El presente trabajo de investigación titulado "Los contratos en el sector público y violación de los derechos laborales de los servidores eventuales en educación" para obtener el grado de Maestro en Derecho en la Universidad José Carlos Mariátegui, es una indagación dirigida a los trabajadores docentes y administrativos del campo de la educación en el ámbito de la Dirección Regional de Educación de Lima Metropolitana, específicamente en la UGEL 01 del distrito de San Juan de Miraflores y en las instituciones educativas 7067 Toribio Seminario de la UGEL 01 y la I.E. CAR Divino Jesús del distrito de San Miguel de la UGEL 03.Se viene observando que los servidores de la educación vienen siendo vulnerados en sus derechos laborales a tal punto, que el Estado incluso ha promulgado disposiciones legales que recortan derechos que sí tienen el personal que actualmente se encuentra en condición de nombrados, normas como el D.L 1057 y su modificatoria la Ley 29849.Ley que establece la eliminación progresiva del Régimen Especial del Decreto Legislativo 1057 y otorga derechos laborales. Nuestro trabajo comprende 4 capítulos que son: Capítulo I Planteamiento del Problema, Capítulo II: Marco Teórico; Capítulo III: Método y Capítulo IV: Presentación y análisis de los resultados, Conclusiones y Resultados. Bajo el asesoramiento de la Universidad hemos seleccionado una población de 192 y una muestra de 60 servidores quienes nos han proporcionado la información necesaria y cuyos datos fueron procesados y analizados tomando en cuenta los procesos del paquete estadístico SPSS. Al término de la investigación se presenta para su aprobación y sustentación posterior.

The insert sizing for sandwich structures is usually made using the methods proposed in the "Insert design handbook" of the ESA and the "Military handbook 23A". These analytical methods based in the in the research carried by Ericksen in 1953 could lead to errors of the pull-out allowable load prediction in the range of ±20 % for some cases.In this thesis, the principal failure modes of inserts are investigated; the core shear damage of the Nomex honeycomb core, and the potting failure. A detailed analysis of the shear postbuckling of the Nomex honeycomb core is made, allowing to propose a two variables damage model. Then, the obtained results are used to develop an insert virtual model that is validated through comparison with pull-out tests, and then used to draw failure mode maps of inserts. Using this method, the admissible pull-out load of inserts can be estimated more precisely. This method could be an alternative to using the analytical methods for the insert sizing. The resulting charts could be given to engineers as a tool for the insert sizing which could reduce the insert's design-validation time. ; Le dimensionnement des inserts pour les structures sandwich se fait usuellement par les méthodes proposées par le « Insert design handbook » de l'ESA, ou le « Military handbook 23A ». Ces méthodes analytiques basées sur la formulation développée par Ericksen en 1953 mènent à des erreurs de la charge admissible à l'arrachement d'environ ±20 % pour certains cas. En esta iniciativa investigativa se delineó una problemática centrada en que a los servidores de la Fuerza Pública en Colombia se les daba un tratamiento disonante ante la necesidad de contar con defensores técnicos especializados ante la eventual comisión de conductas descritas en la ley como delito. Al finalizar el trabajo se constató que esa situación emanaba de la misma arquitectura normativa desde la cual el legislador no solo otorgó plenas facultades al Ministerio de Defensa Nacional para decidir a quién le prestaba el servicio, sino que condicionó el mismo a la disponibilidad presupuestal haciéndolo casi que nugatorio. Para ello se hizo un análisis de la doctrina en punto del derecho de defensa, también se revisaron algunos ordenamientos penales militares de la región, todo complementado con la jurisprudencia. La investigación indaga, analiza, describe y explica los procesos de militarización y proyección de la civilidad en la Nueva Granada y Venezuela durante el periodo 1810 a 1858. El análisis se desarrolla de manera comparada intentando resolver varias preguntas, pero una en particular: ¿Por qué, habiendo constituido una misma unidad político-institucional (la república de Colombia); habiendo adoptado un marco constitucional formalmente parecido luego de que se produjera la disolución de aquella república, y habiendo implementado medidas de reforma y reorganización militar notoriamente similares, la desmilitarización de la república y la proyección de la civilidad tuvieron dinámicas y resultados distintos en la Nueva Granada y Venezuela? ; The research investigates, analyzes, describes and explains the processes of militarization and projection of civility in New Granada and Venezuela during the period 1810 to 1858. Research on Economic Inequality is a well-established publication of quality research. This 28th volume features insightful and original papers from the 8th Society for the Study of Economic Inequality (ECINEQ) meeting. The first paper of this volume illustrates the trajectory of income inequality in wealthy countries over the course of recent decades, while the second carries out a comprehensive assessment of income redistribution through taxes and transfers across OECD countries over the last two decades. The next two papers cover the topic of income mobility, one interpreting the Bartholomew index of mobility in terms of a directional mobility index, and the second providing a framework for the measurement of income mobility over a range of time periods. A fifth paper studies the potential equalization of rising educational attainment. The next paper investigates the effect the number of children within different age groups has on poverty. In the seventh, it is shown that a social planner who seeks to efficiently reduce the aggregate relative deprivation of the population, coincides with the Rawlsian social planner. Finally, the last paper generalizes the Oaxaca-Blinder approach to measure wage discrimination under imperfect information.

SummaryThe process of globalization has forced workers (essentially white collars) to learn foreign languages and break linguistic barriers. In most cases, Europeans have chosen English as a second language. But English is not the only language that has an economic impact on international trade. The purpose of this paper is to evaluate the effect of the most important foreign languages used at the workplace on wages of men and women, both at the mean and along the wage distribution, in Northern and Southern Europe (Denmark, Finland, France, Germany, Italy and Spain). Workers from both genders benefit from a premium, but there are marked differences between North European and South European countries.

Most papers on returns to languages are concerned with immigrants. We use the European Community Household Panel Survey (ECHP) to infer returns on non-native languages by non-immigrants in nine countries of the European Union. We differ from the few other studies that deal with the same problem in three respects. First, we correct for time-dependent measurement errors in self-reporting as suggested by Dustmann and Van Soest and find that the resulting IV estimates are much larger than those obtained by OLS. We also suggest that there is little room for time-persistent errors and heterogeneity, and that therefore our estimates should not suffer from the other usual biases. Secondly, instead of using a dummy for each language, we use the ratio of the population that is not proficient in a language in each country considered. Finally, we estimate instrumental variable quantile regressions to illustrate how returns to languages vary at different points of the distribution of earnings.
