"In a cross-national analysis, the authors analyse an OSCE project that took place in Kyrgyzstan, Uzbekistan and Kazakhstan: the ODIHR Human Rights Monitoring and Reporting Training. Questions focused on organizational aspects of the seminar as well as on content. Two questions were designed to find out about the link between the participants and the respective OSCE Centres. Several questions were dedicated to the influence of the seminar on the participants' successive work. While the evaluations of the exchange of experience between trainer and participants differed to a great extent, most respondents agreed that the training was successful with respect to adaptability, impact, cost effectiveness and visibility. At the end of the 20th century, a lasting peace based on liberal ideas seemed within reach. Today, the liberal world view is in a deep crisis, closely linked to effects of globalization. How can we conceptualize this crisis and its consequences for the liberal paradigm in peace research and peace-oriented security policy? The article begins with a theoretical classification of central ideas of liberal peace theory in the context of globalization, before empirically examining liberally inspired security policy concepts and practices at selected fault lines of globalization: It concludes with a vote in favor of the liberal idea, which, however, in view of the complex changes induced by globalization, local resistance, and pathologies in the security practices of Western states, needs to re-calibrate its positioning towards itself and the world around it.

Die Voraussetzungen, die die ehemaligen sozialistischen Staaten erfüllen müssen, um eine Aufnahme in die europäischen Organisationen, insbesondere den Europarat zu erreichen, bestehen in erster Linie in gefestigten demokratischen Prinzipien. Dabei läßt sich die Rolle speziell des Europarates für die Staaten des Ostens als wichtiger vorbereitender Faktor für einen Beitritt zur EG definieren. Die Autoren charakterisieren zunächst die Funktionen des Europarates und analysieren die Formen der Kooperation sowie die Veränderungen in den Beziehungen, die zwischen Europarat, EG und KSZE bestehen. Eine weitere Aufgabe des Europarates besteht in der Bewältigung der Nationalitäten- und Minderheitenkonflikte sowie der Flüchtlingsproblematik. Weiter werden die beginnende Annäherung der einzelnen GUS-Republiken an die europäischen Institutionen sowie in einem gesonderten Kapitel die widersprüchliche Politik der USA hinsichtlich der europäischen Integrationspolitik erörtert.
