Why do institutions emerge, operate, evolve and persist? Institutional Choice and Global Commerce elaborates a theory of boundedly rational institutional choice that explains when states USE available institutions, SELECT among alternative forums, CHANGE existing rules, or CREATE new arrangements (USCC). The authors reveal the striking staying power of the institutional status quo and test their innovative theory against evidence on institutional choice in global commerce from the nineteenth through the twenty-first centuries. Cases range from the establishment in 1876 of the first truly international system of commercial dispute resolution, the Mixed Courts of Egypt, to the founding and operation of the General Agreement on Tariffs and Trade, the World Trade Organization, and the International Accounting Standards Board. Analysts of institutional choice henceforth must take seriously not only the distinct demands of specific cooperation dilemmas, but also the wide array of available institutional choices

AbstractWe undertake an individual-level analysis of mass political behavior toward sovereign debt resettlement by leveraging the unique circumstances of a 2011 referendum on debt repayment in Iceland. This allows us to engage broader questions about mass international political economy. Against the recent thrust of a growing literature, we find evidence of material economic "pocketbook" effects—self-interest—on voting behavior, operating alongside symbolic/sociotropic and partisan/political logics. Contrary to expectations, these self-interest effects are not conditional on voter sophistication. We conclude that conventional sampling frames may be inappropriate for understanding contemporary democratic contestation over international economic policy.

Three central goals motivate this introductory essay and the articles that follow. First, we seek better understanding of the EU's own institutions, especially to the extent that they play a role in or represent the process of integration. Second, we seek better integration of the multiple general understandings of institutions and primarily of rationalist and constructivist conceptions. Third and most important, we seek to promote the integration of institutional research. Our overarching argument is that metatheoretical debate about institutions has run its course and must now give way to theoretical, methodological, and carefully structured empirical dialogue. To this end, we offer specific strategies for promoting greater synthesis among competing institutional schools.

For a generation of political scientists witnessing dramatic declines in social and political participation and rising distrust in government at all levels, APSA President Margaret Levi's research program addresses fundamental issues concerning the bases for and effects of legitimacy, compliance, and consent in democratic regimes. Levi's scholarship has made pioneering contributions to understanding enduring questions about the conditions for and consequences of trust and distrust, compliance and resistance, and individual versus collective action. Animating this research agenda are Levi's commitment to greater authentic democratic participation, enhancing trust between the governed and those who govern, and the quest for social justice.
