Cities are innovative places. Retail is one of the key features that better define them. In this paper, we study one of the most dynamic retail concepts - shopping centres. Using a case study methodology, we analyse the main features that characterise the evolution of shopping centres located in the main town centre of Braga, a medium-sized city in the northwest of Portugal. Data from fieldwork conducted by the author in 2017 in 16 shopping centres was compared with pre-existent databases from 1995 and 2008. Findings of this paper are in line with previous studies on the same city and they show that a marked downward trend is affecting the large majority of the shopping centres analysed, which is reflected on the high vacancy rates and changes in the importance of some retail categories, causing structural modifications in the tenant mix and questioning the economic viability of several of these retail precincts.

AbstractIn Brazil, the evaluation that is currently practiced in schools has been promoting the failure of the poorest, who eventually interrupt their studies, convinced of their incompetence. This article shows that, in contrast, hundreds of schools across the country adopt a cooperative dialogical pedagogy of evaluation. As part of an approach based on Freirean principles, the Telessala Methodology teaches students who are discriminated against by the traditional school, that they are smart and creative, with power to change their lives and the world. This chapter describes the Telessala Methodology and how it manifests the principles of Freirean pedagogy with implications for evaluation.
; This article includes a theoretical discussion on lifelong education, throughout life education and lifelong learning in policy discourses of international organisations such as UNESCO and the European Union since the 1970s. Changes in the use of these expressions in policy discourses point at differences in aims concealed to public policies of adult education. Among these changes, the increasing valuing of lifelong learning as an economic development and human resources management strategy is highlighted. At the same time it can be noted an increasing absence of meanings referring to democratic and emancipatory adult education policies.
BASE
The article first discusses the aims of lifelong learning proposed by the European Union and then analyses the reinterpretations present in the Portuguese policies of adult education in the last two decades. Finally, the influence of the European Union on policy discourses in Portugal is stressed, with increasing attention paid to the usefulness of adult education in relation to economic development and human resource management, while humanistic meanings and aims concerning critical education may be found to a lesser extent.

This article seeks to analyse the impact of the Court of Justice of the European Union's (CJEU) decision in the Dano judgement concerning the free movement of EU citizens and their cross-border access to social benefits. The debate about social tourism or welfare migration has been acrimonious in the last years. The Member States face new challenges concerning the possibility of excluding economically inactive European Union (EU) citizens from other Member States from special non-contributory social benefits. However, if on one hand we have the need to protect the financial sustainability of the Member States, as non-active EU citizens from other Member States can represent a burden on their social assistance systems, on the other hand, we also need to respect one of the EU's most basilar principles: the prohibition of discrimination on grounds of nationality. The CJEU has decided that the economically nonactive citizens of other Member States can only claim equal treatment in regard to access to social benefits, when they have a right of residence under Directive 2004/38 in the host Member State.

; This text is devoted to the exploration of different figurations of ordinary people in Brazilian documentary. Guimarães problematizes the representation of the underclass, often based on the thematization of crime and misery, and develops a film-theoretical position of documental localization of identity in everyday life, in which an alterity exists that can't be reduced to social stereotypes. After a discussion of political-aesthetical positions of Jean-Louis Comolli, Jacques Rancière, Michel de Certeau and Giorgio Agamben, the author finally exemplifies documental strategies in an analysis of Eduardo Coutinhos BOCA DE LIXO (1992) that differ from spectacularizing forms - such as television reports - which degrade the other of class to an object of cliché and simplified denominations.
