This paper analyses one of the municipal waste management system component – municipal biodegradable waste and evaluates its management's efficiency in Kaunas City Municipality. The first part of this paper is devoted to the waste management concept dynamics analysis, public government evaluation criteria and its methods identification, especially focusing on efficiency. The part of research evaluates the efficiency of the municipal biodegradable waste management system in 2013 which is ruled by Kaunas City Municipality. The main research object is an infrastructure of technical equipment of municipal biodegradable waste management system. Efficiency is valued using cost-effectiveness method. The study established that the currently existing system of municipal biodegradable waste management system is ineffective.

Through the incessant emigration, ageing of the citizens and brain drain phenomenon Lithuania inevitably face growing demand of imigrants from third –countries. Although it is recognized in Lithuania that economic and demographic situation of the country can be improved by means of imigration from third – countries, migration policy in regard to the third-countrynationals is not ideal and it's practical implementation does not operate well. Lithuania does not have enough practise in this scope – migration policy in our country has been relevant only since Lithuania became the member of European Union and national migration policy was started to harmonise with requirements of the European Union. According to the results of analysis can be concluded that in order to improve implementation of migration policy in Lithuania, firstly it must be tought about purposeful and consecutive development of migration policy and integration of third-country nationals. Unfortunately migration policy in Lithuania at the moment is based only on short-term economic needs.

Today, in terms of policy as a fundamental phenomenon, often associate with the concept of bureaucracy in two definitions good and bad. Austria's government structure has some unique features, which is important to analyze, given the fact that the Republic of Lithuania in this field must learn. One of the most important principles in Austria is social partnership, which is accompanied by a democratic political factors and a long history of development. The Republic of Austria joined in the EU since 1995 (Lithuania – in 2004), so the experience and practice of this country is an example for other in local government system is appropriate and purposeful. The Government in the Republic of Lithuania wants to improve the management of the institutional capacity, to manage effectively budget funds, to improve public services for citizens. It is true that the government does not always succeed in achieving those objectives, which are named in the Government program and strategic direction setting of development of Lithuanian documents. Perhaps the most important reason – undemocratic states and the public in the past. Today's fundamental consequence of the Republic of Austria is extremely stable polar state. They noticed a number of political changes in countries that are now gaining political experience. To assess the stability of the Republic of Austria with local political context, it is important to review the country's legal framework, practical application of the active participation of citizens and local institutions. Straipsnyje daroma išvada, kad Lietuvai būtų tikslinga perimti kai kuriuos Austrijos politinės sistemos elementus, pavyzdžiui, įtraukti bendruomenes į vietos savivaldos sistemą, suteikiant joms juridinį statusą atstovauti ir dalyvauti sprendžiant vietos problemas. Vietos savivalda Austrijos Respublikoje yra regioninė. Tokios savivaldos sistemos esminis skirtumas, palyginti su Lietuvos savivaldos sistema, yra tas, kad vietos savivaldos institucijoms suteikta autonomija ir jos turi suteiktus įgaliojimus veikti bendruomeniniais tikslais.

It changes government institutions as well: leads to the modernization of management processes, optimizes work and impacts traditional society and government relations. Information age demanded from the public institutions to transfer most of the information, communication and public services to the electronic systems. However, many of local governments are not ready to improve the quality of information technologies and transfer administration services to the electronic space. This phenomenon is particularly apparent in the small local government institutions which faces difficulties when transferring electronic services to electronic systems. This article is based on the literature studies and it analyzes the main features of the information technologies and their role in public administration processes. The authors also identify the concepts of electronic government and electronic services. This case analyzes the situation of the electronic services provision in Šakiai district municipality, affects the major problems of e-services in this institution and offers solutions to these problems. In order to move evenly with changing environment, public institutions need to understand that the attitudes of employees has to change first. Therefore collaboration of governmental institutions must be stimulated sharing the experience of the best practice. Such collaboration is necessary in order to increase the knowledge of employees and control information traffic. The article concludes, that the development of the electronic public services in local government institutions is inherent from availability of these services to the community. Because of that great attention should be paid to introduce local people with the main advantages of the electronic public services.
