Examines the legal & political validity of the "right" of Palestinian refugees to return to their homeland from an Israeli perspective. It is argued that the "right to return" is Palestinian & Arab states' propaganda for the destruction of the Israeli state. If Israel allows Palestinian repatriation, the electorate will become politically imbalanced. Arab states & Palestinian leaders want two Arab states: the Arab state of Palestine & the Arab state of Israel. While expatriate Palestinians may reintegrate into Israel & benefit from certain privileges accorded to refugees by several UN Resolutions, the Arab states rejected most of the terms of these resolutions by relegating refugees into camps, imposing miserable living conditions, or refusing them citizenship in their own countries. Examines the 1982 massacre of hundreds of Muslim citizens & rebels over a two-day period in the Palestinian camps of Sabra & Chatila by Christian Phalangists avenging the assassination of Lebanese President Bechir Gamayel. While Israeli soldiers were camped nearby the massacre, an investigation into the incident found no evidence of wrongdoing, & dismissed accusations of inaction or complicity by the army & Israel. An outline of the report by the Kahane Commission, which conducted the investigation, is presented. An anti-Zionist agenda drives claims that Israel stood as a nonintervening accomplice to the killings. In rebutting this claim, the long-standing Lebanese civil war with its untold bloodshed, & the presence of European troops at the villages should also be considered as mitigating factors. J. Sadler
