Asiatic countries, if they are attracted by the Soviet model, must understand that the USSR is far removed from Marxist theory, & they must therefore become more closely attached tc reality than to theory. For instance, the rapid industrialization accomplished by the USSR since 1928 was achieved only at the price of totalitarianism in the realm of pol'al, soc & intellectual life. There exists the danger of this event occurring for al Asiatic countries that wish to imitate the USSR. The question, then, is to discover whether the Asiatic countries are prepared to sacrifice their national & even their cultural traditions for rapid & complete industrialization. Despite appearances, it does not seem that this is so. The choice that must therefore be made is pol'al & moral rather than econ & technical. Tr from IPSA by J. A. Broussard.

Analysis of official reactions of Soviet media to VOA was expected to reveal special sensitivities of the Soviet regime and its propagandists and thereby lead to suggestions for guidance of future US broadcast policy. Carefully interpreted such reactions offer clues to the impact of the VOA on the Soviet audience itself. 2 types of analysis were used: (1) study of general quantitative flow and distribution of references to VOA without regard to content; (2) characteristics and distribution of content of references in Soviet communication. 3 types of content analysis were used: (a) general context in which reference appeared was evaluated (article, editorial, cartoon, etc.); (b) study of themes present in specific and textual material surrounding key symbol 'VOA' (scored for presence of 30 different themes using the sentence as a basic count); & (c) qualitative analysis was used when other methods seemed inadequate. Experience on the project indicates importance of exploring the total flow of Soviet propaganda as a necessary point of comparison and control for more specialized studies of selected segments of their communication.
