Die gegenwärtige theoretische Diskussion im Bereich internationaler Beziehungen stellt die Interdependenz von Wirtschafts- und Sicherheitspolitik in den Mittelpunkt. Zwei Fallstudien über Japan und Finnland ergeben eine unterschiedliche und sich im Laufe der Entwicklung ändernde Dominanz für den sicherheitspolitischen oder wirtschaftlichen Bestimmungsfaktor internationaler Beziehungen, wobei im Zweifel sicherheitspolitische Erwägungen überwiegen. Nur die Anwendung eines dynamischen Modells, das die spezifischen Verhältnisse der betreffenden Staaten einbezieht, kann die internationalen Beziehungen zutreffend beschreiben. (SWP-Bmt)

AbstractTwo contemporary streams of thought in international relations offer significant theoretical challenges to the field and to the way it has been organized since the time of Rousseau. New power cycle theories propose that the etiology of war resides in different growth rates among the major powers. Hegemonic wars are a recurrent consequence of the states system. The literature suggests that the patterns of the past are likely to be repeated in future; hence, the only solution to the problem of war is the transcendence of the states system. The second body of literature proposes that growing interdependence is bringing profound structural changes that are already leading to the demise of the nation state and to the transformation of the states system. The essay critically examines these theories and outlines reasons why both are empirically and logically deficient. These bodies of literature also illustrate how even among rigorous quantitative analysts, normative concerns animate research. Finally, the author suggests why the search for a theory or model of international politics is doomed to failure, and why a healthy field will be characterized by intellectual pluralism.

Over the past two decades, psychologists, economists, and political scientists have developed a substantial literature on diplomatic bargaining. Its descriptive and normative development has substantially increased our understanding of the fundamentals of bargaining structures and strategies, outlined the fundamental choices facing negotiator and hypothesized an array of variables to explain outcomes.

A common hypothesis about the sources of international conflict holds that war and turmoil will be an inevitable consequence of the widening "gap" between the developed and underdeveloped states. This view is based on a common Western image of underdeveloped countries which assumes that striving for economic betterment is universal in all underdeveloped countries, and is primarily a grass-roots phenomenon. This essay challenges the hypothesis and the assumptions upon which it is based. It argues that the images of underdevelopment generated by economists using aggregate data are in many cases incorrect or distorted. Studies by anthropologists which are based on micro- rather than macrodata produce quite different impressions of the underdeveloped society. The human costs involved are for the most part overlooked in development schemes, and the wholesale importation of Western economic development strategies has led in many cases not only to a poor allocation of resources, but also to many of the problems the developed societies are now facing, including urban congestion, rising crime rates, higher incidence of mental breakdown, and the like.The paper concludes with a critical review of common liberal solutions to development problems, and suggests that one strategy possible for some developing countries is increased isolation from the international system. International conflict may result not only because the underdeveloped states wish to close the "gap," but because some may choose deliberately to reduce their dependency on the West. Conflict may be generated through isolation as well as through increased interaction.

S'il a été de bon ton, en théorie des relations internationales, de qualifier Morgenthau de traditionnaliste et de considérer les Snyder, Easton, Kaplan et d'autres comme l'avant-garde, le présent essai soutient au contraire que les principales « innovations » théoriques ont été introduites par Morgenthau et que les théories globales ultérieures – les traités qui prétendent à expliquer la totalité du domaine – n'ont d'autre originalité que d'avoir poursuivi ou développé les perceptions du maître. Tous les « globalistes » ont affirmé ou assumé (1) que le but de l'effort théorique est de permettre la généralisation, (2) que les relations interétatiques obéissent pour l'essentiel à des modèles et à des cycles, (3) que l'objet de ce secteur d'études est constitué par les bases du comportement étatique et par les schèmes de relations qui en résultent, et que (4) le monde est composé d'états-nations souverains et indépendants constituant des unités d'action sur lesquelles la recherche doit être centrée.Centrales chez Morgenthau, ces idées ont été, pour le secteur, le paradigme directeur du dernier quart de siècle. Les travaux behavioristes des globalistes ont introduit plus de précision et de rigueur dans l'analyse sans cependant changer ou remettre le paradigme en question.Les travaux de la dernière décennie, relatifs aux relations internationales, affichent une nette désaffection à l'endroit de la théorie générale. Les chercheurs ont abandonné l'idée qu'un système conceptuel unique puisse expliquer, de façon satisfaisante et avec quelque raffinement, même les grands thèmes du secteur. L'activité théorisante se concentre de plus en plus sur l'identification des variables et sur des phénomènes limités. L'auteur offre un certain nombre d'explications à la défaveur que connaît la théorie globale et termine son essai par la discussion de quelques problèmes posés par les études faisant appel aux méthodes empiriques plutôt qu'à des schèmes théoriques d'ensemble.
