"This article starts with an analysis of responses by councilors which can be related either to a representative or to a broader participatory understanding of democracy. This general pattern appears, with slight variations, in all the countries included in the study on councilors in municipal assemblies. The findings on the understanding of democracy will be linked to the formal horizontal power relations between councilors, the mayor and the leading bureaucrats of the municipal administration, as determined by different local government systems. This is done to test whether or not the appearance of councilors with a particular understanding of democracy is determined by different institutional conditions which offer councilors options to perform a specific role according to their understanding of democracy. Also considered is the question of whether councilors' understanding of democracy is linked to personal characteristics. As argued in the introduction to this special issue, particular options offered to councilors by a council's formal competences may neither attract nor repel actors with a specific understanding of democracy to become councilors. Instead, notions of democracy as expressions of a person's basic beliefs and subjective norms can be related to that individual's personal character. Finally, councilors' role perceptions, role behavior and attitudes towards reforms at the local level are identified and analyzed to see whether or not councilors' notions of democracy can be related to their role perceptions, role behavior and attitudes towards reforms as dependent variables." Der Aufsatz beschäftigt sich mit dem Demokratiedefizit in der Europäischen Union. Er geht davon aus, dass das politische System der EU "a composition of partial regimes" darstellt. Solche Teilsysteme werden in den Systemen territorialer, funktionaler, administrativer und zivilgesellschaftlicher Interessenvermittlung verortet. Indem Möglichkeiten und Grenzen dieser Teilregime dargelegt werden, wird der besondere Beitrag zivilgesellschaftlicher Interessenvermittlung im politischen System der EU verdeutlicht. Die Möglichkeit einer europäischen Zivilgesellschaft wird indes nicht überbetont. Eine zivilgesellschaftliche Perspektive einer demokratischen Transformation der EU wird vielmehr in der Komplementierung der anderen erwähnten Teilregime und der Überwindung ihrer Demokratiedefizite gesehen. Die allgemeine, am Ende des Aufsatzes skizzierte Perspektive wird in Komplementaritäten zwischen den verschiedenen Teilregimen oder Sektoren und in verschiedenen Reformoptionen und Entwicklungen gesehen: sowohl in einer klaren institutionellen Trennung von Verantwortlichkeiten im EU-Mehrebenensystem als auch Referenden - und einer zivilgesellschaftlichen Reform der EU.
