The article discusses the role of the nation state in stimulating lead markets for green innovations. It is often feared that the nation state loses its capacity for action because of economic and political globalization. This article rejects this hypothesis. It argues that empirical research on actual environmental policies reveals that it is most often nation states that pioneer new approaches, push for advances in environmental policy, and serve as regional starting points for new 'green' technologies. The innovation and diffusion of environmental technologies and their support through national environmental policies bear the potential of a far-reaching ecological modernization.

Instruments for policy integration ; intermediate report of the RIW Project POINT
Integration (EPI) has become an important objective on the political agenda by now, mainly forced by the Rio Convention, the Treaty of Amsterdam and different requirements on the national level. In recent years, a range of new strategies, institutions and instruments have been developed, among these Cardiff-type sectoral strategies, strategic environmental assessments or green cabinets etc. These often rely on processes of governmental selfregulation. However, current efforts show only limited improvements in the implementation of the EPI-principle. Against the recognition of the importance of a better knowledge base as a condition for integrated policy making, EPI largely remains to be question of political power and relationships within government. The report develops a systematic typology of the different strategies and instruments that have been implemented in the OECD countries and evaluates their use for contributing to the overall strategic objectives of EPI. By critically assessing the success conditions of the different approaches based on a cross-country comparison, we conclude with a rather sceptical estimation, whether governmental self-regulation is an strategic approach that runs alone. The report is part of the BMBF-funded research project POINT3D that develops a software for an integrated appraisal of new policies.

Pioneers in environmental policy-making ; Konferenzbericht
Am 18. und 19. Oktober 2002 wurde an der Freien Universität Berlin ein international besetztes, zweitägiges Colloquium mit ca. 60 Teilnehmern durchgeführt, auf der neuere sozialwissenschaftliche Forschungen zum Thema Möglichkeiten und Restriktionen des Pionierverhaltens von Staaten in der Umweltpolitik vorgetragen und diskutiert wurden. Das Colloquium wurde von der Fritz-Thyssen-Stiftung gefördert. Anlass war der 65. Geburtstag von Prof. Martin Jänicke im August 2002. Ziel der Veranstaltung war es, den Stand der Forschung von bisher unverbundenen Forschungssträngen zu diesem Thema miteinander zu kombinieren und Synergien für zukünftige Forschungen zu identifizieren. Im einzelnen waren dies Ansätze, die (1) nach den nationalen Aus-prägungen und Bedingungen für Pionier-verhalten suchen, (2) nach internationalen Bedingungen fragen und (3) ökonomische Bedingungen und Implikationen einer Vor-reiterrolle in der Umweltpolitik untersuchen. Die Tagung fokussierte im Wesentlichen auf politikwissenschaftliche Beiträge. Weitgehende Übereinstimmung fand die Feststellung, dass das Pionierverhalten einzelner Staaten eine kritische Einflussgröße für die Fortentwicklung europäischer und internationaler Umweltpolitik darstellt. Dabei wurde konzediert, dass trotz fortschreitender Internationalisierung politischer Regel- und Entscheidungsstrukturen Handlungsspielräume für eine ambitionierte nationale Umweltpolitik nach wie vor gegeben sind. Darüber hinaus können Staaten u.U. durch ein geschicktes Interdependenzmanagement in internationalen Regimen und Organisationen ihre Handlungsspielräume auch erweitern. Dies zeigt sich u.a. an der gewachsenen Bedeutung der skandinavischen Länder für die weltweite Umweltpolitikentwicklung. Pioneers in environmental policy-making ; report of the colloquium
On October 18th and 19th, 2002, a colloquium was held at the Freie Universität in Berlin, visited by an international group of about 60 scholars to present and discuss current research from social sciences regarding the potentials and restrictions of pioneering behaviour of states in environmental policy. The colloquium was funded by the Fritz Thyssen Foundation. It was organised on the occasion of the 65th birthday of Prof. Martin Jänicke in August 2002. The primary aim of the conference was to combine different streams of research that are yet independent in order to identify synergies for future research. In detail, these were research approaches that, (1) search for the national characteristics and conditions for pioneering behaviour, (2) ask for the international conditions and (3) analyse the economic conditions and implications of a vanguard role in environmental policy. The focus was primarily on contributions from political science. It was largely consensus that pioneering behaviour is a critical influencing factor for the advancement of European and international environmental policy. It was conceded, that despite the advancing internationalisation of political law and decision making there is still room for manoeuvre for an ambitious national environmental policy. Beyond that, states may possibly enhance their capacity for action by a skilful management of interdependencies in international regimes and organisations. This can be indicated by the growing importance of the Scandinavian countries for the world wide development of environmental policy. It has to be mentioned though regarding the state of the art in social sciences, that there are neither generally accepted criteria of analysis for the empirical determination of pioneering behaviour, nor for the investigation of the relevant causal factors and impacts of such a behaviour. Ecological modernisation and the creation of lead markets
The paper will discuss the potential role of lead markets in the global process of ecological modernisation, here conceived as innovation and diffusion of environmental friendly technologies, including the innovation and diffusion of supporting national policies. This includes the question whether and how national pioneer roles in environmental policy can be played in times of economic globalisation. Global Environmental Change in the direction of sustainability strongly depends on international markets for environmental friendly technologies. Such markets need national "lead markets" as a starting point. A lead market is the country that adopts an innovation that subsequently adopted worldwide (Beise 2001). Lead markets are empirically characterised by high per-capita income, demanding and innovative buyers, high quality standards, political pressure for change and flexible, innovation- friendly framework conditions for producers and users. Unlike lead markets for normal technical innovations, environment-friendly technologies are specific insofar as they are problem-oriented and depend strongly on political influences. The problem dimension constitutes a potential global demand in terms of global environmental needs. It is mainly the role of pioneer countries to stimulate both, environmental innovation and their global diffusion, often in cooperation with international institutions and organisations. The interplay of innovation and diffusion of technology and policy takes place in different forms (from technology forcing to technology- based policies). It is the high income countries which are able to afford the necessary investments in R&D; for the development of new technologies. Ökologische Innovationen in der chemischen Industrie - Umweltentlastung ohne Staat? ; eine Untersuchung und Kommentierung zu 182 Gefahrstoffen
Auf der Grundlage der Produktions- und Verbrauchsdaten von 182 umweltgefährdenden Industriechemikalien wird der Zusammenhang von staatlicher Regulation und ökologisch vorteilhaftem Strukturwandel in der Chemieindustrie untersucht. Gefragt wird nach den Ursachen des Verbrauchsrückgangs von rund einem Drittel der untersuchten Stoffe. Die Untersuchung ist keine herkömmliche Top-down-Analyse aus der 'Gesetzgeberperspektive'. Vielmehr wird von den Wirkungen zu den Ursachen zurückgefragt, ein Ansatz, der für die Dynamik und Breite staatlicher wie nichtstaatlicher Einflußfaktoren bewußt offen ist. Dabei ergibt sich eine überraschend geringe Bedeutung direkter Staatsinterventionen bei der Rückentwicklung bzw. Substitution der untersuchten Gefahrstoffe. Das zeigt sich u.a. daran, daß Eingriffe in vielen Fällen erst post factum erfolgen, z.B. nach Einstellung der Produktion. Nur 40% der direkt regulierten Gefahrstoffe haben einen rückläufigen Verbrauch, andere regulierte Chemikalien zeigen eine stabile oder steigende Produktion. Informationelle Instrumente, wie die öffentliche Definition von Umwelt- und Gesundheitsgefahren, scheinen dagegen von großer Bedeutung. Offenbar hatte nicht die direkte Maßnahme am Ende langwieriger Willensbildungsprozesse, sondern eben dieser vorgängige Ziel- und Willensbildungsprozeß selbst den entscheidenden Einfluß auf den Rückgang. Dieser Mechanismus wird in Fallstudien illustriert. Abschließend wird eine modellhafte Darstellung typischer Einflußabläufe formuliert und politisch-praktisch interpretiert.
