It also identifies similarities and diversities in European immigration policies. - Deze studie ontwikkelt een geheel nieuwe benadering van het vraagstuk: Hoe wordt migratie- en integratiebeleid in tien Europese landen gemaakt? Wie is daarbij betrokken? Welke invloed hebben wetenschappers en maatschappelijke partners op de vorming en uitvoering van beleid? De auteurs concluderen dat beleid begrepen moet worden als resultaat van nationale historisch verhoudingen en opvattingen binnen nationale contexten enerzijds, en anderzijds ontstaat onder invloed van wereldwijde en supra-nationale invloeden.

A fundamental issue in society today, migration has been undergoing a new dynamic transformation, calling for new policy approaches. This new dynamic is not yet understood clearly, let alone that adequate policy answers for 'the managing' of these new migration processes and the consequences for receiving and sending societies are within. This comprehensive overview of migration research conducted throughout the IMISCoe network of European research analyses the influx of various types of immigrants in Western Europe post World War II, mostly to large cities, as well as the reactions of the native populations and governments to the changes and pressures brought about by immigration.

Europe has become a continent of immigration in the course of the last half century, and European societies have experienced growing ethnic and cultural diversity. Governmental actors have often made great efforts to collect and develop the knowledge and expertise to understand integration processes and to control and steer these. Major differences, however, exist between European countries in the way relations between policy and research on immigrant integration have evolved. In this first chapter three aspects of such research-policy dialogues are introduced. First, we look at concrete dialogue structures, formal or informal arrangements, such as advisory bodies, through which knowledge is exchanged. Secondly, we look at cultures and practices of knowledge utilization in policy processes. Thirdly, we look at cultures of knowledge production in the field of migration research itself. In this introductory chapter some main hypotheses are developed for each of these three aspects. These hypotheses will serve as guidance for the entire book. In Part I of the book forms and functions of research-policy dialogues will be further explored, mostly on a comparative basis. Part II analyses seven country cases plus the case of the European Union.

In dit artikel betogen de auteurs dat de historisch specifieke wet- en regelgeving met betrekking tot religieuze groeperingen in België, Groot-Brittannië en Nederland leidt tot andersoortige reacties van die samenlevingen op de aanwezigheid van moslims. Het ideologische discours rondom moslims lijkt in ieder geval ten dele ook weer beïnvloed door die wet- en regelgeving. Het omgekeerde proces, waarbij politiek-ideologische mobilisatie binnen de ontvangende samenleving leidt tot nieuwe vormen van wet- en regelgeving of verandering in de bestaande, is eveneens waarneembaar. Het beleid is hier echter minder duidelijk. Soms worden initiatieven genomen tot nieuwe wet- en regelgeving die bepaalde normen en waarden van de ontvangende samenleving expliciet verankeren ont daarmee ongewenst geacht gedrag van moslims te bestrijden. Soms ook wordt de bestaande wet- en regelgeving veranderd of ontdoken om moslims meer mogelijkheden te bieden tot institutionalisering. De ideologische voorstelling van moslims dramt overigens niet noodzakelijk om religieuze kenmerken, maar bijvoorbeeld ook om etnische of sociaal-culturele kenmerken.
