An analysis of the unease expressed by many intellectuals in new states, especially intellectuals who have played a major role in national movements & in their struggle for political independence. Focus is on one phase of this phenomenon -- restlessness among intellectuals over their abandonment in the new state of national dogmas for the sake of critical, realistic observations of society, & of universal standards of intellectual performance. This is demonstrated by reference to Israel's intellectuals. It is shown that their adoption of a critical approach vis-a-vis the state, as well as of modernist, cosmopolitan standards of performance, was accompanied by second thoughts, & ultimately led to their adoption of a messianic interpretation of political reality. 2 Photographs. The biblical figure of Moses is discussed as the "ideal type" of the "visionary realist" defined as a leader who combines the setting of transformational goals with a good sense of reality. Three questions are addressed: (1) Who is the visionary realist? (2) What is the nature of his vision? and (3) What are the strategies of its implementation in transformational processes? The answers to these questions are offered as the building blocks of a prescriptive model of political leadership.

Das Erkenntnisinteresse des Autors gilt der Entwicklung der Verbraucherpreise in der DDR in den Jahren 1950-1983. Unter Heranziehung des westdeutschen Verbraucherindexes und der vom Deutschen Institut für Wirtschaftsforschung (West-Berlin) regelmäßig zusammengestellten Ost/West-Warenkörbe berechnet er einen von den offiziellen DDR-Angaben abweichenden Preisindex, der den Faktor der Kaufkraft berücksichtigt. An analysis of David Ben-Gurion's correspondence with a leading scientist over the nature of knowledge brings to light an underlying philosophical conflict between them. It is then demonstrated how competing views over the nature ofknowledge significantly constrained Ben-Gurion's communication with scientists in the policy-making process.

A content analysis of arms control arguments made between 1956 & 1963 in the Senate Committee on Foreign Relations & its Subcommittee on Disarmament by five groups -- government scientists, academic scientists, politicians, military, & citizens -- based on 3,358 coded sentences. It is found that government scientists are closer in their argumentation to other government persons than to their fellow scientists. It is argued that access rather than professionalism is the independent variable to consider in predicting policy-related behavior. 3 Tables, 36 References. Modified HA.
