John H. Herz's model of the `security dilemma' is regularly cited in textbooks and has become common usage among students of international relations. In contrast, the full range of his work on international politics has received little attention. Nevertheless, his work deserves substantial reassessment, for three main reasons: first, Herz contributed significantly to the emergence and development of realism in the 1950s, most notably through his concept of `Realist Liberalism'. Second, the development of Herz's ideas paradigmatically reflects the `pilgrimage' of a German-Jewish émigré to the US, who witnessed and analysed almost all of the twentieth century, and a little beyond. Third, Herz was a pioneer in understanding that the new global challenges could not be overcome with classic realist instruments and in accepting the centrality of `non-realist' insights.

Vor dem Hintergrund der politischen Verstimmungen zwischen Europa und Amerika im Rahmen des Irakkrieges 2003 sowie der Wiederwahl Bushs zum Präsidenten der USA 2004 erörtert der Beitrag die zukünftige transatlantische Zusammenarbeit. Das Plädoyer für eine enge transatlantische Partnerschaft stützt sich auf zwei Begründungsmuster: (1) das gemeinsame Wertefundament auf der einen und (2) die gemeinsamen außenpolitischen Interessen auf der anderen Seite. Es bestehen Unterschiede zwischen Europa und Amerika in den Bereichen Ideologie, Verständnis nationalstaatlicher Souveränität, Einstellung gegenüber dem Sozialstaat und Religion. Ferner ist die Einstellung gegenüber dem Sozialstaat verschieden. Doch spielen diese Differenzen im Vergleich zur grundsätzlichen Geisteshaltung westlicher Staaten mit der Chinas oder Saudi-Arabiens eine untergeordnete Rolle. Um festzustellen, wie deckungsgleich die Interessen beider Seiten sind, werden nachfolgend die nationalen Interessen der USA und Deutschlands untersucht. Dazu gehören (1) die Verhinderung eines Angriffs auf die USA bzw. Deutschland, (2) die Verhinderung von Kriegen zwischen eurasischen Großmächten, (3) die Sicherung der ständigen Ölversorgung zu einem angemessenen Preis, (4) die Erhaltung einer offenen internationalen Wirtschaftsordnung, (5) das Vorantreiben der weltweiten Verbreitung von Demokratie und Menschenrechten und die Verhinderung von Völker- und Massenmord in Bürgerkriegen sowie (6) der globale Umweltschutz. Um das Bündnis dauerhaft zum Vorteil aller Beteiligten zu stärken, sind nach Einschätzung der Autoren zwei Schritte erforderlich: Rückbesinnung auf die gemeinsamen Interessen und Akzeptanz der Unterschiede in den Mitteln und Strategien.
