Diplôme : Dr. d'Université ; This thesis aims to evaluate the impacts of governance and of the manager on the financial strategies and performance of very small enterprises (VSE). An empirical application to French and Canadian dairy farms shows different impacts depending on the economic and politic context. Using governance theories to analyze the performance of VSE allows studying the influence of different actors in managers' decisions. To validate the theorical framework, we first carried out focus group with dairy farm managers. The analysis of the thematic content of these meetings allowed to define more specifically the governance system of VSE and to identify the main actors, the governance mechanisms, the reasons behind the use of these and the relationships between the governance system and the manager. Then, quantitative information from agricultural accounting database was analysed by a "structural equation model" to validate the hypothesis of the influence of governance and the manager on the financial strategies and performance. Europe entered a deflationary spiral this summer, ruining its countries' hopes of implementing ordered debt reduction strategies. But the moment of truth is fast approaching. Europeans will soon be paying the bill for the errors their leaders committed at the creation of monetary union and the euro, based on a top-down ideological model which paid little heed to real constraints. Europe is undoubtedly facing a massive economic crisis or even a depression, coupled with higher taxes and a significant fall in the standard of living. The best one can hope for is that the main institutional achievement of the European project-the single market-will not bend to the political headwinds that are sure to blow, and that the ordeal will be as short as it will be violent, clearing the way to a rapid return to a healthier growth path. Thus, the declarations of G20 leaders are without unanimous and conscience of the danger of neo-protectionism that might occur, as well as a willingness to do everything in its power to prevent this. Up till now, matters seem to go relatively well (except for Ecuador, increasing up to 900 customs duties). The threat remains however, even if its presentation will be in new and different forms, more insidious and less visible for the general public. Résumé Les lacunes du droit de l'environnement tiennent moins à l'insuffisance des textes qu'à leur inefficience. Celle-ci résulte tant de leur inapplication que de leur source d'une faiblesse relative par rapport à d'autres branches du droit. Au niveau national, la multiplication des textes, source de pouvoir discrétionnaire et parfois arbitraire, l'inadaptation des procédures juridictionnelles au droit de l'environnement, les règles de charge de la preuve qui rendent la situation des victimes profondément inégalitaire et injuste, l'ambiguïté du rôle des pouvoirs publics font de ce droit un droit qui reste mineur dans ses branches pénale et civile, peu efficient dans sa branche administrative. Le droit de la responsabilité qui devrait être l'outil le plus efficace reste englué, sans incrimination pénale, avec de nombreux régimes dérogatoires du droit commun. Au niveau international, l'absence de gouvernance mondiale et de sanction juridictionnelle aux Accords multilatéraux de l'environnement rend ce droit encore très virtuel.
