This article reviews the role of third sector organizations in the field of ldquoproximity servicesrdquo from a francophone perspective. We analyze how the new wave of initiatives inside the third sector in France and francophone Belgium can be seen as providing institutional responses to state and market failures that arise from trust-dependent and quasi-collective attributes of these services. These initiatives are often called ldquosolidarity based third sector organizations,rdquo a concept defined in this paper. A central assumption of this analysis is that the political context in which these services are delivered is especially important, particularly as reflected in the changing regulatory role of the state. This analysis takes, therefore, an economic sociology perspective.

Purpose
In 2022, the EMES Network celebrated its 20th anniversary. The purpose of this paper is to trace the intellectual path of social enterprise (SE) research that has unfolded through some of the major EMES research projects.


Design/methodology/approach
This journey is recounted through three major milestones: the emergence and development of the EMES approach; the identification of various SE schools of thought; the International Comparative Social Enterprise Models (ICSEM) Project.


Findings
The first section digs into the roots of the EMES approach – an ideal-type which allowed researchers to explore an SE field that was then largely unknown. In a second stage, a reading grid was developed to identify the different SE conceptions, their convergences and their divergences. In a third step, the ICSEM Project, acknowledging the impossibility to provide a single, universal definition of SE, aimed to identify SE models across the world. Defourny and Nyssens developed an SE typology and made the hypothesis that it was neither country-specific nor even context-specific. Based on the EMES ideal-type (which constituted a particularly relevant tool to inform the diversity of SE models), data were collected on over 700 SEs worldwide; three major SE models were found in almost all the countries covered.


Originality/value
This contribution does not aim to summarise all the – numerous and fruitful – research projects carried out by EMES members, but to show the common thread that runs through several of them.

In response to the large number of definitions of social enterprise (SE), various works have sought to cope with such diversity through SE typologies. Many of them are however country-specific and only very few of them are built upon solid theoretical foundations. To overcome these weaknesses, Defourny and Nyssens had put forward, in a previous article, some fundamentals for an international typology, including four SE models. The objective of the present article is to test the existence of these models on the basis of a data set covering 721 SEs and resulting from a survey carried out in 43 countries. More precisely, the statistical exploitation of the data set combined multiple factorial analysis with hierarchical cluster analysis. It appears that the existence of three of the four SE models—namely the social-business model, the social-cooperative model and the entrepreneurial nonprofit model—is strongly supported by the empirical analysis in almost all surveyed countries.

RESUME**:  L'aide à domicile est emblématique d'importantes mutations à l'œuvre dans les sociétés européennes. L'objet de l'article est d'analyser les enjeux sous‐jacents à l'évolution des modes de régulation vers les quasi‐marchés. Dans la première partie, nous rappelons la nature des modes de régulations historiques de l'aide à domicile dans chacun des pays qui façonnent ainsi des régimes de care. Ensuite, nous analysons comment l'introduction de régulations quasi‐marchandes vient se greffer et ainsi infléchir les régimes de care. Enfin, nous analysons en quoi la présence d'échecs du marché soulève des questions toutes particulières en terme de régulation publique.

Au cours des dernières années, on a constaté que dans plusieurs pays (notamment en Afrique de l'Ouest) on assistait à la volonté de certaines organisations de combiner des activités de microfinance et de micro-assurance santé. Le texte présenté vise à établir une analyse de cette articulation en appuyant la réflexion sur quatre études de terrain menées au Bénin et une menée au Burkina Faso.

This paper is motivated by empirical observations on popular-economy firms in the informal sector of Santiago de Chile. These are labor-managed firms embedded in a "popular milieu" where cooperation between their members plays a central role. Endogeneizing the level of cooperation between the workers, the paper develops a statistic and a dynamic model to analyze whether embeddedness influences the behavior of the firms. (DSE/DÜI)

L'ouvrage propose une définition de l'économie sociale solidement argumentée sur les plans théorique et pratique, puis pose les jalons d'une meilleure connaissance statistique du secteur et évalue la valeur ajoutée sociale de l'insertion. Il analyse, ensuite, la question centrale du financement des services de proximité par les pouvoirs publics, la coordination de ce secteur avec d'autres problématiques collectives, l'articulation entre le financement public et les objectifs politiques. L'étude suggère enfin une réflexion sur la participation des différentes parties prenantes à la construction et à l'évaluation des services de proximité. En 1999, chaque déclaration de politique régionale consacrait quelque chapitre à l'économie sociale et, pour la première fois, un portefeuille ministériel spécifique lui était attribué au fédéral. Dans ce contexte, les travaux des trois centres de recherche présentés ici comblent à point nommé des lacunes depuis longtemps identifiées et, tout en exigeant une lecture attentive, fournissent un important effort d'éclaircissement du débat. Les Services fédéraux des affaires scientifiques, techniques et culturelles (SSTC) ont confié aux équipes du Centre d'Economie sociale de l'Université de Liège, du Hoger Instituut voor de Arbeid de la Katholieke Universiteit Leuven et du CERISIS de l'Université catholique de Louvain, une recherche portant sur le «Rôle de l'économie sociale face à la crise de l'Etat-providence et de l'emploi». Le présent ouvrage constitue le rapport final de cette recherche. S'il se veut synthétique et pratique, il renvoie cependant à un large ensemble de matériaux conceptuels et empiriques accessibles au travers des diverses publications auxquelles ils font régulièrement référence.
