Depuis 2007, deux séries successives d'envolée des prix des denrées alimentaires ont causé la faim ou la malnutrition pour des millions de personnes dans le monde. Les mêmes facteurs qui avaient contribué à la hausse des prix en 2007-2008 ont refait surface en 2011 et ont pour nom : la baisse du taux de croissance de la productivité agricole, le niveau élevé du coût de l'énergie favorisant l'expansion de la production de biocarburants, la dépréciation du dollar américain, une forte demande des pays émergents en matière de produits agricoles et les bouleversements climatiques. Avec autant de facteurs en jeu, il est clair que les politiques alimentaires nécessaires pour assurer de façon durable l'accès à une alimentation saine, en quantité et en qualité suffisantes pour des millions de personnes, doivent transcender la production agricole traditionnelle. En conséquence, la demande de recherches fondées sur des données probantes susceptibles de soutenir ces politiques est plus forte que jamais. Agricultural development has traditionally focused on raising productivity and maximizing production of cereals. In this regard, the world's farmers and farming systems have made enormous advances, multiplying cereal production several times over in the past half century. Yet hunger, malnutrition, and poor health remain widespread and persistent problems. Nearly 1 billion people still go hungry, and billions more are malnourished. The food price crisis of 2007–08—and more recent increases in food prices—shows just how vulnerable the global food system is to disruptions related to weather and government policies. At the same time, agriculture faces a number of challenges in the coming decades, including growing population, climate change, water scarcity, land degradation, urbanization and changing diets, rising energy costs, and natural disasters. Looking ahead, agriculture faces the task of contributing to food security, nutrition, and good health for a rising number of people. Can it meet the challenge? In February 2011, about 1,000 people came together at a conference in New Delhi to think through the interactions among agriculture, nutrition, and health and consider ways to exploit them to improve human nutrition and health. Participants helped clarify what is known about the links among the three sectors, what is not known, and where opportunities for leveraging agriculture for nutrition and health may lie. In 2010, the international development community focused on a range of complex issues—childhood malnutrition, natural disasters, volatile food prices, climate change, global trade—that require both immediate and long-term attention. As these subjects have direct implications for poverty and hunger, IFPRI sought ways to address them through evidence-based research, outreach, and concrete policy recommendations. For example, recent findings showing that the window of opportunity for improving children's nutrition spans the 1,000-day period between conception and a child's second birthday led IFPRI to recommend that governments invest in nutrition interventions targeting mothers and infants. IFPRI's research in Pakistan after the devastating 2010 floods led to policy-relevant observations on post-disaster recovery, including the need to strengthen institutions in developing countries so they are better prepared to coordinate large-scale disaster responses. On the topic of volatile food prices, IFPRI recommended that, among other approaches, governments reform biofuel policies, especially in the United States and Europe, to reduce biofuels' effects on food markets. ; Non-PR ; IFPRI1

The Ethiopian Strategy Support Program (ESSP-II) Conference on "Accelerating Agricultural Development, Economic Growth and Poverty Reduction in Ethiopia" was held at the Addis Ababa Hilton Hotel from October 22-24. This conference was organized to share current and ongoing research efforts of IFPRI – ESSP-II researchers and collaborating Ethiopian Institutions. Ato Newai Gebre-Ab (Chief Economic Advisor to the Prime Minister and Executive Director, EDRI) attended all three days of the conference, as did Wro. L'Afrique est peut-être finalement arrivée à l'heure où elle pourra faire des progrès réels vers la sécurité alimentaire et nutritionnelle. Même si le nombre d'Africains souffrant de malnutrition augmente depuis plusieurs décennies et se situe maintenant aux environs de 200 millions de personnes, une nouvelle volonté de changement est aujourd'hui observée chez les leaders du continent ainsi que dans la communauté internationale. Pour aider à déterminer comment mettre en oeuvre des mesures concrètes conduisant à la sécurité alimentaire et nutritionnelle, l'Initiative Vision 2020 de l'Institut international de recherche sur les politiques alimentaires (IFPRI) a contribué à l'organisation d'une grande conférence dirigée par des Africains pour des Africains, laquelle a eu lieu à Kampala (Ouganda) du 1er au 3 avril 2004. Ayant eu pour thème « Garantir la sécurité alimentaire et nutritionnelle en Afrique d'ici 2020 : priorité des actions, renforcement des intervenants et facilitation des partenariats », cette conférence a réuni plus de 500 intervenants traditionnels et nouveaux, ainsi que divers partenaires représentant les perspectives et l'expérience de tous les grands secteurs du continent africain. Cette déclaration sur la voie à suivre vers le progrès après la Conférence Afrique 2020 a été élaborée par le Comité Consultatif de la Conférence (CCC), composé d'environ 35 personnalités éminentes de l'Afrique, notamment des dirigeants politiques, des leaders de la société civile, des chercheurs et des représentants des institutions parrainant l'événement (une liste des membres du CCC est annexée à la fin de ce document). Une version préliminaire de ce document a été présentée aux membres du CCC et aux participants de la Conférence Afrique 2020, laquelle a ensuite été finalisée par un sous-comité du CCC. Africa may at last be poised to make real progress on achieving food and nutrition security. Although the number of Africans who are undernourished has been on the rise for decades and now stands at about 200 million people, a new commitment to change has emerged both among African leaders and in the international community. To help determine how to bring about actions that will assure food and nutrition security, the 2020 Vision Initiative of the International Food Policy Research Institute (IFPRI) facilitated an African-owned and African-driven conference in Kampala, Uganda, on April 1–3, 2004. The conference, "Assuring Food and Nutrition Security in Africa by 2020: Prioritizing Actions, Strengthening Actors, and Facilitating Partnerships," brought together more than 500 traditional and new actors and stakeholders representing perspectives and experiences from all major sectors across Africa. This statement on the way forward from the 2020 Africa Conference was developed by the Conference Advisory Committee (CAC), comprising about 35 distinguished African policymakers, civil society leaders, and researchers as well as representatives of cosponsor institutions. A draft of this statement was shared with CAC members and participants at the 2020 Africa Conference, and a subcommittee of the CAC then finalized it. This statement is designed not as an immutable set of instructions, but as a set of guidelines, or a framework, pointing the way toward a food- and nutrition-secure Africa. In 1995, the International Food Policy Research Institute's (IFPRI's) 2020 Vision for Food, Agriculture, and the Environment Initiative held its first international conference, which articulated a global vision for eliminating food insecurity. Since then, profound developments have occurred with extraordinary implications for global food security prospects, compelling IFPRI and its 2020 Vision Initiative to hold a second conference, entitled "Sustainable Food Security for All by 2020," in Bonn, Germany, on September 4– 6, 2001. The ultimate objective of the Conference was to influence and catalyze action by key actors—including governments, international aid agencies, nongovernmental organizations, business and industry, and media — to achieve sustainable food security for all by 2020. Over 900 individuals from 71 countries participated in the Conference. One-quarter of the participants were from developing countries, and 40 percent were female. A wide variety of stakeholders came together — one-quarter of the participants were from nongovernmental organizations, one-fifth from government, one-tenth from media, and just over one-twentieth from business and industry. In addition, the Conference attracted very senior policymakers. The Conference began by taking stock of the current situation and prospects for the future. The second part, or heart, of the Conference focused on four key emerging forces: (i) demographic, health, and nutrition forces; (ii) economic forces; (iii) technological and environmental forces; and (iv) sociopolitical forces (see Appendix 1 for Conference program). The third and final part built on the action items identified in the previous sessions but focused on the larger issues of setting the priorities for action and identifying the roles and responsibilities of key actors. This proceedings volume compiles the presentations made by the 73 speakers and chairs (see Appendix 2 for biographical notes) and synthesizes the discussions held throughout the three days. Note that these presentations have been transcribed and lightly edited. All speakers and chairs were invited to submit written summary notes for distribution during the Conference.Several auxiliary activities complemented the Conference program, highlights of which are included in this volume. Poster and essay competitions invited young people from around the world to share in pictures and in words how they saw our world in 2020. Throughout the Conference, an electronic voting system quickly gauged the participants' views on key topics, subsequently catalyzing debates and discussions. "As part of its 2020 Vision for Food, Agriculture, and the Environment Initiative, the International Food Policy Research Institute (IFPRI) has articulated a vision of what the world should look like in 2020: it should be a world free from poverty, hunger, malnutrition, and unsustainable natural resource management. The 2020 Vision Initiative has two main objectives: (1) to develop and promote a shared vision and consensus for action for meeting food needs while reducing poverty and protecting the environment; and (2) to generate information and encourage debate to influence action by national governments, nongovernmental organizations, business and industry, international development institutions, farmers, and other elements of civil society. In September 2001, IFPRI and its 2020 Vision Initiative, in collaboration with partners, sponsored an international conference in Bonn, Germany, to bring together the actors needed to achieve this vision. The 900 people who attended the conference considered the driving forces that will determine the difficulty of achieving the 2020 Vision, and they articulated the steps required to build the world the Vision describes.This document reflects many of their discussions.
