The presumed dangers presented by sex offenders who have absconded from authorities have played a prominent role in public discourse surrounding state and federal sex offender management policy. The current study is the first to empirically investigate the characteristics of absconded sex offenders and explore how this group compares to other groups of sex offenders. Utilizing data from the Florida sex offender registry ( N = 23,557), this exploratory study compares the characteristics and risk factors of absconders with those of compliant and noncompliant (nonabsconding) registrants as well as with those with convictions for failure to register (FTR). Absconders, as a group, were less likely than compliant registrants to be listed as predators, and less likely than both compliants and noncompliants to have a minor victim or to be a repeat sex offender. Absconders were also least likely to have a prior FTR conviction, but those with a previous FTR conviction were more likely to abscond from registration than probation. The findings fail to support the hypothesis that fugitive sex offenders are more sexually dangerous (especially to children), and suggest a multitude of explanations for absconding.

This, coupled with the fact that volcanological pieces tended to be placed well down the reporting order, meant that the message was of a chaotic situation and response, the performance of those who could be ascribed blame, i.e., responsible government agencies, thus likely being perceived in a negative light.

Speed of play has been identified as a key structural characteristic in gambling behaviour, where games involving higher playing speeds enhance the experience of gambling. Of interest in the present study is the consistent finding that games with higher event frequencies are preferred by problem gamblers and are associated with more negative gambling outcomes, such as difficulty quitting the game and increased monetary loss. The present study investigated the impact of gambling speed of play on executive control functioning, focusing on how increased speeds of play impact motor response inhibition, and the potential mediating role arousal and dissociative experience play in this relationship. Fifty regular non-problem gamblers took part in a repeated-measures experiment where they gambled with real money on a simulated slot machine across five speed of play conditions. Response inhibition was measured using an embedded Go/No-Go task, where participants had to withhold motor responses, rather than operating the spin button on the slot machine when a specific colour cue was present. Results indicated that response inhibition performance was significantly worse during faster speeds of play, and that the role of arousal in this relationship was independent of any motor priming affect. The implications of these findings for gambling legislation and gambling harm-minimisation approaches are discussed.

Among many in the research, policy, and practice communities, the application of sex offender registration and notification (SORN) to juveniles who sexually offend (JSO) has raised ongoing concerns regarding the potential collateral impacts on youths' social, mental health, and academic adjustment. To date, however, no published research has systematically examined these types of collateral consequences of juvenile SORN. Based on a survey of a national sample of treatment providers in the United States, this study investigates the perceived impact of registration and notification on JSO across five key domains: mental health, harassment and unfair treatment, school problems, living instability, and risk of reoffending. Results indicate that treatment providers overwhelmingly perceive negative consequences associated with registration with an incremental effect of notification indicating even greater concern across all five domains. Providers' demographics, treatment modalities, and client profile did not influence their perceptions of the collateral consequences suggesting that provider concern about the potential harm of SORN applied to juveniles is robust. Policy implications are discussed.
The transience of registered sex offenders (RSOs) is a major impediment to reentry success, particularly because it has been linked to increased absconding and recidivism, and thus decreased community safety. Unfortunately, there is limited existing research on what factors most influence this transience. The purpose of this study was to identify and explore the relative influence of factors predicting transience for RSOs. Using data gathered from the Florida sex offender registry and multiple supplemental state and federal data sources, the analysis revealed a number of county- and individual-level characteristics that are associated with the likelihood of RSO transience. At the county level, these include residence restriction coverage, housing affordability, and population density. At the individual level, these include age, minority status, victim type (minor vs. adult), risk level, supervision status, and prior failure to register convictions. Implications for policy and practice are discussed.
This meta-analytic review examined the effectiveness of psychological treatment for sex offenders by summarizing data from 43 studies (combined n = 9,454). Averaged across all studies, the sexual offence recidivism rate was lower for the treatment groups (12.3%) than the comparison groups (16.8%, 38 studies, un-weighted average). A similar pattern was found for general recidivism, although the overall rates were predictably higher (treatment 27.9%, comparison 39.2%, 30 studies). Current treatments (cognitive-behavioral, k = 13; systemic, k = 2) were associated with reductions in both sexual recidivism (from 17.4 to 9.9%) and general recidivism (from 51 to 32%). Older forms of treatment (operating prior to 1980) appeared to have little effect. Future directions for improving the quality of sex offender treatment outcome evaluations are discussed.
Abstract. Piton de la Fournaise, situated on La Réunion island (France), is one of the most active hot spot basaltic shield volcanoes worldwide, experiencing at least two eruptions per year since the establishment of the volcanological observatory in 1979. Eruptions are typically fissure-fed and form extensive lava flow fields. About 95 % of some ∼ 250 historical events (since the first confidently dated eruption in 1708) have occurred inside an uninhabited horseshoe-shaped caldera (hereafter referred to as the Enclos), which is open to the ocean on its eastern side. Rarely (12 times since the 18th century), fissures have opened outside of the Enclos, where housing units, population centers, and infrastructure are at risk. In such a situation, lava flow hazard maps are a useful way of visualizing lava flow inundation probabilities over large areas. Here, we present the up-to-date lava flow hazard map for Piton de la Fournaise based on (i) vent distribution, (ii) lava flow recurrence times, (iii) statistics of lava flow lengths, and (iv) simulations of lava flow paths using the DOWNFLOW stochastic numerical model. The map of the entire volcano highlights the spatial distribution probability of future lava flow invasion for the medium to long term (years to decades). It shows that the most probable location for future lava flow is within the Enclos (where there are areas with up to 12 % probability), a location visited by more than 100 000 visitors every year. Outside of the Enclos, probabilities reach 0.5 % along the active rift zones. Although lava flow hazard occurrence in inhabited areas is deemed to be very low (< 0.1 %), it may be underestimated as our study is only based on post-18th century records and neglects older events. We also provide a series of lava flow hazard maps inside the Enclos, computed on a multi-temporal (i.e., regularly updated) topography. Although hazard distribution remains broadly the same over time, some changes are noticed throughout the analyzed periods due to improved digital elevation model (DEM) resolution, the high frequency of eruptions that constantly modifies the topography, and the lava flow dimensional characteristics and paths. The lava flow hazard map for Piton de la Fournaise presented here is reliable and trustworthy for long-term hazard assessment and land use planning and management. Specific hazard maps for short-term hazard assessment (e.g., for responding to volcanic crises) or considering the cycles of activity at the volcano and different event scenarios (i.e., events fed by different combinations of temporally evolving superficial and deep sources) are required for further assessment of affected areas in the future – especially by atypical but potentially extremely hazardous large-volume eruptions. At such an active site, our method supports the need for regular updates of DEMs and associated lava flow hazard maps if we are to be effective in keeping up to date with mitigation of the associated risks.

Piton de la Fournaise is one of the most active volcanoes of the World, and is located at the greatest distance from its "mainland" than any other vulnerable "overseas" site, the observatory being 9365 km from its governing body in Paris. Effusive risk is high, so that a well-coordinated and rapid response involving near-real time delivery of trusted, validated and operational product for hazard assessment is critical. Here we review how near-real time assessments of lava flow propagation were developed using rapid provision, and update, of key source terms through a dynamic and open integration of near-real time remote sensing, modeling and measurement capabilities on both the national and international level. The multi-national system evolved during the five effusive crises of 2014–2015, and is now mature for Piton de la Fournaise. This review allows us to identify strong and weak points in an extended observatory system, and demonstrates that enhanced multi-national integration can have fundamental implications in scientific hazard assessment and response during an on-going effusive crisis
