Focuses on pastoralism, politics, policies and development in northern Kenya and southern Ethiopia. It is based on anthropological field research over a period of thirty-four years and attempts a synthesis of historical findings and political anthropology, including studies carried out from a perspective of development intervention. Presenting a detailed ethnographic view of recent events of ethnic violence in Kenya, the authors analyse how local patterns of conflict among pastoralists were influenced by both national and regional politics, which have encouraged an increased tendency of territorialized ethnicity. The authors then discuss ways of getting out of the ethnic trap and revitalizing a mobile livestock economy in a region where other forms of land use are impossible or much less effective. A companion volume to Islam and Ethnicity in Northern Kenya and Southern Ethiopia, it will be of particular interest to political anthropologists, students of nomadism, pastoral economy ecology, and globalization. Die hier präsentierten entwicklungssoziologischen und sozialanthropologischen Beiträge sind im Zusammenhang mit dem seit 1991 bestehenden und zum Zeitpunkt der Drucklegung in seiner zweiten Phase befindlichen Graduiertenkollegs "Markt, Staat und Ethnizität" des Forschungsschwerpunkts Entwicklungssoziologie an der Fakultät für Soziologie der Universität Bielefeld entstanden. So finden die in verschiedenen Regionen und Erdteilen durchgeführten Studien auch ihren gemeinsamen Nenner in dem programmatischen Untertitel der ersten Phase des Kollegs "Soziale und kulturelle Dimensionen von Grenzziehungen und Marktintegration". Das Interesse der vorliegenden Beiträge gilt insbesondere den vielfach unter dem Begriff 'Globalisierung' subsumierten Prozessen der Lokalisierung, Ethnisierung und der Entwicklung neuer religiöser Formen. Aus einem anderen Blickwinkel betrachtet, behandeln die vorliegenden Beiträge Formen und Dynamiken einer nicht-europäischen bzw. einer nicht-'westlichen' Moderne. In einem einleitenden Kapitel werden bisherige Resultate des gemeinsamen Forschens vorgestellt.

Die Verfasser nehmen die spezifische Merkmalskombination von Segmentarität und Vergeltung zum Ausgangspunkt und verfolgen eine komparative Perspektive zwischen tribalen Verhältnissen und verschiedenen Erscheinungsformen staatlicher Intervention. Zum einen wird das Aufeinandertreffen unterschiedlicher Konfliktregulierungsansätze nach Homizid in Somalia untersucht, einem Land, in dem das Selbstverständnis der Bevölkerung auf starker segmentärer sozialer Organisation basiert. Dann wird die Restriktion von Vergeltungsbeziehungen im Rahmen einer sich zunehmend zentralisierenden politischen Organisation betrachtet. Überlegungen zur völkerrechtlichen Konfliktbearbeitung und zum internationalen Krisenmanagement werden mit der Gewalt- und Vergeltungslogik lokaler Konstellationen kontrastiert. (ICE2)

Die Verfasser geben einen Überblick über die wissenschaftlich-fachspezifischen Verortungen der Vergeltung. Die verschiedenen humanwissenschaftlichen Disziplinen wie die Theologie, die historischen Disziplinen, die Rechtswissenschaft, die Psychologie, die Soziobiologie und die Ökonomie kennen eine Vielzahl von Vergeltungskonzepten mit einer entsprechenden Pluralität von Legitimierungen. Ausgehend von einem Spannungsfeld zwischen Empirie und theoretischen Konzepten stellen die Verfasser den Bereich der Konflikt- und Gewaltforschung in den Mittelpunkt und diskutieren die Abhängigkeit von Vergeltungsvorstellungen von ihren jeweiligen sozialen, politischen, religiösen und rechtlichen Einbettungen. Sie zeigen, dass die Organisationsform des Politischen in einer Gesellschaft deren Umgang mit Vergeltung wesentlich widerspiegelt. Staatliche Organisationen mit Gewaltmonopol übertragen einen Teil der Vergeltungsrechte und -pflichten auf den Staat. Aber auch innerhalb staatlicher Strukturen, in kollabierten Staaten oder in transnationalen Beziehungen ist die Aktivierung von Vergeltungsdiskursen nicht ausgeschlossen. Religiöse Bezugnahmen auf Vergeltungsgrundsätze sind ebenso wenig überwunden wie Vergeltung in der internationalen Politik. Dieses interdisziplinäre Themenfeld behandeln die Einzelbeiträge des von den Verfassern herausgegebenen Sammelbandes, die abschließend kurz vorgestellt werden. (ICE2)

The issue of collective and multiple property rights in animals, such as cattle, camels or reindeers, among pastoralists has never been a subject of special cross-cultural and comparative study. Focusing on pastoralist societies in East and West Africa, the Far North and Siberia, and the Eurasian steppes, this volume addresses the issue of property rights and the changes these societies have undergone due to the direct or indirect influence of modernization and globalization processes. The contributors also investigate the interplay of older sets of rights and modern marketing policies; political, ecological and economic effects of collectivization and de-collectivization; the existence of collective and private property in the Soviet Union and its successor states; state taxation and destocking measures in African dry lands; and the effects of quarantine, as well as import and export regulations. The rich and well-researched ethnographic, historical, and economic data in these chapters provides new theoretical insights into the matter of property rights in animals.
