Le rôle international des Etats-Unis ne pourra plus être maintenu dans son état actuel qu'au prix d'un accroissement de son coût interne. Le dilemme paraît aujourd'hui incontournable, même si leur position mondiale demeurera, dans un avenir prévisible, irremplaçable. En Europe occidentale, ils continuent à disposer d'atouts uniques, comme en Extrême-Orient — où il n'est toujours pas évident que le Japon puisse se substituer bientôt à la puissance américaine — et au Moyen-Orient — où le retour en force de la dimension israélo-palestinienne du conflit rendra l'engagement américain encore plus vital. Les Etats-Unis resteront donc le « numéro un » du monde de demain, mais il leur sera de plus en plus difficile de préserver cette position.
