco" disease of citrus. This pathogen is listed in Annex IIAII of Directive 2000/29/EC. Recently, the pathogen has been reclassified as Plenodomus tracheiphilus (Petri) Gruyter, Aveskamp & Verkley, based on molecular phylogenetic analysis. Plenodomus tracheiphilus is a single taxonomic entity, and sensitive and specific methods are available for its differentiation from other related Plenodomus species. The main host is lemon (Citrus limon L.), but the pathogen has also been reported on other species of the genera Citrus, Fortunella, Poncirus and Severinia and on their hybrids. Host plants are widely grown in the southern EU Member States (MSs) and climatic conditions are conducive to disease development in both orchards and nurseries. The pathogen is present in part of the risk assessment area, being mainly reported on lemon grown in Italy, Greece, Cyprus and France, where it has a serious impact on the citrus industry. There are no obvious ecological/climatic factors limiting the potential establishment and spread of the pathogen in the, so far, non-infested citrus-producing EU MSs (i.e. Spain, Portugal, Malta and Croatia). Short-distance spread of the pathogen occurs via water splash and wind-driven rain, whereas movement of infected host plants for planting, particularly asymptomatic plants, is considered to be responsible for the introduction of the pathogen into new areas. Cultural practices and copper-based fungicide sprays may reduce inoculum sources and prevent new infections but they cannot eliminate the pathogen. P. tracheiphilus fulfils all of the pest categorisation criteria for having the potential to be a quarantine pest and a regulated non-quarantine pest, as those are defined in the International Standards for Phytosanitary Measures No 11 and 21, respectively.

The Panel on Plant Health assessed the risk to plant health from Phytophthora fragariae for the European Union and evaluated the current EU legislation and possible risk reduction options. The pest is present in most areas of Europe except southern Mediterranean regions. Entry through the plants for planting, but not seeds, pathway, is assessed as a major pathway, with the probability of entry rated as unlikely and the uncertainty as high. The probability of establishment is likely in the absence of existing disease control practices with low uncertainty. The probability of spread in the absence of a scheme for the production of certified plants for planting is considered to be very likely. With certification, spread is considered to be unlikely to moderately likely, depending on the inclusion of testing for the pathogen as part of certification. These ratings have medium uncertainty. Potential impact is rated as minor with medium uncertainty. The Panel evaluated the effectiveness of current EU legislation regarding the introduction and spread of P. fragariae. According to the regulation the import of Fragaria plants for planting, other than seeds, is prohibited from specified countries, whereas for import of these plants from other countries and for movement of these plants within the EU special requirements with respect to P. fragariae must be fulfilled. If the current legislation specific to P. fragariae were removed, no major consequences would be expected, unless the industry simultaneously ceased its voluntary certification activity. This is largely because of the important level of protection afforded to the industry by the widely used certification schemes for Fragaria, which significantly reduce the risks of entry, establishment, spread and impact. Certification schemes for the movement of Fragaria plants for planting offer the greatest efficiency and feasibility and the least uncertainty, especially if effective detection is incorporated into them.

The EFSA Panel on Plant Health undertook a pest categorisation of the insect Scirtothrips dorsalis for the European Union. Although there are reports that this is a species complex and there are host-specific races, it is generally treated as a distinct taxon. Both morphological and molecular methods are required to confirm identification. Apart from one long-term outbreak in a botanic garden glasshouse in England, it is absent from the EU. Native to southern and eastern Asia, this species has been introduced to tropical and subtropical areas of Africa, Australasia and the Americas in recent years. It is highly polyphagous, with over 225 known hosts, which include many important EU crops. Southern areas of the EU are potentially suitable for outdoor establishment and it could establish in protected cultivation throughout the EU. Based on its phenology, the Panel showed that the climate in southern Europe could allow a similar number of generations to develop as in Japan and South Korea, where significant damage occurs to citrus and other crops outdoors. In protected cultivation, even though control methods used against other thrips species may be effective in keeping populations at low densities, damage can still occur at these densities owing to the transmission of tospoviruses. Despite being highly polyphagous, S. dorsalis is an insect listed in Annex IIAI of Council Directive 2000/29/EC only in relation to Citrus, Fortunella and Poncirus plants. These hosts are also regulated in Annex III and Annex V. They are also explicitly mentioned in Council Directive 2008/90/EC.

The Panel on Plant Health performed a pest categorisation of European isolates of Citrus tristeza virus (CTV) for the European Union (EU) territory. European CTV isolates are listed in Annexes IIAII and IIB of Directive 2000/29/EC. CTV is a well-defined and easily diagnosed Closterovirus species transmitted by the vegetative multiplication of infected hosts and through the activity of aphid vectors. Toxoptera citricida is the most efficient vector but Aphis gossypii is the most important in Europe. European isolates of CTV have been reported in seven of the eight EU Member States (MSs) with significant citrus production. The natural host range of CTV is restricted to citrus species and to a few, related genera, such as Fortunella and Poncirus. CTV is unlikely to be affected by ecoclimatic conditions in regions where its host plants are grown and has the potential to establish in southern regions of the EU territory. The majority of European CTV isolates cause severe decline symptoms (tristeza disease) in several citrus species, in particular sweet orange and mandarin grafted on susceptible sour orange or lemon rootstocks, which are commonly used in many EU MSs with the exception of Spain and, to a lesser extent, France. Symptoms of the severe stem pitting disease (SP) have not been reported by any EU MSs, despite the identification of isolates closely related to non-European isolates that cause SP in other regions of the world. The observed impact of CTV is on citrus industries still heavily reliant on susceptible rootstocks. Replacing those with CTV-tolerant rootstocks, as was done in Spain, virtually eliminates the impact of CTV in the absence of SP. Comprehensive certification systems can also reduce CTV spread and impact. The most critical area of uncertainty concerns the potential ability of some European isolates to cause SP in sweet orange.

The EFSA Panel on Plant Health undertook a pest categorisation of the insect Rhagoletis ribicola for the European Union. This taxonomically distinct species is known to occur only in western states of the USA and Canada, where it feeds on Ribes aureum, R. rubrum and R. uva-crispa. There have been no records of it causing serious damage for over 70 years. Its geographical distribution implies that all parts of the risk assessment area where its hosts occur, i.e. all but lowland southern areas of the EU, would be suitable for establishment. Adults of the Rhagoletis genus have a limited capacity for flight. Furthermore, there are no records of R. ribicola moving via international trade routes. Therefore, spread would be most likely to occur as a result of larvae in fruit or pupae in soil. Should the pest be introduced to the EU, the limited control measures available would be similar to those used for other Rhagoletis species, being primarily based on insecticide sprays, timed to kill adults, combined with cultural methods, e.g. netting and trapping. As a non-European tephritid, R. ribicola is listed in Annex IAI of Council Directive 2000/29/EC, and requirements for Ribes are set out in Annex V of Council Directive 2000/29/EC. In addition, Ribes spp. plant material should be produced in accordance with the requirements laid down in Council Directive 2008/90/EC on the marketing of fruit plants propagating material and fruit plants intended for fruit production.

The Panel on Plant Health performed a pest categorisation of Prunus necrotic ringspot virus (PNRSV) for the European Union (EU) territory. PNRSV is a well-defined virus species of the genus Ilarvirus for which the entire genome sequence and molecular detection assays are available. It is transmitted by vegetative multiplication of infected hosts and also via seeds and pollen (both horizontally and vertically) in some of its hosts. PNRSV has a somewhat restricted natural host range, which contains Prunus spp., hops, roses and Rubus ellipticus (yellow Himalayan raspberry). It is listed on plants of Rubus for planting in Annex IIAI of Directive 2000/29EC, probably as a result of confusion with the closely related Apple mosaic virus. PNRSV is widely present in the EU, but there are no records on its regulated hosts. It is not expected to be affected by ecoclimatic conditions wherever its hosts are present, and it has the potential to establish in large parts of the EU territory. PNRSV can spread through efficient seed- and pollen-mediated transmission mechanisms and through the movement of vegetatively propagated plants for planting. However, the existence of efficient and widely adopted certification systems for Prunus spp. constitutes a limitation to PNRSV spread. Although the virus alone or when in mixed infection can cause significant diseases in some hosts, the actual impact of PNRSV appears to be limited.

The European Commission requested that the EFSA Panel on Plant Health perform a pest categorisation for Radopholus similis and Radopholus citrophilus. R. similis is regulated in Annex II, Part A, Section II of Council Directive 2000/29/EC as a harmful organism known to occur in the European Union (EU). R. citrophilus is regulated in Annex II, Part A, Section I of Council Directive 2000/29/EC as a harmful organism not known to occur in the EU. This pest characterisation applies only to R. similis, because R. citrophilus has been recognised as an invalid species designation and is considered as a junior synonym of R. similis. R. similis is a distinct taxonomic entity that is absent in the field production sites (citrus, bananas) of the risk assessment area and can cause significant losses in citrus production. Moreover, various susceptible hosts other than citrus species are present in the EU under climatic conditions that are suitable for the development of R. similis. The pest has a sporadic presence on ornamental plants (under protected cultivation) in a few EU countries. Plants for planting are a pathway for introduction and spread of R. similis. The pest is observed to cause impacts on ornamentals in some MSs and further impacts are expected should further spread happen in the EU.

The Panel on Plant Health performed a pest categorisation of Elm phloem necrosis mycoplasma, now renamed Candidatus Phytoplasma ulmi (CPu), for the European Union (EU) territory. CPu is a well-defined phytoplasma species of the genus Candidatus Phytoplasma, for which molecular detection assays are available. CPu is transmitted by grafting and vegetative propagation material as well as by insect vectors. CPu is reported from North America and is present in at least four EU Member States: the Czech Republic, France, Germany and Italy. CPu distribution in Europe is suspected to be underestimated, with high uncertainty since no systematic surveys are carried out. CPu has a host range restricted to Ulmaceae species, and especially to the genus Ulmus, with some variations in susceptibility to the disease. It is listed in Annex IAI of Directive 2000/29/EC. CPu is not expected to be affected by EU ecoclimatic conditions wherever its hosts are present and has the potential to establish largely within the EU territory. Two insect vectors, Macropsis glandacea and Philaenus spumarius, are widely distributed in Europe. The uncertainty about other potential vector species, in which the phytoplasma has been detected, is considered as high. There is a lack of data to fully assess the potential consequences of the disease, with regards to the susceptibility of European elm species and virulence of European CPu strains. Data are not sufficient to reach a conclusion on pest categorisation of CPu and a full risk assessment can be conducted but is unlikely to bring any additional value unless the key additional data gaps on distribution, insect vectors, elm species susceptibility and potential consequences of the pest are filled.

The Panel on Plant Health performed for the European Union (EU) territory a pest categorisation of Tomato yellow leaf curl virus (TYLCV) and three related viruses, Tomato yellow leaf curl Sardinia virus (TYLCSV), Tomato yellow leaf curl Axarquia virus (TYLCAxV) and Tomato yellow leaf curl Malaga virus (TYLCMaV), which collectively cause the tomato yellow leaf curl disease (TYLCD) in Europe. The viruses are well-defined species of the genus Begomovirus, are exclusively transmitted by members of the Bemisia tabaci species complex and have tomato, as well as a few other crops or weeds, as their hosts. TYLCV is listed on tomato plants for planting, other than seeds, in Annex IIAII of Directive 2000/29/EC. While establishment and local spread rely on the Bemisia vector, the viruses can also be disseminated over long distances by movement of infected plants for planting or by consignments of non-host plants carrying viruliferous whiteflies. Establishment outdoors and spread are limited to regions with ecoclimatic conditions suitable for the establishment of vector populations in the open. Outbreaks can nevertheless occur in other regions under protected cultivation conditions. Because of the very high potential impact of TYLCD, tomato production in affected regions requires intensive crop management efforts to reduce impact. TYLCV appears to be present in almost all EU regions with suitable ecoclimatic conditions for its establishment in open fields, while the other three viruses do not appear to have reached their full establishment potential. All four viruses are absent from other regions of the EU but have the potential to cause temporary outbreaks there.

Following a request from the European Commission, the EFSA Plant Health Panel performed a pest categorisation of Lopholeucaspis japonica (Hemiptera: Diaspididae), an armoured scale which preferentially feeds on smooth barked woody trees and shrubs. The pest occurs in Asia, North America and non-EU Europe (Caucasus region and Ukraine). The pest is regulated in Council Directive 2000/29/EC as Leucaspis japonica, a junior synonym. Its introduction into the EU is banned on plants of Citrus, Fortunella, Poncirus and their hybrids, other than fruit and seeds. Additional host plants comprise 60 species in 35 botanical families, including deciduous fruit trees, ornamental and forest plants. L. japonica could enter the EU via host plants for planting (excluding seeds) and cut branches. It has been intercepted on plants for planting from China, including artificially dwarfed plants. Spread is most likely via plants for planting, rather than via natural spread as most diaspidid life stages are sessile. Impacts could occur in citrus, other fruit crops, ornamentals and forest trees. Sourcing plants from pest-free areas, pest-free places of production or pest-free production sites would decrease the likelihood of introduction. Because suitable hosts occur across the EU in climatic areas matching those where the pest is known to occur, biotic and abiotic conditions are conducive to establishment. The main uncertainty concerns its current distribution in the EU. L. japonica was found in Greece in 1983, but there have been no other reports since then. L japonica satisfies the criteria assessed by EFSA that enable it to be considered a potential quarantine pest. L. japonica does not satisfy the criteria assessed by EFSA for it to be considered a potential regulated non-quarantine pest (RNQP).

The Panel on Plant Health performed a pest categorisation of nematodes belonging to the genus Hirschmanniella (Nematoda: Pratylenchidae). Twenty-nine species in this genus have been considered of which five species are present in the EU (Hirschmanniella behningi, Hirschmanniella gracilis, Hirschmanniella halophila, Hirschmanniella loofi and Hirschmanniella zostericola). The whole genus except H. gracilis is regulated by Council Directive 2000/29/EC (Annex IAI). Hirschmanniella species are root endoparasites uniquely adapted to aquatic environments. Most species are reported from tropical regions. Monocotyledons including aquatic plants are main hosts and some Hirschmanniella species are important pests of rice. Plants for planting are potential pathways for entry. Hirschmanniella species are frequently intercepted on imported aquarium plants. Measures are available to avoid entry. Environmental conditions in greenhouses and potentially in rice production areas of the EU are suitable for establishment. The nematode may be spread with irrigation, tools or plants for planting. Hirschmanniella species were categorised into four groups. The first group includes species reported as pests of crop plants; those satisfy all the criteria that are within the remit of EFSA to assess to be regarded as Union quarantine pests. The second group includes species that are not reported to cause economic damage to crop plants; those species do not satisfy all the criteria to be regarded as Union quarantine pests. Uncertainty exists whether species in this group can cause damage once introduced into the EU. The third group includes species that are known to be present in the EU and do not cause damage; they do not satisfy the criteria to be regarded as Union quarantine pests or regulated nonquarantine pests. The fourth group consists of H. gracilis only. This worldwide occurring species is present in the EU where it does not cause economic damage. It does not satisfy all the criteria to be regarded as a Union quarantine pest.

The Panel on Plant Health performed a pest categorisation of Xiphinema americanum sensu lato (Nematoda: Longidoridae) for the EU. Sixty-one species in this group are recognised. They are polyphagous pests found in soil associated with a number of plant species. As a migratory ectoparasitic species, it punctures cells of plant roots. Nematodes were classified in four categories based on their distribution and ability to transmit viruses. Category I contains the seven virus vector species present outside the EU: X. americanum sensu stricto, X. bricolense, X. californicum, X. inaequale, X. intermedium, X. rivesi (non-EU populations) and X. tarjanense. Category II contains the 28 species not present in the EU and not known to transmit any virus. Twenty-six species are present in the EU and are not known to be virus vectors (category III). Category IV contains the species present in the EU, which is a virus vector (EU populations of X. rivesi). All nematodes known to be virus vectors occurring outside the EU (category I) satisfy all the criteria that are within the remit of EFSA to assess to be regarded as Union quarantine pests. This is mainly due to their association with non-EU virus isolates. Categories II and III contain species that are not reported to transmit viruses or cause economic damage to crop plants. Although uncertainty concerning their ability to transmit viruses exists, those species do not satisfy all the criteria to be regarded as Union quarantine pests. Category IV contains the EU populations of X. rivesi. The species is a virus vector but current EU populations of X. rivesi have not been reported to be associated with any of the EU viruses or their non-EU isolates under field conditions. Xiphinema rivesi (EU populations) is widespread in some Member States and does not satisfy all the criteria to be regarded as a Union quarantine. None of the species can be regarded as a regulated non-quarantine pest.

The Panel on Plant Health performed a pest categorisation of the gall midge Aschistonyx eppoi Inouye (1964) (Diptera, Cecidomyiidae), for the EU. A. eppoi is a well-de fi ned and distinguishable species, native to Japan and Korea, and recognised as a pest of Juniperus chinensis , although our knowledge is solely based on one unique publication. A. eppoi is absent from the EU, and is listed in Annex IIAI of Directive 2000/29/EC. Its host plants, Juniperus spp. are also listed in Annex III of Directive 2000/29/EC. Plants for planting and branches are considered as pathways for this pest. A. eppoi has been intercepted twice (1974; 1975) in the EU and has been eradicated. The pest is likely to affect bonsai plants of J. chinensis if it were to establish in the EU territory. However, as it is unknown whether A. eppoi would attack the Juniperus spp. that occur in the EU, its potential impact on the wild vegetation is also unknown. As the pest originates from areas with warm climates, impact outdoors would affect the southern parts of the EU. Cultural control (destruction of infested material) and chemical control are the major control methods. All criteria assessed by EFSA for consideration as a potential quarantine pest are met, although there are high uncertainties regarding impact. The species is presently absent from the EU, and thus the criteria for consideration as a potential regulated non-quarantine pest are not met.

The Panel on Plant Health performed a pest categorisation of the citrus snow scale, Unaspis citri (Comstock) (Hemiptera: Diaspididae), for the European Union (EU). This is a well-de fi ned and distinguishable species, native to south-eastern Asia, which has spread to many tropical and subtropical regions. U. citri can be a pest of citrus and has been cited on over 28 different species in 16 plant families. In the EU, U. citri occurs in the Azores. There is uncertainty as to whether it occurs in continental Portugal. Reports of it occurring in Greece and Spain are likely to be invalid and based on interception records from these countries. An old Italian record is a misidenti fi cation. U. citri is listed in Annex IIAI of 2000/29/EC as a harmful organism. The international trade of hosts, as either plants for planting, fruit or cut fl owers, provide potential pathways into the EU. However, current EU legislation prohibits the import of citrus plants for planting from third countries. U. citri is mostly con fi ned to coastal humid tropical areas and does not occur in semi-arid areas that are irrigated. Nevertheless, given that it occurs in the Azores and that there are regional climatic similarities between places where U. citri occurs and climates within the EU, and taking EU host distribution into account, U. citri has the potential to establish in the EU, especially in citrus-growing regions around the Mediterranean where losses in quality and yield of citrus could occur. Phytosanitary measures are available to inhibit the likelihood of introduction of U. citri . Considering the criteria within the remit of EFSA to assess the status as a potential Union quarantine pest (QP), or as a potential regulated non-quarantine pest (RNQP), U. citri meets the criteria assessed by EFSA for consideration as a potential Union QP.

The Panel on Plant Health performed a pest categorisation of the weevil Anthonomus quadrigibbus Say, (Coleoptera: Curculionidae), for the EU. A. quadrigibbus is a well-de fi ned and distinguishable species, recognised as an occasional pest of apples, pears and sour cherries in North America where it also feeds on a range of wild rosaceous plants such as Crataegus and Amelanchier . Adults feed on leaves, fl owers and fruit. Feeding damage to fruit reduces quality. Females oviposit into young fruit, causing surface blemishes and resulting in distortion as the fruit develops. Marketability is subsequently reduced. Larvae and pupae develop within host fruit. Most infested fruit fall prematurely, reducing yield. A. quadrigibbus was regarded as a more serious pest in the early 20th century. A. quadrigibbus is not known to occur in the EU and is listed in Annex IIAI of Council Directive 2000/29/EC under the synonym Tachypterellus quadrigibbus . Host plants for planting and infested fruit could potentially provide a pathway into the EU. Considering the climatic similarities between North America and Europe, and that wild and commercial hosts occur widely within the EU, A. quadrigibbus has the potential to establish within the EU. There would be one generation per year, as in North America. Impacts could be expected in apple, pear and perhaps sour cherry orchards. The level of impacts would be uncertain. There is also uncertainty regarding whether A. quadrigibbus would extend its host range to include other Rosaceae within the EU. Phytosanitary measures are available to reduce the likelihood of introduction of A. quadrigibbus . All criteria assessed by EFSA for consideration as a potential Union quarantine pest are met. As A. quadrigibbus is not known to occur in the EU, this criterion assessed by EFSA to consider it as a Union regulated non-quarantine pest is not met.
