The naval leader has taken centre stage in traditional naval histories. However, while the historical narrative has been fairly consistent the development of various navies has been accompanied by assumptions, challenges and competing visions of the social characteristics of naval leaders and of their function. Whilst leadership has been a constant theme in historical studies, it has not been scrutinised as a phenomenon in its own right. This book examines the critical period in Europe between 1700 -1850, when political, economic and cultural shifts were bringing about a new understanding of the individual and of society. Bringing together context with a focus on naval leadership as a phenomenon is at the heart of this book, a unique collaborative venture between British, French and Spanish scholars. As globalisation develops in the twenty-first century the significance of navies looks set to increase. This volume of essays aims to place naval leadership in its historical context.

Naviguer au temps de la voile, c'est d'abord tâcher d'utiliser au mieux les vents et les courants en les subissant le moins possible. Dans des eaux aussi difficiles que celles anglaises de la Manche et de la mer du Nord, la tâche est ardue et requiert de grandes compétences. Des flots venait la menace, française ou espagnole. Pour la Grande-Bretagne, la mer a toujours été un élément défensif essentiel et, pour un envahisseur, l'obstacle le plus redoutable. Elle n'a jamais été infranchissable – les incursions à petite échelle n'ont jamais pu être stoppées. Face aux intrus et aux envahisseurs, elle a opposé les murailles de bois de ses vaisseaux. Cependant, la défense de la Grande-Bretagne ne reposait pas uniquement sur la nature et la force navale. Il fallait aussi des fortifications et des hommes.

Dr Anne Merriman is the founder of Hospice Africa and Hospice Africa Uganda. She is presently Director of Policy and International Programmes. Here she tells the story of how HAU was founded. Dr Richard Harding is an academic researcher working on palliative care in Sub-Saharan Africa. This paper described Dr Merriman's experience in pioneering palliative care provision. In particular it examines the steps to achieving wider availability of opioids for pain management for those with far advanced disease. Hospice Africa Uganda has been a model facility in achieving high quality clinical care embedded in a strategy of advocacy and education, using a multifaceted approach that has addressed logistical, policy and legislative barriers. Until 1990 control of severe pain in Sub-Saharan Africa was non-existent except in Zimbabwe and S Africa. Oral affordable morphine was brought to Kenya through Nairobi Hospice that year, and to Uganda through Hospice Africa Uganda in 1993. This paper offers an example of a highly effective and cost efficient model of care that has transformed the ability to humanely manage the problems of those with terminal illness, and to offer a culturally appropriate "good death". Thus it is now possible to complete the ethical circle of care in resource poor circumstances.
