In this chapter, we begin by laying out the interconnection between generation-belonging and welfare state services, and argue how generations shape the welfare state, whereas the welfare state shapes how generations pass on through life. The aim of the chapter is to sketch central components for how to perform generational analysis of the welfare state. Welfare state services are directly linked to what generation a citizen belongs to. This chapter thereby continues to lay out the four different concepts of generation, social generation, which are birth cohorts that are socially embedded, kinships, which is about generational belonging and roles, historical generations, which is about social generations that represent a driving force of social change, and lastly future generations, which is more of an analytical tool that points towards the sustainability and resilience of a welfare state guaranteeing wellbeing of future generations. The focus of generational analysis is then argued to be focused on the causes of social change and that tensions between the social reality where generations reside and the welfare state must be mended in order to secure a welfare state that lives up to its democratic mandate. ; Open Access funded by NOVA, OsloMet ; publishedVersion

This report describes a Dublin System on the brink of a major crisis. The report examines the significance of the Dublin Regulation for the onward migration of asylum seekers within Europe, based on data collected in Norway, Sweden, and Germany from February to April 2015. Our findings from this period are currently confirmed and strengthened with the increasing numbers of asylum seekers coming to Europe. The purpose of the Dublin Regulation is to determine the Member State responsible for examining an application for international protection lodged in one of the Member States. It is crucial how the Dublin Regulation is applied, as this decides where migrants will live in the future. This research project aimed to identify the most important effects of the Dublin Regulation from the points of view of Member States as well as from migrants' perspectives. The sharing of responsibility for asylum seekers in Europe is controversial. While the Dublin Regulation is the only current framework for allocating responsibility for individual asylum claims among the European countries, it is not designed to be an instrument for the general sharing of responsibility between Member States. The absence of adequate instruments for such sharing has detrimental results for Member States, the European Union, and migrants alike. ; This report describes a Dublin System on the brink of a major crisis. The principal objective is branching out this two-part concept through studies of tensions and solidarity within and between generations of advanced and robust welfare states. Answering key questions using multiple disciplinary approaches, the book considers how generations challenge advanced and robust welfare states; how new and young generations are affected by living in an advanced welfare state with older generations; how tensions or solidarity are understood when facing challenges; and what the key characteristics are of certain generation types. It contributes to the development of a more comprehensive generation approach within social sciences by developing the concept of generation by exploring different challenges to the welfare state such as migration, digitalization, environmental damages, demands for sustainability, and marginalization. Highlighting the escalating tensions and altered versions of solidarity between generations, this book shows how a comprehensive concept of a generation can create new insights into how we collectively coordinate and resolve challenges through the welfare state. It will be of interest to all scholars and students of social policy, sociology, political science, and social anthropology"--

An advanced welfare state democracy is an institutionalized collective agreement on solving social problems and coordinating actions. Although welfare state democracies have different shapes, the scope of government is comprehensive, and citizens meet the welfare state services according to their needs and interests as customers, user groups, or clients (Goodin, 1988; Kumlin, 2002). An advanced welfare state penetrates its citizens' private realm and creates dependencies and expectations that "gives the state its paramount significance" across the social system it governs (Kaase & Newton, 1995). Its paramount significance is a result of processes of democratic law-making, policy development, and budget-making, and leaves hallmarks such as welfare rights, universality, and solidarity. Through time, moulded by popular opinion and civic engagement, the welfare state has established an intrinsic connection to how citizens live their lives and how it secures each citizen's essential wellbeing and mitigate socio-economic hardships and health complications (Svallfors, 2012a). ; publishedVersion

This book presents a critical account of how citizenship unfolds among socially marginalised groups in democratic welfare states. Legal, political and sociological perspectives are applied to offer an assessment of the extent and depth of citizenship for marginalised groups in countries which are expected to offer their members a highly inclusive form of citizenship.

The book studies the legal and political status of members of a nation-state, and analyses how this is followed up in practice, by examining the subjective feelings of membership, belonging or identity, as well as opportunities to participate actively and be included in different areas of society.

Showing how the welfare state and society treat citizens at risk of social exclusion and offering new insights into the conceptual interconnection between citizenship, social exclusion, and the democratic welfare state, the book will be of interest to all scholars, students and academics of social policy, social work and public policy.
