In Europa wandelt sich die Stimmung gegenüber China. Während die Volksrepublik unter Xi Jinping mit der Seidenstraßeninitiative als einziges Land der Welt eine globale Vision verfolgt, wächst das Misstrauen über die Ausdehnung chinesischer Einfluss-nahme. Infolgedessen wird die europäische Debatte über China immer emotionaler geführt, wobei die Deutungen zwischen Alarmismus und Beschwichtigung schwanken. Vorstellungen über das 'Wesen Chinas' und die Erwartung, das Land habe sich nach westlichen Maßstäben in die liberale Ordnung einzufügen, drohen jedoch den Hand-lungsspielraum gegenüber der Volksrepublik zu verengen. Um Strategien für eine selbstbewusste deutsche und europäische Politik zu entwickeln, muss Chinas derzeitige Spielart von Weltpolitik systematisch betrachtet werden. Aus den Merkmalen chinesi-scher 'Konnektivitätspolitik' lassen sich weit über den Infrastrukturbereich hinaus politische Handlungsoptionen für Deutschland und die EU ableiten.
European attitudes towards China and its Belt and Road Initiative are changing. While the People's Republic under Xi Jinping is the only country in the world pursuing a global vision, distrust of China's expanding influence is growing. As a consequence, the European debate about China is becoming increasingly emotional with interpretations fluctuating between alarmism and reassurance. Ideas about the 'essence of China' and expectations that the country should fit into the liberal order according to Western standards, however, threaten to limit Europe's scope of action in dealing with the People's Republic. In order to develop strategies for a confident German and European policy, China's current global political approach should be considered systematically. Based on the features of China's 'connectivity politics' (Konnektivitätspolitik), Germany and the EU could formulate policy options that go far beyond the realm of infrastructure.
Seit einiger Zeit stehen Regionen (wieder) auf der Agenda der Theoriediskussionen in den Internationalen Beziehungen. Es ist u.a. von einer 'emerging regional architecture of world politics' die Rede und von der Zukunft eines 'multiregional system of international relations' oder sogar einer 'world of regions'. In dieser Perspektive geht es gegenwärtig nicht mehr allein um die Frage, welche Strukturvorgaben des internationalen Systems für eine neue Weltpolitik zu berücksichtigen sind. Vielmehr ist mit Blick auf die regionalen Ordnungen erforderlich zu fragen, wann und unter welchen Umständen die Strukturen und Akteurskonstellationen für regionale Kontexte überhaupt Bedeutung haben. Allerdings ist der politiktheoretische Status der Regionen in den Internationalen Beziehungen alles andere als klar. Mit diesem Beitrag werden zwei Ziele verfolgt: Einerseits wird die bisherige Diskussion mithilfe von drei Schlüsselkonzepten - Kooperation, Regionale Sicherheitskomplexe und Externalitäten - strukturiert; andererseits wird das konzeptionelle Verhältnis von Regionen, politischen Räumen und regionalen Ordnungen diskutiert. Dabei werden Kriterien - geografische Lage, politische Entscheidungen, Drittwirkungen dieser Entscheidungen - vorgestellt, die eine weiterführende Analyse verschiedener Typen regionaler Ordnungen ermöglichen. ; The concept of regions is once again on the agenda of international relations theory (IRT). Scholars are speaking of an 'emerging regional architecture of world politics' - or the future of a 'multiregional system of international relations' or even a 'world of regions'. The question is no longer which structural parameters of the international system are determining world politics, but rather - with regard to regional orders - when and under what conditions structures and actors actually become important (gain meaning) for regional contexts. The heuristic status of regions in IRT, however, remains vague. The purpose of this article is twofold: firstly, we structure the previous debate around three key concepts: cooperation, regional security complex, and externalities; secondly, we discuss the conceptual link between regions, political spaces, and regional orders. Finally, we introduce central criteria such as geographic proximity, political decision-making, and the effects of interactions on third-parties which further facilitate related work on different types of regional orders.

Der Band wirft ein neues Licht auf die jüngsten Großmachtinitiativen der USA und China in Asien. Die Autorinnen und Autoren untersuchen, welche Handlungsspielräume und Positionierungen sich für die süd-, südost-, ost- und zentralasiatischen Regionalmächte gegenüber der US-amerikanischen Reorientierung und der neuen chinesischen Seidenstraßeninitiative ergeben. Ihre Analysen zeigen aus unterschiedlichen theoretischen Perspektiven, dass die Initiativen oft das sind, was die Staaten der Region daraus machen. Dabei wird besonders deutlich, dass die Akzeptanz, Duldung oder Zurückweisung der Initiativen stark von innenpolitischen Dynamiken abhängt. Die Beiträge zeigen auch, dass sowohl Demokratien als auch Autokratien in der Region bemüht sind, ein Mindestmaß an Autonomie zu bewahren und sich nicht auf Dauer und vorbehaltslos einer der beiden Großmächte anzuschließen.

Die russische Machtdemonstration gegenüber der Ukraine hat die europäische Landkarte politisch nachhaltig verändert. Doch anders als in den westlichen Staaten hat die Annexion der Krim kaum Reaktionen unter den asiatischen Großmächten China, Indien und Japan hervorgerufen. Territorialkonflikte und militärische Drohgebärden gehören zum sicherheitspolitischen Alltag der Region. Deshalb erstaunt es nicht, dass die drei Länder statt völkerrechtlichen Grundsatzfragen ihren jeweiligen nationalen Interessen im Verhältnis zu Russland Vorrang einräumen. (SWP-Aktuell)
The article explores the Obama administration's multi-factored policy regarding Asia. The author introduces the United States' current involvement and affairs, regarding the Middle East, Afghanistan, Central and South Asia, East Asia and China, Taiwan, Japan and the Korean peninsula. By focusing on commercial, military and political factors, the author highlights the hot spots: China-Taiwan (weapons and trade), North-South Korea and Japan (terrorism, weapons of mass destruction and nuclear weapons) and the post 9-11 policies focused on Afghanistan, Pakistan and India; as well as Central Asia and the regions' concerns and processes toward democratization. In concluding the article, the author reiterates each of the aforementioned points in mapping the strategy of the current US president's administration. M. Diem
