Summary
As data fast become the 'new oil', the opportunities for public diplomacy to grow as a field of practice are real and game-changing. Drawing on social informatics research, this article seeks to advance our understanding of how digital technologies shape the context in which public diplomacy operates by reshaping the medium of public communication, blurring the boundary between foreign and domestic affairs and empowering new actors. Despite inevitable challenges, the future of public diplomacy in the digital age remains bright, as digital technologies create tremendous opportunities for public diplomacy to build stronger, more diverse and more enduring bridges between offline and online communities.

Social media holds the potential to foster dialogue between nations and foreign populations. Yet only a few studies to date have investigated the manner in which digital diplomacy is practised by foreign ministries. Using Kent and Taylor's framework for dialogic communication, this article explores the extent to which dialogic communication is adopted by foreign ministries in terms of content, media channels and public engagement. The results of a six-week analysis of content published on Twitter and Facebook by eleven foreign ministries show that engagement and dialogic communication are rare. When engagement does occur, it is quarantined to specific issues. Social media content published by foreign ministries represents a continuous supply of press releases targeting foreign, rather than domestic, populations. A cross-national comparison revealed no discernible differences in the adoption of dialogic principles. Results therefore indicate that foreign ministries still fail to realize the potential of digital diplomacy to foster dialogue.

Mediated public diplomacy literature examines the engagement of foreign audiences by governments via mediated channels. To date, scholars have examined the competitive contest between global rivals in promoting and contesting one another's frames as reflected in global news media coverage. Recognizing the meaningful impact of social media platforms, along with the global rise of government-sponsored media organizations, the current study builds on previous mediated public diplomacy scholarship by expanding the scope of the literature beyond the earned media perspective to also include paid, shared, and owned media. The article presents a revised definition of the term mediated public diplomacy along with a case study of government to foreign stakeholder engagement via the social media platform, Twitter.
Scholars of international relations frequently explore how states normalize the use of military force through processes of militarization, yet few have analyzed how new information and communication technologies impact on these processes. The essays in this forum address this gap, and consider the political significance of new technologies, new actors, and new practices that shape "Militarization 2.0" and normalize political violence in the digital age. The authors in this forum rely, to varying degrees, on common militarized tropes and dichotomies (such as authenticity, belonging, and (de)humanizing framings) that are key to militarization, including those devices that rest on gender, race/ethnicity, and heteronormativity. Moving beyond a military-centered approach to militarization, the authors' questions cover ministries of foreign affairs; the embodied performances of celebrity leaders and insurgency groups; arms producers, the military video game industry, and private military and security companies; and violence entrepreneurs. The forum closes with reflections from Cynthia Enloe.
