Transportation Corridors in Europe and North America: from Planning to Implementation ; Les corridors de transport en Europe et en Amérique du Nord : des projets d'aménagement à leur mise en oeuvre
International audience ; The notion of transport corridor encases numerous meanings and has led to a plentiful scientific production in varied disciplines. The analysis of this literature leads to the preparation of a theoretical framework for the assessment of case studies. This framework is based on a functional typology of corridors and on a multi-scalar perspective. Yet it should be necessary to confront these definitions of the notion of transport corridor in the scientific literature and its different variations in the institutional literature undertaking development projects. The comparative approach of two case studies, Europe and North America, enables the confrontation of the theoretical notion of corridor with practical development and planning projects in different geographical contexts. First, it establishes a comparison on a continental scale between the political planning of TENT and the economic vision of NAFTA corridors. Then a parallel is drawn on a regional scale between implementation logics of corridors in different spaces-Spain and Arizona. The purpose of this article is to question the scope and the limits of this notion in spatial planning practices by studying these case studies successively in several geographical scales. Indeed, concrete projects should be taken into account thanks to a multi-scalar approach to understand the reality of the lag between the concept, its political application and its concrete implementation in territories. The main results of the article will be related to the similarity of the planning logics on the continental scale, the necessary attention to the multiplicity of public and private actors in the territorialisation of transport corridors and the diverse forms of territorialisation on a regional scale. ; La notion de corridor de transport recouvre de nombreuses acceptions et a conduit à une production scientifique abondante dans des disciplines variées. L'analyse de la littérature peut conduire à la construction d'un cadre théorique pour l'analyse des études de cas, fondé sur l'élaboration d'une typologie fonctionnelle des corridors et sur une approche multiscalaire des objets d'étude. L'article propose de confronter les multiples définitions de la notion de corridor dans la littérature scientifique à ses déclinaisons dans la littérature institutionnelle portant des projets d'aménagement. Le choix de deux études de cas, en Europe et en Amérique du Nord, permet, par une approche comparative, de confronter la notion de corridor à des objets d'aménagement et de planification concrets dans des contextes territoriaux distincts. L'objectif est d'interroger la portée et les limites de cette notion dans les pratiques d'aménagement des territoires en se plaçant successivement à différentes échelles. Cette prise en charge multiscalaire des objets permet en effet de comprendre la réalité du décalage entre le concept, son application politique et sa mise en oeuvre concrète dans les territoires. Elle permet également de faire émerger des études de cas, des éléments permettant de réinterroger le concept même de corridor.
