On the recent 55th anniversary of the March 18, 1938 expropriation of the petroleum industry, President Carlos Salinas de Gortari proclaimed that "oil ownership and control will remain permanently in Mexican hands". But Petroleos Mexicanos, the state oil monopoly, stands as a synonym for inefficiency, waste, featherbedding, and pollution. There are crucial lessons for Pemex to learn as it integrates more with the global economy. Indeed, NAFTA-inspired competition is likely to accelerate the transformation of Mexico's oil industry and compel the new subsidiaries to enhance their efficiency - or risk being privatized out of existance
