Worldwide, scholarship and policy-making develop new ideas and models for the role of higher education and research in society and economy. This development points to changing relationships and boundaries between the public and private spheres in higher education including their public and private steering and funding, public-private partnerships between universities and firms, the rise of private higher education and of business models in the management of universities. The contributions to this edited volume investigate into the dynamics of blurring boundaries between the public and the private in higher education and their consequences for the university.

The rise of Dutch administrative sciences is related to the post‐war expansion of the country's welfare state. The growing welfare state needed scientific support for policy‐making and planning. Legal expertise alone was no longer sufficient. After the initial separation from administrative law, the post‐war policy and administrative sciences in The Netherlands were strongly oriented towards our American 'big brother'. Since the 1980s, a growing self‐identity and self‐confidence has developed. The period from the late 1970s to the mid 1990s witnessed a steady expansion and diversification of Dutch PA sciences. The subject is now taught at 11 of the 13 Dutch universities. The enormous growth of the early 1990s is over, and student numbers have now stabilized – and at a substantial level, thus consolidating the position of PA departments in most universities. From the mid 1990s onwards Dutch administrative sciences have gone through a process of internationalization. Dutch PA sciences have as a result acquired a status of recognized quality in the international scientific community.

In the Netherlands, amalgamation of municipalities is an ongoing process, generally leading to a substantial increase in the size of municipalities. Critics claim this has had negative effects on local electoral participation. Using data on five subsequent elections for all Dutch municipalities, we considered the short-term, medium-term, & long-term effects of amalgamation on electoral turnout. Our analyses reflect the results of actual voting, in contrast to other studies, which are based on self-reported voting behavior in questionnaires. Contrary to conventional wisdom, we found that the effects of amalgamation, if any, were small compared to the steady autonomous decline in turnout that the general figures expressed. Moreover, these small amalgamation effects fade as time passes. In sum, our results indicate only small & temporary disruptions in electoral participation as a consequence of the amalgamation of municipalities. 4 Tables, 3 Figures, 17 References. Past events and experiences, for better or worse, are important for comprehending current problems in the public domain and for finding appropriate solutions to deal with these challenges. Nevertheless, how knowledge of history exactly can help us to understand today's' complex administrative reality is an altogether different question. In this paper we concentrate on the question how historical analysis helps our understanding of the nature and direction of public sector reform. In addition, we want to assess whether and how public sector reform various in West European countries given the unique political-administrative structure and tradition in each country. ; Los eventos y experiencias pasadas, para bien o mal, son importantes para comprender problemas actuales en el ámbito público, y para encontrar soluciones apropiadas para tratar esos desafíos. No obstante, cómo exactamente pueda ayudarnos el conocimiento histórico a entender la compleja realidad administrativa de hoy, es una pregunta completamente distinta. En este artículo nos concentramos en cómo el análisis histórico nos ayuda a entender la naturaleza y dirección de la reforma del sector público.Adicionalmente, queremos determinar si, y cómo, la reforma del sector público toma diferentes formas en varios países de Europa occidental, dadas las particularidades de la estructura y tradición políticoadministrativa de cada país.
