This article presents preliminary findings of a third enlarged study embedded in a comprehensive research project in the field of sociolinguistics. Our theoretical approach is based on the concept of evolutionary adaptive resilience which we adapted to sociolinguistics. By using a mixed-methods approach we show that the right-wing movement Pegida uses intentionally as well as increasingly war-like vocabulary in public speeches in order to trigger a spiral of deliberate verbal provocations. ; Ce troisième article d´une série veut montrer la résilience sociolinguistique par l'analyse qualitative et quantitative d'un corpus tiré des discours du groupe PEGIDA en Allemagne entre 2015 et 2016. Ainsi le vocabulaire concret de la guerre en usage analysé dans cet article montre non seulement une co-évolution et une co-adaptation face à la crise des réfugiés mais aussi une spirale linguistique sociétale dans le discours public. ; Pričujoči članek, ki je del daljše serije objav, želi prikazati sociolingvistično rezilienco s pomočjo kvalitativne in kvantitativne analize korpusa, temelječega na govorih politične skupine PEGIDA v Nemčiji. Citizen participation has become an important political strategy. A case study of the Barranquilla land-use plan employing Fung and Wright's theories on countervailing power reveals that the citizen participation promoted to comply with legal requirements was a failure because it was manipulated by the dominant public actor. In societies such as that of Barranquilla, which employs traditional modes of politics, there is little chance of fostering successful participatory processes because there is no countervailing power to offset the established one. The violent context that surrounds the political sphere, low confidence in state institutions, and the convergence of economic and political power prevent the creation of strong and independent countervailing powers.La participación ciudadana se ha convertido en una importante estrategia política. El estudio de caso del plan de usos de terrenos de Barranquilla a través del prisma de las teorías de Fung y Wright sobre el poder compensatorio revela que la participación ciudadana promovida para cumplir con los requisitos legales fue un fracaso porque fue manipulada por el actor público dominante. En sociedades como la de Barranquilla, con sus modos tradicionales de la política, hay pocas posibilidades de fomentar procesos de participación exitosos porque no hay un poder compensatorio que contrarreste el poder establecido. El contexto violento que envuelve la esfera política, la poca confianza en las instituciones estatales y la convergencia del poder económico con el poder social impiden la creación de poderes compensatorios fuertes e independientes.

The past 25 years have seen an unprecedented Europeanisation of the structures and governance in football across the continent. A European (and global) transfer market for players and managers has become the norm and a pan-European league system has been established that regularly exposes supporters to transnational competitions and players from all over Europe. At the same time, manifold typologies of football fans have been established, distinguishing groups of fans based on, for example, fan intensity, fan behaviour or their attitudes towards different actors in the field. The attitudes towards Europe and the self-identification of these fans within Europeanised football have not played a role in any of these typologies so far. This paper steps into that void and develops a typology of football fans in (Western) Europe that takes their attitudes towards Europeanisation as a point of departure. Based on data from an online survey among fans of first league clubs in England, France, Austria and Germany, two dimensions are identified as key categories: the intensity of fandom, and fans' attitudes towards Europeanisation – which here manifests as a divide between the national/local belonging versus appreciating diversity and transnational spaces/developments or more succinctly, a divide between cosmopolitanism and communitarianism. Our analysis uncovers the existence of four types of fans: occasional cosmopolitans, occasional communitarians, frequent cosmopolitans and frequent communitarians.

Discursive approaches to Europe usually focus on elite discourses and target a narrow political understanding of Europe. Against the backdrop of rising Euroscepticism and the known elite-mass divide on issues of European identity, it seems important to shift the focus toward non-elite discourses on Europe. Given that club football is largely Europeanised (player markets, continent-wide club competitions and broadcasting of matches), we analyse how fans of the English Premier League club Manchester United discursively construct 'Europe' in relation to their sport. Our main research question aims at identifying how identifications of fans have been unconsciously Europeanised in the wake of an ongoing Europeanisation of the game. We explore online discourses on rivalry, competition and player transfers in club football as these areas are strongly influenced by the interplay of national and European inclinations. Preliminary results of our qualitative content analysis demonstrate that Manchester United fans, inasmuch as their club 'goes Europe' on a frequent basis, have developed transnational perspectives on football. Distinctions between 'us' and 'them' are not predominantly based on nationality, even though they remain complex. However, European orientations (not the European Union as such) seem to play more of a prominent role than commonly assumed.

In diesem Kapitel werden die Beiträge von Planungsakteuren sowie anderen staatlichen und nicht-staatlichen Akteuren zur großen Transformation untersucht. Akteuren und Akteursbeziehungen kommt bei der Nachhaltigkeitstransformation eine maßgebliche Bedeutung zu, da sie in einem Wechselverhältnis mit den strukturellen Rahmenbedingungen stehen: Welches Veränderungspotenzial hat das Handeln von Akteuren innerhalb existierender Strukturen und inwieweit können Akteure Strukturen in Richtung einer nachhaltigen Entwicklung beeinflussen? Das Kapitel nimmt theoretische Bezüge von Transition Management, Multi-Level-Perspective sowie Governance auf und analysiert das Wirken von Akteuren und ihre Beiträge zur großen Transformation in ausgewählten Handlungsfeldern: Siedlungsentwicklung und Flächenverbrauch, Wohnen, Digitalisierung und Smart City, Ernährungssysteme sowie räumliche Planung. Im Ergebnis behandelt der Beitrag die Fragen, a) welche Rolle Akteure und dabei insbesondere solche der räumlichen Planung sowie andere staatliche und nicht-staatliche Akteure für die Transformation spielen, b) wie besonders staatliche Akteure im Sinne eines gestaltenden Staates zur Transformation beitragen können, c) welche Beiträge durch Strategien und Instrumente der Stadt- und Raumentwicklung sowie -planung geleistet werden, und d) welche förderlichen und hinderlichen Faktoren Transformationsprozesse bzw. das Wirken von Akteuren beeinflussen. Zusammenfassend lässt sich festhalten, dass der Politik und der Verwaltung, einschließlich der formellen und informellen Planung, eine zentrale Rolle zukommt, Strukturen und Bedingungen zu schaffen, die es ermöglichen, dass staatliche Akteure sich entwickeln können und nicht-staatliche Akteure in öffentlichen und insbesondere Planungsstrukturen Resonanz finden, um wirksame Schritte in Richtung einer großen Transformation zu gehen. Gleichzeitig wird aber auch deutlich, dass in dem Handlungsfeld der großen Transformation nicht-staatliche Akteure eine besondere Rolle einnehmen, wenn sie als "Pioniere des Wandels" auftreten und Impulse geben. Diese können in ein Wechselspiel mit den staatlichen Akteuren treten und unterstützende Rahmenbedingungen in Politik und Verwaltung sowie ermöglichende ökonomische Dynamiken und (positive) Pfadabhängigkeiten nutzen. Aus der Akteursperspektive ist es für die große Transformation daher förderlich, wenn in der nachhaltigen Raumentwicklung Synergien zwischen Akteuren identifiziert, entsprechende Schnittstellen für gemeinsames Handeln ausgebaut und daraus Anforderungen an eine transformative Governance abgeleitet werden. ; This chapter investigates the contributions to the great transformation of planning actors and other state and non-state actors. Actors and the relationships between them are of great significance in the transformation towards sustainability, as they interact with structural parameters: what is the potential for changing the behaviour of actors within existing structures and to what extent can actors influence structures to encourage sustainable development? The chapter draws theoretically on transition management, multi-level perspectives and governance, and analyses the impact of actors and their contributions to the great transformation in selected fields: settlement development and land take, housing, digitalisation and the Smart City, food systems and spatial planning. The chapter thus considers a) which role is played in the great transformation by actors, especially those involved in spatial planning but also other state and non-state actors, b) how state actors in particular can contribute to transformation in line with the notion of a formative state, c) what contributions are made through the strategies and instruments of urban and spatial development and planning, and d) which factors promote and which hinder transformation processes or the impact of actors. To sum up, it can be stated that politics and administration, including formal and informal planning, have a central role to play. They create the structures and parameters necessary for state actors to develop and for non-state actors in public and particularly in planning positions to find the support necessary for effective steps towards a great transformation to be taken. At the same time it is also clear that non-state actors also have a significant role to play in the great transformation when they emerge as "pioneers of change" providing transformative impulses. Such actors can interact with state actors, profiting from supportive frameworks in politics and administration and making use of enabling economic dynamics and (positive) path dependencies. In terms of the role of actors, it is clear that the great transformation can profit from the identification of synergies between actors in sustainable spatial development and the expansion of interfaces for joint action, thus allowing the requirements of transformative governance to be derived.

Das vorliegende Kapitel rückt die Governance-Perspektive auf kommunaler und regionaler Ebene in den Mittelpunkt und bezieht sich dabei auf die in den vorausgegangenen Kapiteln analysierten fünf Handlungsfelder (vgl. Kap. 5.2 bis 5.6). Dabei wird auf die übergreifenden Fragen eingegangen, welche Rolle Planungsakteure sowie andere staatliche und nicht-staatliche Akteure für die Transformation spielen, wie besonders staatliche Akteure im Sinne eines gestaltenden Staates zur Transformation beitragen können, welcher Beitrag durch Strategien und Instrumente der Stadt- und Raumentwicklung sowie -planung geleistet wird und welche förderlichen und hinderlichen Faktoren Transformationsprozesse bzw. das diesbezügliche Wirken von Akteuren beeinflussen. Im Ergebnis zeigt sich, dass Politik und Verwaltung eine maßgebliche Rolle zukommt, Strukturen und Bedingungen zu schaffen, die es ermöglichen, dass staatliche Akteure Veränderungen der räumlichen Entwicklung realisieren können und nicht-staatliche Akteure in öffentlichen und insbesondere Planungsstrukturen Resonanz finden, um wirksam Schritte zu einer großen Transformation zu gehen. Gleichzeitig wird aber auch deutlich, dass für die große Transformation nicht-staatliche Akteure eine besondere Rolle einnehmen, wenn sie als "Pioniere des Wandels" auftreten und Impulse einbringen. Daneben kommt einem konstruktiven Zusammenwirken der unterschiedlichen Akteure eine hohe Bedeutung zu, damit die räumliche Planung und Entwicklung mit ihren Kompetenzen, Kapazitäten und Ressourcen einen Beitrag zur großen Transformation leisten kann. Weiterführende Forschungsfragen in Bezug auf eine transformative Governance beziehen sich auf das Wechselspiel der verschiedenen Akteure, auf die spezifischen Handlungslogiken der Akteursgruppen sowie auf eine vertiefte Betrachtung der Hemmnisse und Restriktionen. Aus Akteursperspektive ist es für die große Transformation von Städten und Regionen insbesondere förderlich, Synergien zwischen möglichen Akteuren zu identifizieren, Schnittstellen für gemeinsames Handeln auszubauen und daraus Anforderungen an Institutionen, Prozesse und Instrumente einer transformativen Governance abzuleiten. ; This chapter focuses on the governance perspective on the municipal and regional level and draws here on the five fields of action analysed in the previous chapters (cf. Chapter 5.2-5.6). Discussion addresses a number of overarching issues: the role played by planning actors and other state and non-state actors in the transformation; how state actors in particular can contribute towards transformation in the sense of a formative state; what contribution is made by the strategies and instruments of urban and spatial development and planning; and what factors promote or hinder the transformation processes or the relevant activities of actors. The findings demonstrate that policy and administration play a significant role in creating structures and conditions that allow state actors to implement changes in spatial development and non-state actors to find support from public and particularly planning structures to enable them to take effective steps towards a great transformation. At the same time, it has become clear that non-state actors have a special role in the great transformation when they introduce stimuli as "pioneers of change". Of similarly great importance is constructive cooperation between the various stakeholders so that spatial planning and development with all its competences, capacities and resources can contribute towards the great transformation. Further research questions connected to transformative governance are related to the interaction of different actors, the specific logics of action of groups of actors, and an in-depth observation of hindrances and restrictions. Turning to the stakeholder field, for the great transformation of urban areas it is particularly advantageous to identify synergies between actors, to develop interfaces for joint action and thus to derive requirements for institutions, processes and instruments of transformative governance.
