Der Begründer der Containment-Doktrin (1947) erörtert, inwieweit die US-Regierung in ihrer Außenpolitik nach moralischen Grundsätzen handeln kann. Ausgehend davon, daß US-Außenpolitik zu legalistisch und zuwenig realistisch praktiziert wird, kann moralisches Handeln auf reale Interessen der USA zentriert werden, insbesondere auf das Wertesystem Freiheit und Demokratie. Moralisch handeln heißt häufig, das Schlimmste zu verhindern anstatt das Bestmögliche zu schaffen. Somit ist einer der strengsten Imperative moralischen Handelns eher negativer Natur. Es sollte dem Handeln eines jeden Regierungsmitgliedes selbst entspringen, nicht der Kritik durch Dritte. Priorität sollten nicht die Einflußbemühungen auf Dritte erlangen, sondern die Verhinderung der atomaren Weltapokalypse. (SWP-Shn)
