Perubahan lingkungan luar dunia pendidikan, mulai lingkunga sosial, ekonomi, teknologi,sampai politik mengharuskan dunia pendidikan memikirkan kembali bagaimana perubahan tersebutmempengaruhinya sebagai sebuah institusi sosial dan bagaimana harus berinteraksi dengan perubahantersebut.Salah satu perubahan lingkungan yang sangat mempengaruhi dunia pendidikan adalahhadirnya teknologi informasi (TI).Teknologi Informasi dan Komunikasi merupakan elemen pentingdalam kehidupan berbangsa dan bernegara. Peranan teknologi informasi pada aktifitas manusia padasaat ini memang begitu besar, Teknologi informasi telah menjadi fasilitas utama bagi kegiatan berbagaisektor kehidupan diama memberikan andil besar terhadap perubahan-perubahan yang mendasar padastruktur opersai dan manajemen organisasi, pendidikan, transportasi, kesehatan dan penelitian.Peningkatan kualitas pembelajaran dapat dilakukan dengan menggunakan media teknologipendidikan, yaitu dengan cara mencari dan mengidentifikasi permasalahan yang dihadapi dalambelajar kemudian dicarikan pemecahannya melalui aplikasi Teknologi Informasi yang sesuai. Upayapemecahan permasalahan pendidikan terutama masalah yang berhubungan dengan kualitaspembelajaran, dapat ditempuh dengan cara penggunaan berbagai sumber belajar dan penggunaanmedia pembelajaran yang berfungsi sebagai alat bantu dalam meningkatkan kadar hasil belajar pesertadidik. Teknologi informasi digunakan sebagai media untuk mempermudah pencarian informasitersebut.

Early voters whose backgrounds are senior high school level are believed to possess particular political knowledge. However, this group is suspected to be one of the nests of abstainers. Why does not political knowledge lead them to use their right to vote? To answer this question, a survey had been conducted toward 170 senior high school students in Kota Bandung and an intensive interview had been applied to 10 students. Statistical calculation shows that high correlation degree between political news influence and cognitive conception change of the students, but the degree is low to their political attitude. This discrepancy is caused by political news that is provided in newspaper which indirectly relates to the early voters' need, besides more impressive news diminishing government image than ones discussing election.

Employment is such kind of a very rare opportunity for the poors unable to attend formal schoolings. This research is examining the implementation effectiveness of skills based education program designed by the government through grant and scholarship to reduce the poverty and unemployment. It also tries to compare the design and its result to find whether the program was effectivey implemented or not. This research uses qualitative method through CIPP evaluation model. The research found that in a policy layer, context and input evaluation steps, the life skills education program is comprehensively thought and considered as it covers aspects including the regulation, the program guidance, the fund aids, the curriculla, the guide for selected institutions ,the report mechanism. While at the process and product evalauation steps, the reserach found that there were huge gaps in implementation especially at the placement at the industries. There were only less than 10% of participants entering to work fields while most of its program participants work only as a parttimers which don't provide reguler income,.So the target of decreasing the poverty and reducing the unemployment was not well measured.

The aims of the study is to evaluate implemention of the continuing professional development program in Teacher Working Group at antecedent, transaction, and outcomes levels.The paper is an qualitative studi with Stkaes' contienance evaluation model and contiuned in Teacher Working Group at Nort Jakarta City. The data were collected through participant observation using interviewobservation document study and questionare.The result of the study showed that at the antecedent level there was stell lack of suffort from ical government such as prowding recource persons gudance and finding at transaction level at the showed that the planning and implementation of continuing professional development was not based on the needs of teacher competences and carier and there was no feed back an in continuing and the evaluation of the outcomes level the product of continuing professional development has not been used for upgrading Teachers cariers. The conclusion of the study was that the implementation of the continuing professional development program in Teacher Working Group is less effective and efficien the lock at the local government support to the program icads to an overall in effective and in efficient planning progress, monitoring and evaluation program Allthought the outcomes from the program effech the result of performance appraisal and students achievment it didnot contribute to competencies and carier upgrading, itis recomemded that the local government needs. to improve teachers management and support the program especially in improving techers capital in comprehensive and strategic ways.

ABSTRACT Village Desa Kramat Jaya is a result of the division which was originally a part of the village Werasari. Expansion of the village is one of the steps the government in the distribution of development in an effort to improve the welfare of society through a policy of regional expansion. This research method is descriptive qualitative method with data collection through interviews, observation, documentation and literature. The results of his research is the process of expansion Desa Kramat Jaya stems from government policies as a driver of the expansion, public aspirations at the hamlet, village expansion plan study Kramat Jaya at the village level, the submission to the expansion of local government, and the inauguration of Desa Kramat Jaya. The division has implications for the lives of the people in the village of Kramat Jaya, such as government reform Desa Kramat Jaya, the impact of the reallocation of village on the lives of farmers through the establishment of Farmers Group Association (Gapoktan), and increased welfare through the development of infrastructure such as, village offices, village health post (Poskesdes), rural roads, rural feeder roads, retaining walls (TPT) or irrigation channels, and kiosks. Pasal 8 Ayat (1) huruf e Qanun No. 10 Tahun 2007 tentang Baitul Mal menyebutkan Baitul Mal dapat bertindak sebagai pengelola harta yang tidak diketahui pemilik/ahli waris berdasarkan putusan Mahkamah Syar'iyah. Banyaknya tanah pasca bencana tsunami yang tidak diketahui lagi pemilik/ahli warisnya menimbulkan permasalahan dalam penanggulangannya. Pemerintah Kota Banda Aceh berencana melakukan rekonstruksi pembangunan kota yang berdampak pada lahan tanah, sehingga dikeluarkan sejumlah dana ganti rugi dari Pemerintah Kota Banda Aceh yang dititipkan pada Baitul Mal Banda Aceh, berdasarkan Putusan Mahkamah Syar'iyah. The purpose of this paper is to know and examine how Baitul Mal utilize the funds of land abandoned land unknown to the owner / heirs, the legal basis used Baitul Mal in utilizing funds abandoned land, and constraints and solutions Baitul Mal in utilizing funds abandoned land not known to the owner / heir.

This study discusses Fazlur Rahman's thoughts which are focused on: (1) the concept of modernization of Islamic education; (2) the variety of modernization of Islamic education; and (3) the implications of his thought on Islamic education in the modern era. This type of research is library research using a philosophical and historical approach. The primary data sources in this study were books written directly by Fazlur Rahman, as well as books relevant to the discussion, while the secondary data in this study were relevant literature materials produced by other thinkers who discussed Fazlur Rahman. The method of data collection in this study used the documentation method and then analyzed using. content analysis techniques. The results show that the concept of modernization of Islamic education according to Fazlur Rahman is that education is the starting point for reform. Any reform model in Islam will never happen without the involvement of education in it. Furthermore, according to Fazlur Rahman, education should be held by prioritizing the freedom of students, because without creative nature, it is difficult for students to develop. The variety of modernization of Islamic education initiated by Fazlur Rahman includes five aspects: educational objectives, education system, educators, students, and educational facilities. The implication of this research is that the modernization of Islamic education leads to the importance of democratizing Islamic education by respecting human potential.

As of 2006, National Tuberculosis Program did not reach the Millenium Development Goal's target in Case Detection Rate of 70%, especially in South Sumatera. This was caused by failure in implementing policies into applicable programs."The Networking of Pulmonary Tuberculosis Control of Private Physician and Governmental Health Service at Subdistrict level in South Sumatera" involved and empowered four components in Tuberculosis Control Program especially community, Private Practitioner, subdistrict and district local authority, and district tuberculosis program. This study included model development followed by intervention of the invented model. Ilir Barat II district was used as the experiment group, while the district of Seberang Ulu II as the control group. In addition, district and subdistrict governments developed an organization "Networking of Ilir Barat II district tuberculosis eradication program" by the decree of called District Head with the main objective to achieve "Tuberculosis free Neighborhood". The result of the intervention study showed significant increase in Tuberculosis Success Indicator of Tuberculosis Control Program. Consequently, the application of the model would hasten the objectives of reaching target range of tuberculosis control, suggested by Millenium Development Gold and WHO target Zone. Finally the invented indicator program of intervention, applied to Palembang city and South Sumatera will reach approximately 100% of conversion rate in 2008 and 100% of cases detection rate in 2010.

Abstrak Demokratis tidaknya suatu negara dapat dilihat dari budaya politiknya. Sebab, budaya politik merupakan faktor yang sangat berpengaruh terhadap sistem politik di negara tersebut. Budaya politik itu sendiri berkembang di dalam kehidupan masyarakat dan dipengaruhi oleh kompleksitas nilai yang dalam masyarakat tersebut. Jika budaya politiknya mendukung berkembangnya demokrasi, atau yang disebut civic culture, maka niscayanya sistem politiknya juga demokratis. Dalam kasus Indonesia, pasca Orde Baru, perubahan politik yang terjadi cenderung lebih bersifat legalistik ketimbang substantif. Sistem politik yang berhasil dibangun baru sampai pada betntuk demokrasi semu (pseudo demokrasi); pada dasaranta tataran perbubahan isntitusional yang sudah berlangsung tersebut belum ditunjang pula oleh terjadinya perubahan pada tataran budaya politik.

After the Soviet break-up and the Marxist regime collapsed, many of alternative notions emerged in the academic community in Russia, including alternative ideas in the field of International Relations (IR). A number of Russian IR scholars attempted to reconstruct the theories of IR, not just the IR theories that developed in Russia during the era of Marxism, but also against Western IR theories. Although the post-Cold War aspirations to create a distinct national school of International Relations in Russia, but these efforts are not free from the ideology and political goal that directing and guiding Russian foreign policy. Even, IR scholars in Russia have come to shared with the Russian government in terms of building the IR theories with the Russian characteristics, especially in challenging Western hegemony in the social sciences and international relations. This article tries to elaborate three intellectual traditions of international relations that developed in Russia, namely Westernism, Statism, and Civilizationism. Westernizer IR heavily influenced by Western liberalism, Statism more inspired by the realism, while Civilizationism is more of a hybrid between the constructivism and Russian essentialism.

As of nearly the end of 2007, National Tuberculosis Program have not achieved   MDG'S indicator timely especially in South Sumatera. This was caused by Local and National Tuberculosis Control Program administered merely by governments with minimal private sector and community participation. A Network of Pulmonary Tuberculosis Eradication Program was established in Ilir Barat II District of South Sumatera. This network is directed by four components of TB control: cadres, Physician Practitioner, Head of subdistrict, district local authority, and district tuberculosis program. The Network aims at accelerating TB Contol Program since first October 2006 until first October 2007. The final goal is to have "District Free TBâ€. Theâ€Network†was founded by decree of the Mayor of Ilir Barat II Distric . The result of one year implementation indicated significant increased of the Indicator of TB program, more than the MDG'starget. If the network is applied at Palembang city and all South Sumatera, those areas will reach 100% conversion rate   by the end of   2008 and 100% case detection rate by the end of 2010.  Keywords: Tuberculosis Control Program, Networking Model, Health Cadre, Private Physician, Local Government, Millenium Development Goal's

The rapid advancement of technology 4.0 has resulted in significant changes in society's lifestyle, bringing both benefits and complex issues, including those in higher education. To address these challenges, university leaders play a crucial role in leveraging digital technology toward a better future. This study aims to assess the implementation of digital leadership in achieving a world-class university in the era of Industry 4.0 in state universities in Malang City. Using a quantitative approach and survey research design, the study's population comprises students and lecturers from four state universities in Malang City. From the population of 151,921, 347 respondents were selected using Isaac and Michael's (1983) formula with a 5% error rate. The study collected data through a questionnaire and analyzed it using Statistical Package for the Social Sciences (SPSS) and Microsoft Excel to present descriptive data on the perspectives of the three parties. The one-way analysis of variance (ANOVA) used in this study tested the hypothesis that there is no significant difference in the implementation of digital leadership in state universities in Malang City. The results revealed a significant difference in the implementation of digital leadership. The academic community in state universities in Malang City strongly agreed that their leaders need to provide the necessary information systems to achieve digital leadership toward a world-class university. However, digital leadership is not yet comprehensively implemented.

Penelitian ini membahas tentang komunikasi politik Ichsan Yasin Limpo dalam pencalonannya sebagai calon gubernur Sulawesi Selatan melalui jalur independent. Metode yang digunakan dalam penelitian ini adalah jenis penelitian kualitatif deskriptif, penelitian ini melibatkan narasumber dan mengambil data dengan wawancara dan studi literatur yang mendalam. Hasil penelitian ini dapat dipetakan dalam beberapa bentuk seperti kampanye Ichsan Yasin Limpo yang memiliki ciri khas kedaerahan dengan pendekatan yang bernuansa kebudayaan yaitu melalui brand "Punggawa-Macakka". Kampanye politik juga dilakukan melalui media massa yang sangat memudahkan masyarakat mendapatkan informasi tentang Ichsan Yasin Limpo, selain itu kecakapan retorika berdasarkan pengalamannya menjadi bupati dua periode Kabupaten Gowa juga menjadi komunikasi politik untuk menarik pemilih. Hal ini memunculkan persepsi yang beragam berdasarkan konstruksi branding politik hingga citra politik yang nampak dari Ichsan Yasin Limpo. ; Penelitian ini menganalisis membahas tentang komunikasi politik Ichsan Yasin Limpo dalam pencalonannya sebagai calon gubernur Sulawesi Selatan melalui jalur independent.Tujuan penelitian ini yaitu untuk mengetahui bagaimana strategi komunikasi politik sebagai calon gubernur melalui jalur nonpartai yang di nilai atau di telaah oleh mahasiswa berbasis organisasi daerah yang cenderung mengikuti atau bahkan menyaksikan dinamika perpolitikan di Sulawesi Selatan. Metode yang digunakan dalam penelitian ini adalah jenis penelitian kualitatif deskriptif, penelitian ini melibatkan narasumber dan mengambil data dengan wawancara dan studi literatur yang mendalam. Abstract
This research attempts to describe and analyse the implementation process of Village Fund in two villages in Pati Regency, Central Java. This qualitative research was conducted in Tambakromo Village and Mojomulyo Village. The result shows that the implementation of Village Fund has been in accordance with the substance of rules that underlies the village fund policy, such as how to transfer the fund, the planning, the implementation procedure, the liability, and the monitoring of the village fund. However, in their participation in the implementation of village fund policy, the actors who have big roles in allocating the village fund were the internal bureaucracy actors. Meanwhile, the participation of the local community was low. Ideally, the local community should greatly participate starting from the planning step up to the monitoring of Fund Policy.
