The study scrutinizes Indian naval expenditure in the 1980s paying special attention to revenue expenditure, capital expenditure, Indian naval role in the 1980s, naval threat perceptions and modernisation of the fleet. It is noted that the near four-fold rise in naval expenditure between 1980 and 1987 can be attributed in large measure to the increase in the Navy's capital expenditure. (DÜI-Sen)
