Kleine und mittlere Unternehmen in den südeuropäischen EU-Ländern haben oft nur begrenzten Zugang zu Krediten. Der Präsident des Europäischen Parlaments, Martin Schulz, möchte diese Unternehmen fördern, um die Arbeitslosigkeit zu verringern. He promised to support special loans programs. According to press reports the European Central Bank is also considering low-cost loans for national banks if they provide credit for SMEs. In this article it is argued theoretically and empirically that the single-business investment support does not address the causes of high unemployment and could result, due to the difficulty in monitoring, in great inefficiencies. Studies that have focused on rural development measures to improve regional economic structures do not show that investment support is an efficient economic policy measure. There are more efficient measures available. An ex-ante evaluation, which is in accordance with EU regulations for the conception of new policies, projects and programs (EU Commission 2006), was conducted to test this recommendation. Differences in farm structures between Russia and western market economies can hardly be made consistent with the neoclassical textbook idea of a technologically determined farm size operating in a perfect market environment. The main aim of the paper is to identify embedded institutions that provide an explanation for the persistent differences. It is shown that these institutions vary widely across countries. We argue that the historical contingency of a patrimonial society that is both hierarchical and egalitarian also has an important bearing on the current persistence of large farming structures in Russia. The cultural beliefs based on this contingency explain the relative absence of entrepreneurial attitude in the rural society, the lack of trust in formal transactions with strangers, and the unwillingness to deviate from collective behaviour. Managers of former collective farms together with regional government authorities had strong incentives to secure their status-quo rents by inhibiting individualisation in agriculture. In addition, based on their ideological background in communism and their lifelong experience, many of them simply could not imagine how food security and social safety in the countryside should be provided without large farms. It is argued that the evolution of super-large farms could only arise because cooperative and corporate farms survived up to bankruptcy and because embedded institutions impeded the foundation of family farms. Mental models of policy makers did contribute to the amalgamation of corporations and cooperatives into super-large farms. The paper ends with an evaluation from the economic point of view of the existence of super-large farms and with a projection of what may happen in the future. ; Die Unterschiede in den Betriebsstrukturen zwischen Russland und den westlichen Marktwirtschaften lassen sich kaum mit dem neoklassischen Lehrbuchmodell einer technologisch determinierten Betriebsgröße in einem vollkommenen Markt in Einklang bringen. Das Hauptziel des Artikels besteht deshalb darin, die eingebetteten Institutionen zu identifizieren, die für die anhaltenden Unterschiede eine Erklärung liefern können. Es wird gezeigt, dass diese Institutionen von Land zu Land stark variieren. Wir vertreten den Standpunkt, dass die historische Bedingtheit der russischen Gesellschaft, die sowohl hierarchisch als auch egalitär geprägt ist, einen bedeutenden Einfluss auf das derzeitige Weiterbestehen der großbetrieblichen Strukturen in Russland hat. Die so geprägten kulturellen Vorstellungen und Überzeugungen der Handelnden erklären den relativen Mangel von unternehmerischem Verhalten in der ländlichen Gesellschaft, das fehlende Vertrauen in formale Transaktionen mit Fremden und den Unwillen, vom Kollektivverhalten abzuweichen. Die Leiter der ehemaligen Kollektivbetriebe und regionale Verwaltungen hatten starke Anreize, die Status-quo Renten ihrer Einnahmen zu sichern, indem sie eine Individualisierung der Großbetriebe verhinderten. Hinzu kommt, dass sich viele von ihnen aufgrund ihres ideologischen Hintergrunds im Kommunismus und ihrer lebenslangen Erfahrung einfach nicht vorstellen konnten, wie Nahrungsmittelsicherheit und soziale Absicherung auf dem Lande ohne Großbetriebe funktionieren sollten. Es wird vermutet, dass sich die neuerdings entstandenen, riesigen Agroholdings nur entwickeln konnten, weil die bisherigen Großbetriebe nicht liquidiert wurden und eingebettete Institutionen die Gründung von Familienbetrieben verhinderten. Die mentalen Modelle der Politiker trugen daher zum Verschmelzen der Großbetriebe zu Agroholdings bei. Der Artikel schließt mit einer Bewertung der Agroholdings aus ökonomischer Sicht und einem Ausblick in die Zukunft.

Before the European summit in February 1988, EC agricultural policy was being criticized by almost all those affected. Farmers complained about low incomes and the lack of prospects, consumers and taxpayers about the high cost of agricultural support, politicians about spending commitments that could no longer be financed, agricultural economists about the waste of economic resources and trading partners about disruption of the world market. Have the decisions taken at the European summit set the Community on a fundamentally new course?

Much criticism notwithstanding, the essentials of the common agricultural policy have up to now scarcely been changed. What kind of basic changes would have to be introduced for a new agricultural policy to become also politically acceptable? The following article suggests alternatives to the present agricultural policy — suggestions which the authors first made in a report prepared for the Federal Ministry of Food, Agriculture and Forests.

According to recital (68) of the preamble to regulation (EU) No. 1306 /2013, 'Each measure under the CAP should be subject to monitoring and evaluation in order to improve its quality and to demonstrate its achievements.' This policy brief investigates whether the officially-declared data set for policy evaluation, the Farm Accountancy Data Network (FADN), can be used to assess the impact that direct payments of the Common Agricultural Policy (CAP) actually have on official policy objectives. It is our opinion that FADN data are inadequate to be used in policy evaluation due to the specifics of selection of the sample. First, there is a mismatch between farms that are included in the sample and farms that are entitled to receive direct payments. Second, and possibly even more importantly, the information collected, so-called farm income, does not represent farmers' actual income. Third, the data are neither consistent in time nor between Member States. This policy brief reports on selected data problems for selected EU countries. The analysis leads to the final conclusion that the present setup of FADN data is inadequate for the data to be used to evaluate EU farm income policy. This conclusion is completely in line with the European Court of Auditors' Report (European Court of Auditors, 2016). ; Ziffer 68 der Präambel der Verordnung (EU) Nr. 1306 /2013 fordert: "Jede GAP-Maßnahme sollte überwacht und bewertet werden, um ihre Qualität zu verbessern und ihre Wirksamkeit aufzuzeigen". In diesem Policy Brief wird untersucht, ob das Informationsnetz Landwirtschaftlicher Buchführungen (INLB), das laut offizieller Verlautbarung als Grundlage für Politikbewertungen genutzt werden soll, auch für die Quantifizierung der Wirkungen der Direktzahlungen auf die offiziellen agrarpolitischen Ziele verwendet werden kann. INLB-Daten sind wegen der Besonderheiten der Stichprobe nicht geeignet für die Bewertung von Direktzahlungen. Erstens, die Stichprobe für die Auswahl der Betriebe für das INLB erfolgt nicht aus der Population aller Betriebe, die Direktzahlungen erhalten. Folglich kann die Wirkung für eine Gruppe landwirtschaftlicher Betriebe mit Hilfe dieser Daten nicht ermittelt werden. Zweitens – und wahrscheinlich von größerer Bedeutung – wird mit Hilfe der Daten das sogenannte "landwirtschaftliche Einkommen" (das Einkommen aus landwirtschaftlicher Tätigkeit) und nicht das Einkommen der Landwirte erfasst. Drittens, die Datenerhebung hat sich im Zeitverlauf verändert und es gibt bei der Ermittlung erhebliche Unterschiede zwischen den EU-Ländern. Dieser Policy Brief zeigt grundsätzliche Probleme auf und geht auf beispielhafte Datenprobleme ausgewählter Länder ein. Die Analyse führt zu der Schlussfolgerung, dass der gegenwärtige Datensatz des INLB nicht für die Bewertung der Einkommenswirkungen von Direktzahlungen geeignet ist. Das Ergebnis der Untersuchung stimmt mit der Analyse des Europäischen Rechnungshofs überein (European Court of Auditors, 2016).
