"Secret negotiations are a traditional type of Operation in warfare conducted by Afghan peoples. There are always negotiations with all parties to the conflict. From late 2001 until 2012, there have been three phases of secret negotiations: Phase 1: Mullah Omar is willing to surrender (end of 2001 until 2004), Phase 2: Saudi Arabia, the ISI and the German Federal Foreign Office/ Federal Intelligence Service (BND) arrange direct negotiations (2008 until January 2012) and Phase 3: Begin of direct negotiations with underground factions (from early 2012). The negotiations are conducted with the Quetta Shura of the Taliban, which opened an office in Doha in early 2012. Moreover, negotiations are conducted with the Hizb-i Islami Gulbuddin (HIG) of Gulbuddin Hekmatyar, which has opened representations in Norway and in the United States. The most important negotiation partner is the Haqqani network from the Zadran tribe in Eastern Afghanistan." (author's abstract)
"Al Qaeda in the Levant (AQL), with its sub-organizations Al Qaeda in Palestine, Al Qaeda in Lebanon and Al Qaeda in Syria, was the strongest military group in the civil war in Syria in May 2012 fighting against the Assad regime. Al Qaeda wants to cause chaos in Syria and prevent a solution by way of negotiation. In two video messages, Ayman as-Zawahiri called on his followers to fight against the Assad regime. Many Salafists from several Arab nations followed his appeal and are fighting in Syria. This makes it easier for the Assad regime to discredit the people's insurgency as 'terrorist' in nature." Al-Qaeda's influence in Africa is growing. From 2009 to 2011, activity by Al-Qaeda was noted in 19 African nations and regions. Four regional Al-Qaeda organizations operate on the continent, which in turn often have several sub-organizations: the Egyptian Islamic Jihad, the Libyan Islamic Fighting Group, Al-Qaeda in the Islamic Maghreb (with its sub- organizations Al-Qaeda in Mali, Al-Qaeda in Mauritania, Al-Qaeda in Morocco and Al-Qaeda in Sudan) and Al-Shabab in Somalia. Since Osama bin Laden's death on 2 May 2011, the influence of African leaders within Al Qaeda has increased significantly. All three presumed members of the strategic command level originate from Africa. The revolutions of the Arab Spring have not harmed Al-Qaeda. This contribution highlights the potential for further expansion by Al-Qaeda on the African continent, and how this needs to be responded to. Adapted from the source document.
"After 2001, Al Qaeda has further developed to become the first global non-state terrorist organisation, which - ten years after 9/11 - is better organised and considerably more powerful than compared to 2001. The terrorist organisation is led by a strategic command level and an operational command level, both which provide the framework for the eleven regional organisations, four special organisations, the army of Al Qaeda and the central research group of 'dirty radioactive IEDs.' Das strategische Ziel des Sicherheitskonzeptes "Globaler Wandel" aus der Bürgerrechtsbewegung in Halle/S. ist es, Kriege weltweit zu ächten und unmöglich zu machen. Das Sicherheitskonzept wurde in den Grundzügen vom Autor in den Jahren seiner DDR-Opposition 1984-1989 entwickelt. Der Autor stellt die Eckpfeiler dieses Konzept in dem Beitrag vor. Diese betreffen u. a. die atomare und konventionelle Abrüstung in Europa sowie die Schaffung europäischer und internationaler Sicherheitsstrukturen, bei denen das Gewaltmonopol in den ersten Jahrzehnten des 21.
