The Quiet Revolution in the 1960s propelled the province of Quebec onto the path of greater social justice and better government. But as the evidence exposed at the Charbonneau inquiry makes clear, this did not make systemic corruption disappear from the construction sector. Rather, corrupt actors and networks adjusted to new institutions and the incentive structure they provided. The patterns of corruption emerging from the Charbonneau inquiry bear the imprint of the so-called Quebec model inherited from the Quiet Revolution in at least three ways: (1) the economic nationalism that made public policies partial towards French-speaking and Quebec-based businesses, notably in the engineering sector, with major firms like SNC-Lavalin using their dominant position as "national champions" to engage in cartel-like practices to raise the price of construction projects; (2) the Jacobinism that strongly centralized power at the provincial level and left municipalities underdeveloped in terms of bureaucratic capacity, thus making them easy prey for corrupted interests; and (3) the sovereigntist/federalist cleavage that, since the 1970s, has made Quebec businesses dependent on the Liberal Party for political stability and has allowed party operators to extract a rent from businesses in return.

Les rationalisations opérées dans le domaine de l'intervention sociale et de la formation, en contribuant à produire de nouvelles modalités de structuration des identités au travail, interrogent les conditions de production de la professionnalisation dans le secteur social et médicosocial. De nouveaux enjeux émergent, mal repérés encore. Nous proposons de questionner les processus en jeu en nous appuyant sur les principaux résultats d'une enquête sociologique statistique. Nous présentons à grands traits les modalités actuelles de construction des parcours de professionnalisation des étudiant-e-s en formation sur le territoire de Midi-Pyrénées.

Ethics reform in Congress is expected to display extensive instability and "cycling." Members hold conflicting views about ethics, and parties have weak capacities to order their preferences. The trend is for legislators to resist change until a scandal erupts and forces them to act. As a result, ethics reforms in Congress have typically developed through a layering of short-term and piecemeal institutional responses to the scandal of the moment. But the accumulation over time of seemingly small adjustments to the ethics process has been more path-dependent than anticipated in theories of disjointed pluralism. Legislators have had to commit to more open and collaborative forms of self-enforcement because of the feedback effects of ethics rules on Congress and the "tight-coupling" of standards of conduct between the executive and legislative branches of government. With each new scandal and partisan abuse of the process, pressures for a more independent mechanism to enforce ethics rules has grown stronger over time. The more ethics became governed by impersonal rules, the more it undermined Congress's past trajectory of political self-discipline. It is in this changing balance between positive and negative feedback effects that we can locate the mechanism that is gradually transforming ethics self-regulation in Congress into a new form of "co-regulation" with outsiders in the Office of Congressional Ethics (OCE).

Les séjours de rupture, en tant que prise en charge éducative pour des adolescents en difficulté, interrogent tant les professionnels de terrain que les politiques et, récemment, quelques chercheurs. Quelle que soit leur origine, ces séjours ont en commun de vouloir proposer un ailleurs, de fonctionner différemment des prises en charge thérapeutiques classiques ou institutionnelles : le « faire avec » le jeune au quotidien. Ce texte propose de présenter un abrégé non exhaustif des origines anglo-saxonnes et françaises de ces séjours, des concepts à la pratique, des fondements au cadre réglementaire.

In the French school system, citizenship is treated in a civics course titled 'Education in civics, laws and society'. However, it would be restrictive to narrow this topic to civics lessons, as the question resurfaces implicitly in other subjects. For instance, emphasis was placed in recent years on teaching about religions within existing disciplines. Various justifications for this have been advanced since the 1990s: cultural development, understanding the contemporary world, and finally, the need for community cohesion in view of growing religious diversity in France. The study of religions based on a secular and scientific approach is often assumed to provide a better understanding of diversity and to reinforce the teaching of tolerance and mutual respect. By intersecting these different aspects with the topic treated in civics, 'Pluralism of beliefs and cultures in a secular Republic', we examine how cultural diversity plays a role in citizenship education in France.

This thesis questions the ideological stakes and school linguistical practices in French Polynesia, within a sociodidactical perspective, in the aim of finding ways to improve school and educational success. Within the epistemological and ethical framework of complexity, this investigation implements a qualitative methodology based on a comprehensive approach with an actional aim. Anchored in the specific field of the language sciences, this work apprehends the different levels of the educational system (macro – meso – micro – nano) establishing links with other human sciences fields. The analysis of language practices emphasizes the existence of a "language macrosystem" and allows us to draw the outlines of a true plurilingual and pluricultural collective background. Then, we think about the ways to highlight this multilinguistic wealthserving to improve the educational system quality ; Ce travail de thèse interroge les enjeux des idéologies et des pratiques linguistiques scolaires en Polynésie française, dans une perspective sociodidactique ayant pour finalité la recherche de leviers pour une meilleure réussite scolaire et éducative. Dans le cadre épistémologique et éthique de la complexité, la recherche met en oeuvre une méthodologie qualitative fondée sur une approche compréhensive à visée actionnelle. Ancré dans le domaine spécifique des sciences du langage, le parcours proposé appréhende ainsi les différents niveaux du système éducatif (macro i.e. politique linguistique éducative ; méso i.e. établissements et dispositifs ; micro i.e. la classe ; nano i.e. l'individu) tout en établissant des liens avec d'autres champs des sciences humaines (anthropologie, histoire, géographie culturelle, notamment). On réfléchit alors aux pistes qui peuvent permettre de valoriser cette ressource pluri langagière au service de l'amélioration de la qualité du système éducatif, dans une perspective socio-écologique visant à articuler espaces langagiers, territoires scolaires et réussite éducative.

Résumé Les impératifs gestionnaires soumettent les travailleurs sociaux à une transformation de leur cadre de travail, modifient leurs ressources professionnelles. Nous appuyant sur une enquête sociologique menée après la catastrophe industrielle toulousaine de 2001, nous montrons comment le travail social s'organise, les stratégies mises en place pour maintenir l'activité et son sens. Il apparaît qu'un important « travail invisible » – tant sur l'organisation que relationnel – opère ; il a cependant permis de générer des solutions créatives. aujourd'hui, c'est ce travail qui interroge. Que deviennent ces savoir-faire professionnels face aux « épreuves » de la performance ?

Résumé Cet article envisage la mise en forme rhétorique de l'autorité culturelle de la science à la Belle Époque. La rédaction et la lecture publique des éloges funèbres en l'honneur des membres de l'Académie des sciences servent d'analyseurs. À travers ces textes, on perçoit les qualités attendues des porteurs de l'autorité savante, la grandeur d'une « persona » scientifique, le charisme de la raison positiviste, et plus encore la représentation d'une certaine vision hiérarchique de l'ordre social.

Adolescents with difficulties preoccupy our politicians more and more, and question different professionals working with them (social workers, psychologists, etc.). They essentially call for our society's attention through oppositional, delinquant, or worse, violent actions, less through the extent of their suffering. With regard to the observed needs, specialists try to provide the best care possible to those youths and their families. Child Protection Services (Protection de l'Enfance) identify children and adolescents at risk in their institutional or family environment and suggest placements and social and medical measures through Child Social Help Services (Aide sociale à l'Enfance) or Judicial Protection Services for Youth (Protection Judiciaire de la Jeunesse).The historical development of outdoor education and/or therapy programs in France and abroad reveals an growing interest with innovating programs intended for children, adolescents and families with severe difficulties. Wether anglo-saxon or originating in the antipsychiatric or judicial context in France, such programs share the objectives of offering a temporary removal from a pathogenetic environement to the adolescent, valuing their individual potential by « looking elwewhere », and remaining part of the youth's educational trajectory. However, in a social and economical context where the assessment of professional practices is becoming systematic, no scientific evaluation of such experimental placements has been conducted to this day in France. Educational evaluations have been led in Belgium, following a political demand, and in Switzerland, through a university study. However, some methodological difficulties limit the scope of such evaluations and their results; on the one hand, one has to point out the shortage of standardised evaluation tools; on the other hand, one should bear in mind the complexity and uniqueness of such programs as well as of the individual situations of the concerned youth.
