Zusammenfassung
Zunehmend ist die sinkende wissenschaftliche Bedeutung der Ordnungsökonomik zu beklagen. Ursache hierfür sind u.a. theorieimmanente Bedingungen des ordnungsökonomischen Forschungsprogramms, die die praktische wirtschafts- und insbesondere sozialpolitische Anwendung erschweren. Der Beitrag befasst sich mit diesen theorieimmanenten Problemen und zeigt auf, dass zur Überwindung dieser Schwierigkeiten eine dynamische, auf fortdauernde Zustimmung ausgerichtete ordnungsökonomische Perspektive benötigt wird und dass das konkrete, rekursive Zusammenspiel einzelner Handelns- und Regelebenen in den Blick genommen werden muss. Daran anknüpfend wird die Konzeption einer modernen Ordnungsökonomik diskutiert, für die die Akzeptanz sozialer Ungleichheit unabdingbar ist und die sich an der Idee der Inklusion zu orientieren hat. Vor diesem Hintergrund muss aus einer Ordnungspolitik, die sich aus der Theorie ableitet, eine Ordnungstheorie werden, die sich immer wieder an der Praxis zu messen hat.
What Do Economists Talk About? A Linguistic Analysis of Published Writing in Economic Journals

Abstract. The present study aims to add to our knowledge about economic rhetoric by conducting a data‐driven analysis of economic academic discourse, both synchronically in its contemporary form, and diachronically over the past four decades. We find (1) that linguistically, economics is clearly an academic genre of its own, (2) that there are at the same time clear differences in vocabulary and style usage across economic journals, and (3) that there have been major developments in economic prose during the past four decades. We argue that there is some, albeit tentative, evidence that the discipline may face an increasing methodological gap.
The Philosophy of Social Market Economy: Michel Foucault's Analysis of Ordoliberalism
Michel Foucault's lectures at the Collège de France in 1978-1979 centered on the analysis of power with regard to liberalism. Foucault especially focused on German ordoliberalism and its specific governmentality. Although Foucault's review of the ordoliberal texts, programs, and books is very faithful, there are some occasional "schematic" simplifications. Our paper will evaluate Foucault's constitution of an ordoliberal "archive", though more emphasis will be put on the general importance of the phenomenological orientation in Walter Eucken's work. Hence, three tasks will guide our paper: first, an analysis of Foucault's position; second, the phenomenological foundation of the ordoliberal discourse compared to the 18th century liberal discourse, i.e. the way in which Walter Eucken received Husserl. Third, our paper shall raise the subject of the mutual historical-epistemological complementation of philosophy and economics by taking Foucault's analysis as the starting point. Furthermore, the consequences of a phenomenological, "eidetic" order of the economy will be discussed, focusing mainly on the expansion of competition in social domains.

Abstract German economist Leonhard Miksch's ideas on ordoliberalism have so far received little attention in the history of economic thought. This is surprising, as Miksch provides insights into the debates within the so‐called "Freiburg School of Law and Economics" in its early phase and, moreover, gave impulses that were essential to the further development of this economic approach. In addition, as a close advisor to Ludwig Erhard, the "political father" of the German "Social Market Economy," his influence on German postwar economic policy was considerable.
The Two Transitions in Central and Eastern Europe and the Relation between Path Dependent and Politically Implemented Institutional Change
The increasing gap between the formerly socialist countries of Central and Eastern Europe (CE & EE) with regard to both their economic and political performance cannot be explained by their different starting conditions after the breakdown of the Soviet Union alone. Rather, it is due to cultural and historical circumstances that shape the particular tradition and societal environment. Taking a cultural approach and referring to the newer literature on the transfer of institutions, we try to improve the understanding of the interrelation between formal and informal institutions. Our central thesis is that the ?reaction rate? of informal institutions depends on their compatibility with imported formal institutions. The transition processes in CE & EE can tell us much about the relation between path dependent and politically implemented institutional change. During the 20th century the countries of CE & EE twice went through rapid institutional change: For centuries they had acculturated to Western Europe, but as a result of the October Revolution ?Eastern? patterns were imposed upon them. Since the breakdown of the SU in the late 1980s they have ?returned to Europe? by (re-)establishing democracy and capitalism. In our opinion, to understand the differences in performance between the transition countries, it is necessary to interpret both transitions as processes of institutional transplantation and ask how the informal institutional settings in the different countries interacted with the imported formal institutions.

Nachfolgend werden die Kriterien für eine Reformpolitik zunächst getrennt aus ordnungsökonomischer und politikwissenschaftlicher Perspektive diskutiert, um vor diesem Hintergrund abschließend die Frage nach Übereinstimmungen, Schnittstellen sowie Divergenzen beider Herangehensweisen genauer beleuchten zu können.

"Wettbewerb als Aufgabe" - Leonhard Mikschs Beitrag zur Ordnungstheorie und -politik

Zusammenfassung
Die ordnungstheoretischen und -politischen Vorstellungen des Freiburger Nationalökonomen Leonhard Miksch (1901 - 1950) haben in der bisherigen Diskussion um den Ordoliberalismus kaum Beachtung gefunden. Dies ist um so erstaunlicher, da Miksch einerseits über die Diskussion in der Freiburger Schule in ihrer frühen Phase Auskunft gibt und darüber hinaus wesentliche Impulse für die Weiterentwicklung dieser Richtung gesetzt hat. Zudem kommt ihm ein nicht zu unterschätzender Einfluß auf die deutsche Nachkriegsentwicklung zu, den er als enger Berater Ludwig Erhards hatte.
Dieser Beitrag rekonstruiert Mikschs ordnungsökonomisches Denken. Im Mittelpunkt steht dabei zunächst die Diskussion um die Kombination von Marktform und Marktverfassung, wie Miksch sie vor allem in seiner bei Eucken eingereichten Habilitationsschrift "Wettbewerb als Aufgabe" von 1937 analysiert. Von dort werden anschließend die Verbindungslinien zu seinen späteren, vor allem nach Kriegsende entstandenen Untersuchungen gezogen, in welchen die Ordnungsprinzipien der inneren und äußeren Koordination zentrale Bedeutung gewinnen. Dabei läßt sich zeigen, daß seine wirtschaftspolitischen Vorstellungen (die im Referenzmodell des "Als-Ob-Wettbewerbs" kulminieren) ebenso wie der von Miksch hergestellte Konnex zur ökonomischen Begründung von Demokratie bleibende Relevanz besitzen.
