"Zia ul-Haq geht als der am längsten herrschende Militärdiktator Pakistans in die Geschichte seines Landes ein. Er versuchte, einen islamischen Staat zu schaffen, brachte durch das Verbot der politischen Parteien die Opposition zum Schweigen, füllte die Gefängnisse mit seinen politischen Gegnern, betrieb die Zerstörung der zivilen Institutionen und verfestigte die Rolle des Militärs in der Politik. Indem er das Afghanistanproblem in den Mittelpunkt seiner Außenpolitik stellte, erfuhr er die Anerkennung des Westens als akzeptabler Regierungschef. Er erhielt umfangreiche Militär- und Wirtschaftshilfe, trieb den 'Erzfeind' Indien in die Defensive und ließ die Supermächte wissen, daß ohne ihn eine Lösung des Afghanistankonflikts nicht erreichbar sei. Zia hinterläßt ein Land ohne funktionierendes politisches System, das zudem gezeichnet ist von regionalen, ethnischen und religiös-sektiererischen Konflikten, ausufernder Korruption, illegalem Drogen- und Waffenhandel und einer Wirtschaft am Rande des Bankrotts. "Die ökonomischen, sozialen und politischen Widersprüche in Pakistan haben ihren Ursprung in den ererbten kolonialen Strukturen, die sich durch ein Übergewicht von Militär und Bürokratie gegenüber relativ gering entwickelten zivilen Institutionen auszeichneten. Seit der Gründung Pakistans haben Armee und Bürokratie entweder direkt - in den Perioden der Militärherrschaft - oder indirekt - wie hinter dem dünnen Schleier einer Zivilregierung seit Dezember 1985 - geherrscht. Die langen Abschnitte der Militärherrschaft haben die politischen und sozialen Institutionen zunehmend geschwächt. Im ökonomischen Bereich haben die verfolgten Entwicklungsstrategien, die durch Abhängigkeit von außen und Ungerechtigkeit nach innen gekennzeichnet waren, gewisse gesellschaftliche Eliten auf Kosten des Volkes bereichert. Trotz des Wirtschaftswachstums auf Makroebene haben sich die Disparitäten zwischen Regionen und sozialen Gruppen verschärft, und Grundbedürfnisse nach medizinischer Versorgung, Bildung und sozialen Dienstleistungen sind nicht einmal minimal erfüllt worden. Durch die ökonomische Abhängigkeit von ausländischen Mitteln (Entwicklungshilfe und Heimüberweisungen) hat sich eine unausgewogene Struktur herausgebildet, die die weitere Entwicklung des Landes zunehmend gefährdet. Politisch betrachtet, verlieren die Menschen das Vertrauen in den Staat als Vermittler zwischen den divergierenden Interessen der einzelnen Gruppen. Da weder eine gerechte wirtschaftliche Entwicklung initiiert werden konnte noch politische Institutionen den Interessenausgleich bewältigten, suchen die Menschen Schutz und Unterstützung durch ihre ethnische Zugehörigkeit, religiöse (sektiererische) Gemeinschaften und nationalistische Gruppen. Wenn die ökonomischen, sozialen und politischen Probleme nicht gelöst werden, befindet sich Pakistan in einer ähnlichen Lage wie 1971, als seine Existenz auf dem Spiel stand." (Autorenreferat)

This paper explores the relationships between distribution of assets and systematic undernutrition in rural populations. A formal theoretical model is developed to explore the impact of short-term price changes on the nutrition of various economic classes. An empirical simulation model is developed for rural Bangladesh. This model links endowments like land, labor and livestock to demand for food using prices and incomes and intermediate variables. In his address delivered at the 15th Annual Conference of the
Pakistan Economic Association, Dr. M. N. Huda has reviewed the planning
experience in Pakistan. He is eminently suited to undertake this review
as he has been very intimately associated with the planning processes at
both the provincial and central government levels. The address, though
brief, raises a number of important issues in regard to the formulation
and implementation of the annual and five-year plans of the country,
issues which deserve serious consideration by the planning authorities.
The following discussion of his address is an attempt to supplement some
of the points raised' by him. With the quickening pace of economic
development, the need for more and accurate data is being increasingly
felt in the country. Lack of adequate and reliable data not only hampers
the use of sophisticated analytical tools for formulating comprehensive
national and regional plans but also adversely affects the measurement
of the performance of the economy from year to year. This is not the
occasion to go into the details of the merits and demerits of the
statistical series which are now being published by various sources.
Suffice it to say that there is a great need of improving the contents,
quality and regular¬ity of these data. The collection of statistics is
not keeping pace with the improvements in the economic activity. Even
such vital information as the size of population and its rate of growth
is not known with any reasonable accuracy. The results of the 1961
Census of Population are generally adjusted upward by 8.25 per cent for
underenumeration in the census. Similarly, the average rate of
inter-censal increase in 1961 Census was estimated to be 2.15 per cent
for Pakistan, 2.36 per cent for West and 1.91 per cent for East
Pakistan. The annual rate of growth of population is now assumed to be
2.6 per cent although there is evidence that it exceeds 3 per
cent.
