This paper uses original high-resolution maps of forest-cover changes and official records on the activities of logging concessions to analyze the impact of FMP on deforestation in this region. We apply quasi-experimental and difference-indifference approaches to evaluate the change in deforestation in concessions managed under an approved FMP. We find that between 2000 and 2010, deforestation was 74% lower in concessions with an FMP compared to others. Building on a theory of change, further analyses revealed that this decrease in deforestation takes time to occur and is highest around communities located in and nearby logging concessions, and in areas close to previous deforestation. These findings suggest that FMP help avoid deforestation by allowing logging companies to rotate cycles of timber extraction, thereby avoiding the overexploitation of areas that were previously logged, and by the better regulation of access to concessions by closing former logging roads to limit illegal activities such as shifting agriculture, hunting and the illegal harvest of timber or fuel-wood.

Forest transitions occur when net reforestation replaces net deforestation in places. Because forest transitions can increase biodiversity and augment carbon sequestration, they appeal to policymakers contending with the degrading effects of forest loss and climate change. What then can policymakers do to trigger forest transitions? The historical record over the last two centuries provides insights into the precipitating conditions. The early transitions often occurred passively, through the spontaneous regeneration of trees on abandoned agricultural lands. Later forest transitions occurred more frequently after large-scale crisis narratives emerged and spurred governments to take action, often by planting trees on degraded, sloped lands. To a greater degree than their predecessors, latecomer forest transitions exhibit centralized loci of power, leaders with clearly articulated goals, and rapid changes in forest cover. These historical shifts in forest transitions reflect our growing appreciation of their utility for countering droughts, floods, land degradation, and climate change.

The increasing global interconnectivity influencing land system changebringswith it newchallengesforland-system science.We evaluate whether recentland-system science (LSS) research into telecoupling provides a basis to set normative goals or priorities for addressing sustainability in coupled human-natural systems. We summarize the challenges for sustainability in an increasingly telecoupled world, particularly the coordination of multisited, multiscalar networks of public and private sector actors. Transnational flows of capital, commodities, energy, people, and waste often span multiple territorial jurisdictions. Thus, effective governance of such systems requires attention to collective decision-making and negotiation among governments, firms, land users, consumers, financial actors, and others

Theories of frontier expansion in the last four decades have been mostly shaped by studies of state-driven smallholder colonization. Modern-day agricultural frontiers, however, are increasingly driven by capitalized corporate agriculture operating with little direct government intervention. The expansion of contemporary frontiers has been explained by the existence of spatially heterogeneous "abnormal" rents, which can be caused by cheap land and labor, technological innovation, lack of regulations, and a variety of other incentives. Here, we argue that understanding the dynamics of these frontiers requires considering the differential ability of actors to capture such rents, which depends on their access to production factors and their information, preferences, and agency. We propose a new conceptual framework drawing on neoclassical economics and political economy, which we apply to the South American Gran Chaco, a hot spot of deforestation for soy and cattle production. We divide the region into a set of distinct frontiers based on satellite data, field interviews, and expert knowledge, to review the drivers and actors of agricultural expansion in these frontiers. We show that frontier expansion in the Chaco responded to the rents created by new agricultural technologies, infrastructure, and rising producer prices but that the frontier dynamics were strongly influenced by actors' abilities to capture or influence these rents. Our findings thus highlight that understanding contemporary commodity frontiers requires analyzing the novel ways by which the agency of particular groups of actors shapes land-use outcomes.

Commodity crop expansion, for both global and domestic urban markets, follows multiple land change pathways entailing direct and indirect deforestation, and results in various social and environmental impacts. Here we compare six published case studies of rapid commodity crop expansion within forested tropical regions. Across cases, between 1.7% and 89.5% of new commodity cropland was sourced from forestlands. Four main factors controlled pathways of commodity crop expansion: (i) the availability of suitable forestland, which is determined by forest area, agroecological or accessibility constraints, and land use policies, (ii) economic and technical characteristics of agricultural systems, (iii) differences in constraints and strategies between small-scale and large-scale actors, and (iv) variable costs and benefits of forest clearing. When remaining forests were unsuitable for agriculture and/or policies restricted forest encroachment, a larger share of commodity crop expansion occurred by conversion of existing agricultural lands, and land use displacement was smaller. Expansion strategies of large-scale actors emerge from context-specific balances between the search for suitable lands; transaction costs or conflicts associated with expanding into forests or other state-owned lands versus smallholder lands; net benefits of forest clearing; and greater access to infrastructure in already-cleared lands. We propose five hypotheses to be tested in further studies: (i) land availability mediates expansion pathways and the likelihood that land use is displaced to distant, rather than to local places; (ii) use of already-cleared lands is favored when commodity crops require access to infrastructure; (iii) in proportion to total agricultural expansion, large-scale actors generate more clearing of mature forests than smallholders; (iv) property rights and land tenure security influence the actors participating in commodity crop expansion, the form of land use displacement, and livelihood outcomes; (v) intensive commodity crops may fail to spare land when inducing displacement. We conclude that understanding pathways of commodity crop expansion is essential to improve land use governance.
