During the Cold War, the urgency for EU member states to stand together was high. Contemporary Russia is a fairly stable country with limited means. Especially larger member states can see the EU-Russian relationship as a commodity to be traded & sold in other political & diplomatic negotiations Furthermore, Russia's future is uncertain & chances are poor that external policy will have an impact on it, as they might have been in the beginning of the 1990's. The damaging effect of individual dealings with Russia is on both EU (consistency of EU's common foreign & security policy) & its individual (smaller member) state level, smaller member states being less influential on actual EU Russia policy, & it invites Russia to engage & pressure them into bilateral dealings with it. Thus undermining the solidarity & political support searched after by smaller states while joining the EU. O. van Zijl
