Purpose
This paper aims to review and summarize the findings of research dedicated to studying the process of building sustainable business models (BM) triggered by development of COVID-19 pandemic.


Design/methodology/approach
Bibliometric analysis is performed to identify the papers most relevant to the topic. The authors review the findings of more than 50 papers from Scopus database published between 2020 and 2022 dedicated to studying BM during COVID-19 pandemic, as well as papers dedicated to sustainability phenomenon and most cited BM research.


Findings
The paper identifies the gap in defining BM sustainability and contributes to better understanding of this phenomenon by demarcating it from traditional environment-based United Nations agenda. It also describes why network-based approach to BM helps to better address sustainability aspects. The paper demonstrates how representation of a networked BM by three levels of analysis (namely, structure of a BM, interaction mechanism between BM actors and results of their interaction) is organically connected to the key milestones of the value creation process (value definition, value creation, value distribution and value capture) and shows how these three levels can be used to analyze and structure the practical changes proposed in COVID-19-oriented BM. Finally, the paper summarizes key findings of the studies dedicated to BM during the pandemic and structures key insights in relation to building sustainable BM.


Research limitations/implications
The results of the paper contribute to developing theory around BM sustainability as well as provide insights for business practitioners on how to adjust BM during the crisis. At the same time, many insights shown in the paper are industry specific, which limits their generalizability, as well as consequences of the pandemic are still not fully clear. Therefore, the authors argue that future research should be primarily focused on developing generalizable measurement frameworks to evaluate the antecedents, process and results of BM adaptation.


Originality/value
The paper strengthens theoretical foundations for the research focused on BM sustainability and helps businesses to better manage the adaptation in the fast-changing environment.

Стаття присвяченаособливостям цифрової кіберсфери, в якій прагнення багатьох політичних акторів будь-що досягти перевагу у чисельності переглядів та реакцій глядачів значно підриває можливості розбудови демократичної публічної сфери. Метою є встановлення значення кризовості для інституційної розбудови публічної сфери політики. Охарактеризовано процедури формування думки у публічній сфері також визначають, яким чином обговорення структуровані через аргументацію й визначення щодо предмета обговорень. Було підкреслено, що публіка парламентського типу структурована переважно в контексті обґрунтування. Проаналізовано підходи до значення публічної сфери в секуляризованому суспільстві, яке навчилося мати справу зі складністю і з свідомістю діяти на основі совісті і обговорень. Стверджується, що комунікативна основа кризових конфліктів утворює єдиний ресурс для встановлення солідарності серед громадян. Розкрито значення евристичного потенціалу комунікативної теорії для дослідження фундаментальних проблем політичної системи. З'ясовано, що антикризове значення поняття «публічна сфера» в політиці означає простір, де громадяни збираються разом, щоб брати участь у відкритому та раціональному дискурсі щодо суспільних проблем. Розкрито, що багато демократичних суспільств переживають посилену політичну поляризацію. Доведено, що трансформація медіа-ландшафту, особливо з появою соціальних медіа, змінила спосіб поширення та споживання політичної інформації. Встановлено, що поширення дезінформації та перекручення фактів становить значну кризову загрозу для публічної сфери. Припущено, що громадська довіра до традиційних інституцій, зокрема таких, як уряд, ЗМІ та навіть наука, значно знижується. Встановлено, що політична маніпуляція та втручання як кризові явища породжують занепокоєння щодо дій зовнішніх акторів, таких як іноземні уряди чи групи інтересів. З'ясовано, що виховання почуття спільних цінностей і сприяння інклюзивності в публічній сфері має вирішальне значення для відновлення довіри та забезпечення життєздатності демократичних суспільств. Зроблено висновок, що для сучасної України актуалізується питання спроможності виразити думку на основі застосування раціональних аргументів з усуненням практик екстралінгвістичного впливу або навіювання.

Стаття присвячена вивченню зусиль наукової спільноти щодо вивчання проблеми стійкості демократичних політичних структур в умовах агресії російської федерації. Мета дослідження – оцінка теоретичного потенціалу вимірів політичної безпеки в умовах зовнішньої агресії. Охарактеризовано вивчення стану компонентів інституційної сталості та інформаційного простору як об'єкту деструктивного впливу. Було підкреслено, що сучасна політична комунікація має значну кількість суб'єктів та технологічних засобів. Проаналізовано причини, через які політична система демократичного типу не може функціонувати без адекватних засобів комунікації. Розкрито значення переліку викликів політичної небезпеки. З'ясовано, що більшість дослідників визнає керованість основної маси громадян за допомогою менеджменту інформаційних повідомлень. Виявлено, що від уповноважених інститутів вимагається здатність до якісного і своєчасного моніторингу безпекової ситуації. Доведено, що різноманіття потреб суспільства визначає необхідність узгодження інтересів. Встановлено, нагальним питанням є питання контенту повідомлень та його впливу на стан свідомості суспільства. Припущено, що політико-безпекова комунікація здійснюється як унікальне поєднання стандартного та індивідуального. Також ідеться про нематеріальні прояви стану соціальної безпеки. Встановлено, що в умовах зовнішньої агресії вони стають аспектом політико-маніпулятивної діяльності. Зроблено висновок, що можливість досягти стану безпеки має враховувати архетипові та ціннісні аспекти соціально-політичного динаміки соціуму. Підкреслено, що актуальним є й формування інноваційного механізму захисту безпекового середовища. З'ясовано, що ефективний діалог у полі безпекової політичної комунікації може зняти напругу з профільних державних інституцій та посилити проникнення та засвоєння стабілізаційних меседжів.

Стаття присвячена вивченню політичної безпеки, яка виступає простором цілеспрямованих політико-комунікаційних дій або кампаній. Мета дослідження – з'ясування змісту теоретичних підходів до аналізу безпекових політичних комунікацій. Охарактеризовано значення соціально-економічного розвитку окремих регіонів як чиннику покращення або погіршення стану політичної безпеки. Було підкреслено, що на сучасному етапі існує потреба узагальнення наявних типів безпекової політичної комунікації. Проаналізовано причини широкого залучення фахівців до аналізу конкретної держави та залучення великої кількості фактів і свідчень адекватності державної політики. Розкрито значення поняття економічної безпеки, яке відсилає до потужного масиву даних про економічну спроможність конкретної держави. З'ясовано джерела даних зворотного зв'язку щодо попередніх заходів політичної безпеки. Виявлено акторів політичної безпеки, які вимагають уваги центрів макрополітичного управління. Доведено, що відповідальність за стан політичної безпеки виключно на центральний рівень політичного менеджменту є обмеженим баченням в рамках стратегічної без пекової комунікації. З'ясовано глибинні ціннісні засади, які можуть спричинити виклики політичної безпеки в конкретній державі та суспільстві. Припущено, що «типовий профіль» сприйняття небезпеки у суспільстві відіграє значну роль в ідентифікації її основних носіїв. Встановлено, що цілеспрямований вплив або «атака» на українські культурні цінності в умовах відкритої російської агресії показали масштабність інформаційно-культурної небезпеки. Зроблено висновок, що підготовка конкретних заходів щодо запобігання викликам політичної небезпеки передбачає наявність теоретичної площини, в якій будуть об'єднані результати різнорідних досліджень. Підкреслено, що владо- або державоцентризм політико-комунікаційних повідомлень виступають чинником усвідомлення масштабів та значення політико-комунікаційних кампаній відносно запитів і потреб суспільства. З'ясовано, що комплекс типів безпекової політичної комунікації визначає ефективність національної моделі безпекової політичної комунікації.

Purpose
The purpose of this paper is to establish a connection between the business model (BM) and B2B marketing research by developing a new approach to the BM analysis and improvement, which is based on inter-organizational networks and value chains.


Design/methodology/approach
The methodology is based on mutual enrichment of methods and results of BM and business-to-business marketing studies that are relatively isolated from each other, and on integration of them to the unified structured approach that could be applied to analyze both BM and a set of interfirm relationships of networked market players. This paper is based on extensive literature review in the areas of BM and relationship/industrial marketing. The review is based on most cited and contemporary articles found in the Scopus and EBSCO databases.


Findings
This paper formulates the key BM research directions and visualizes their development over time. It is demonstrated in the paper that currently, there is little involvement of marketing researchers in the study of BM; however, there are multiple touchpoints between these areas of knowledge, which can help in further developing BM studies. On the basis of these findings, a conceptual model and new network-based approach to BM analysis is offered, which allows addressing the complex nature of networked interaction among BM participants. The approach includes stepwise algorithm for BM analysis designed for business practitioners.


Research limitations/implications
The proposed approach can be applied by business practitioners to analyze and improve their BM via managing the interactions of inter-organizational network participants with a focus on customer interests. While the approach is of a universal character, the specific tools for evaluating BM on each stage may vary across different markets.


Originality/value
This research contributes to the current conceptual knowledge on BM studies development and their relationship with marketing. It also contributes to theory and practice by the development of a new marketing-based approach to the BM analysis focused on managing business relationships, which allows evaluation of the current state of a BM and provides directions for its improvement. This approach evaluates the alignment of interfirm relationships along the value chain and orients it toward the final consumer.

Проведення оцінки впливу на довкілля землекористування як планованої господарської діяльності, пов'язане із низкою питань, зокрема, теоретико-методологічного характеру. Одна з основних проблем вироблення такої теорії – побудова її основи, відправним початком для розробки якої є визначення методологічної процедури. Незважаючи на велику кількість праць, присвячених дослідженню різних аспектів оцінки впливу на довкілля, необхідно констатувати, що в екологічній літературі так і не сформовано усталеної, повноцінної дефініції цього поняття.Мета статті - огляд і впорядкування сформованих за визначеними критеріями у доктрині екологічного законодавства напрямів та підходів до означення поняття оцінки впливу на довкілля землекористування як планованої господарської діяльності, висвітлення їх різнорідного та спільного характеру для вироблення цілісного уявлення про способи розуміння зазначеного поняття та їх класифікацію, а також викладення власного бачення щодо оптимальної методологічної основи для визначення поняття оцінки впливу на довкілля землекористування.На прикладі зарубіжного досвіду встановлено, що у сучасний період широко визнаним є наступні процедури: попередня екологічна оцінка впливів – скринінг; визначення задач екологічної оцінки – скоупінг; генералізація, порівняння та вибір альтернатив. З позиції авторів пропонується доповнити оцінку впливу на довкілля також наступними етапами: оцінка параметрів навколишнього середовища; пом'якшення впливів; прийняття рішення. На підставі аналізу розглянутих методологій оцінки екологічної ситуації, нами пропонується методологія геоінформаційного земельно-еколого-техногеохімічного моделювання екологічних ситуацій, яка базується на застосуванні ГІС-технологій для графічного накладання оціночних карт. Дана методологія є оптимальною основою для визначення оцінки впливу на довкілля землекористування як планованої господарської діяльності, як на ранніх стадіях оцінки впливу на довкілля, так і при порівнянні альтернатив. One of the main problems in the development of such a theory is to built its basis, the starting point for the development of which is to determine the methodological procedure.Despite the large amount of literature devoted to the study of various aspects of environmental impact assessment, it is necessary to state that no sustainable, complete definition of this concept has been formed in the environmental literature.The purpose of the article is to review and compile directions and approaches formed by certain criteria in the doctrine of environmental legislation to define the concept of environmental impact assessment of land use as a planned economic activity, to cover their heterogeneous and general nature for developing a holistic view of ways of understanding this concept, as well as an account of one's own vision of the optimal methodological basis for defining the concept of environmental impact assessment of land use.From the example of foreign experience it is established that in the modern period the following procedures are widely recognized: previous environmental impact assessment - screening; definition of environmental assessment tasks - scoping; generalization, comparison and choice of alternatives.From the authors' point of view, it is proposed to supplement the environmental impact assessment with the following steps as well: assessment of environmental parameters; mitigation; decision making.Based on the analysis of the considered methodologies for environmental situation assessment, we propose a methodology for geoinformation land-ecological-techno-geochemical modeling of environmental situations, based on the use of GIS technologies for graphical overlay of evaluation maps.This methodology is the optimal basis for determining the environmental impact assessment of land use as a planned economic activity, both in the early stages of environmental impact assessment and when comparing alternatives.Keywords: concept of environmental impact assessment of land use as a planned economic activity; evaluation procedures; planned business activities, "screening"; "scoping"; "generalization"; "Methodology of geoinformation land-ecological-techno-geochemical modeling"; GIS technologies.

The subject. The paper is devoted to legal analysis of category "checks and balances" in the scope of constitutional legal coercion.The purpose of the paper is to confirm or disprove hypothesis that mechanism of checks and balances is a method of prevention and resolution of constitutional conflicts.The methodology of the study includes comparative legal method as well as general scientific methods (analysis, synthesis, description) and particular academic legal methods (for-mal-legal method, interpretation of legal acts).The main results and scope of their application. While the Russian legal tradition focused on the search for optimal "checks" and "balances" as well as defended the theoretical model of formalism in this matter, the English legal tradition, on the contrary, focused on finding the optimal functional balance of all branches of government. The system of checks and balances serves the purpose of resolving constitutional and legal conflicts, when it is based on a functional approach rather than a formal one. The factors of "checks and bal-ances" mechanism are:– formation of the three branches of government in different ways;– comparability of powers of the Supreme authorities belonging to various branches of the powers with discrepancy of terms of their powers;– authorities of every branch of government must have "counterbalance" – the powers of compensatory, substituting type – besides it's traditional powers. The executive and legislative authorities have "quasi-judicial" powers, the executive authorities have "quasi-legislative" powers often.– authorities of every branch of government must have "checks" – possibility to participate in the mechanism of constitutional and legal coercion in relation to another branch of the power.The executive branch can prevent a constitutional conflict generated by a gap or defect of laws through delegated law-making. The executive branch receives "quasi-legislative" powers with delegated law-making. It allows this authorities not only to respond promptly to changing public relations, but also to fill legislative gaps in a timely manner. This "counter-balance" is aimed at preventing constitutional and legal conflicts.Conclusions. The mechanism of checks and balances, which is based on the principle of separation of powers, is the primary way to prevent constitutional and legal conflicts, and also serves the purpose of resolving conflicts that have already arisen. The main manifestations of this function are the presence of compensatory and substitutive powers of various branches of government and the possibility of one branch of government to participate in the mechanism of constitutional and legal coercion in relation to another branch of government. ; Рассматриваются категории сдержек и противовесов в контексте конституционно-правового принуждения. Анализируется правовой механизм сдержек и противовесов в концепции разделения властей в науке и правоприменительной практике зарубежных стран (Франция, США и Великобритания). Делается вывод, что не все проявления механизма сдержек и противовесов совпадают с мерами конституционно-правового принуждения по содержанию, однако и то, и другое правовое явление служит цели предупреждения и разрешения конституционно-правовых конфликтов.

PurposeThe purpose of this paper is to examine new rules of exchange in retailer‐supplier relationships imposed by the retail chains, to analyse factors facilitating this institutional change and to reveal the links between channel power and relational conflicts.Design/methodology/approachSurvey data were collected from 500 managers of retail chains and their suppliers in five Russian cities. The sample includes firms of different sizes that sell food and home electronic appliances. After the diffusion of new contract arrangements is examined, logistic regression models are constructed to evaluate major sources of relational conflicts.FindingsThe findings indicate that power‐advantaged firms disseminate new rules of exchange effectively. However, relational conflicts largely originate not from these new demands but from the frequent contract infringements by both exchange parties.Research limitations/implicationsThe study is confined to two sectors of retail trade in one country. Further research is required to determine the effects on channel relationships of the financial crisis and of the adoption of restrictive federal legislation.Practical implicationsPractitioners should recognise the need to provide socio‐political legitimacy for the new rules of exchange. Otherwise, they may face relational conflicts and provoke restrictive state regulations. Public officials should know that relational conflicts may originate largely from opportunistic behaviour by exchange parties rather than from abuse of market power.Originality/valueThis paper presents the first systematic quantitative study of retailer‐supplier relationships in Russia. It investigates institutional change and relational conflicts as perceived by both exchange parties.

The relevance of studying of the field of public catering has never been in doubt, since this type of activity is directly related to the most important human need – the need for food, and the state of this market is closely related to the level of development of the economy of the regions and the state as a whole and reflects the satisfaction of the needs of society and the individual. The restaurant industry in the form in which we perceive it today has been formed for centuries. In the XII century, the first restaurants appeared in China, when the cities of Kaifeng and Hangzhou had a population density of more than a million inhabitants each. One of the prerequisites for the emergence of restaurant enterprises was the rejection of local cuisine by merchants who established trade relations between cities. This implies the principle of business – you need to offer what they want to buy. The sphere of service provision in the XXI century is undergoing a reformation in terms of permissiveness, everyone can get what he wants, whenever and wherever. The Reformation did not ignore the structure of public catering. The reformation of the restaurant business is a global trend that allows us to transform qualitatively new systems of providing food services. Consumers are increasingly paying attention to the" universality of service", including the organization of food services that are not tied to the place of production, but meet the needs of the consumer. Such a cluster of services includes catering. Catering as a way of providing food services is gaining more and more popularity among marketing tools for promoting a restaurant product. The analysis of catering in a broad sense allows us to identify its role in the development of the restaurant industry.The purpose of the article is to identify the features of catering in the system of providing restaurant servicesОbjectives. The set goal predetermined the formulation of the following objectives: study of the theoretical foundations of catering; study of the catering division into departments, structures; study of the catering product design system.Methodology. To analyze the works of domestic specialists who covered different aspects of restaurant services, the author relied on such methods as statistical and economic analysis, comparative assessment, cause-and-effect analysis.Results. The article considers catering as a phenomenon of the restaurant business. The features of catering, the theoretical foundations and divisions of catering are also revealed. Special attention is paid to the catering product design system.Conclusions. The inattention of managers in the restaurant industry has led to a decline in profits from the restaurant product. To create a competent business strategy, it is necessary to take into account all possible outcomes of events and resort to universal tools to increase the attractiveness of a restaurant product.

The subject. The article analyzes seven stages of the evolution of the constitutional legal status of the first federal territory in history the District of Columbia, USA. In the course of this analysis, the author formulates the constitutional legal risks of the existence of federal territories in the state. From the standpoint of identifying constitutional legal risks, an amendment to Article 67 of the Constitution of the Russian Federation on the possibility of the formation of federal territories on the territory of Russia is also analyzed.The purpose of the paper is to identify constitutional legal risks in terms of the existence of federal territories using the example of the centuries-old struggle of the District of Columbia for autonomy.The methodology of the study includes general scientific methods (analysis, synthesis, description) and legal methods. In addition to this, historical method was also applicable.The main results and scope of their application. The author realized, that a certain constitutional risk exists when the federal territory is established as a special public-law entity, because the evolutionary process of the constitutional-legal status of the first federal territory, that was established in constitutional law – the District of Columbia in the United States of America, demonstrated such risk. The author describes seven different stages of the evolutionary process of the DC's constitutional legal status in its pass to autonomy and full political rights: (1) 1800–1870; (2) 1871 – June of 1874; (3) 20 of June 1874 – 1967; (4) 1967–1973; (5) 1973–1983; (6) September of 1983 – 2016; (7) since 2016 until now.According to these periods, since 1801, DC residents, bound by all obligations of American citizenship, want to be equal to the rest of America's citizens. The United States is the only democratic country in the world today that denies the right to vote for a representative of the capital in the Congress. The Statehood of Washington, DC will correct a long-standing historical injustice that is unique in its nature among all capitals in the world. The author also proposes to consider as a constitutional risk the possibility of negative consequences (legal damage) for the subjects of constitutional law due to the contention of constitutional values.In addition to this, the author concluded, that there is a risk that the Council of the Federal Territory "Sirius" will lose its representative character due to the absence of the established dependence of the number of elected Council members on the number of voters, as happened in the District of Columbia, where a fixed number of Council members (13) is also established, which cannot be changed by the district and which does not depend on the population living in its territory. It is also necessary to take into account the constitutional risk of the federal territory striving for autonomy within the federation, especially in the case of the formation of a local community on its territory. ; Анализируются семь этапов эволюции конституционно-правового статуса первой в истории федеральной территории – округа Колумбия, США. В ходе анализа формулируются конституционно-правовые риски, связанные с существованием федеральных территорий в государстве. С позиции выявления конституционно-правовых рисков также рассматривается поправка к ст. 67 Конституции РФ о возможности образования федеральных территорий в России, а также Федеральный закон от 22 декабря 2020 г. № 437-ФЗ «О федеральной территории "Сириус"». Делается вывод, что существует риск утраты представительного характера Советом федеральной территории «Сириус» в связи с отсутствием установленной зависимости количества избираемых членов Совета от численности избирателей. Также существует конституционно-правовой риск в виде стремления федеральной территории к автономии в составе федерации, особенно в случае образования местного сообщества на его территории.

The subject. The article is devoted to the retirement of a highest official of a constituent entity of the Russian Federation in 2020 due to the loss of confidence of the President of the Russian Federation. Special attention is paid to the grounds for loss of such confidence, legal and social nature of confidence and different aspects of restriction of electoral rights for citizens. The purpose of the paper is to demonstrate that the retirement of a highest official in constituent entity of the Russian Federation vindicates electoral rights of citizens and decreases a level of confidence to public power of government and law. Moreover, the aim of this article is to prove that practice of the retirement of a highest official in constituent entity of the Russian Federation not always meet legal standards of negative constitutional legal responsibility. The methodology of the study includes general scientific methods (analysis, synthesis, description) and logical interpretation of Russian legal acts. Social definitions such as confidence and post-truth were analyzed by methods of philosophy and sociology. The main results and scope of their application. The author describes retirement of a highest official in a subject of the Russian Federation as a measure of constitutional responsibility and constitutional legal coercion in scope of practice in 2020. The author realizes, that President's decrees do not consist legal and appropriate basis for such retirement of a highest official in a subject of the Russian Federation, that is why this measure due to such practice cannot be qualified as negative constitutional legal responsibility. The author suggests ways to improve the mechanisms for applying measures of constitutional coercion in cases of retirement of a highest official in a subject of the Russian Federation due to the loss of confidence of the President of the Russian Federation for prevention of public power abusing, such as: 1) establishing in the federal law formally defined constitutional violations, that threaten the foundations of the constitutional system, morality, health, rights and lawful interests of other persons, ensuring defense and security of the state, the presence/absence of which is determined in the manner of a "preliminary" trial by the courts; 2) introduce measures of constitutional legal prevention or restraint against the highest official in a subject of the Russian Federation; 3) in the decrees of the President of the Russian Federation provide specific grounds for the loss of trust, established by the court. In addition to this, the author suggests to change federal law regulation to give a right for citizens, that live in a subject of the Russian Federation, to sue the President's decree about the retirement of a highest official in a subject of the Russian Federation. This measure will guarantee a real judicial protection for electoral rights for citizens. As a result, the article extends constitutional knowledge about measures of constitutional legal enforcement to highest officials in a subject of the Russian Federation. ; Статья посвящена юридическому анализу состоявшихся в 2020 г. отставок губернаторов ряда субъектов Российской Федерации в связи с утратой доверия Президента РФ. Особое внимание уделено основаниям для утраты доверия. Предложены варианты совершенствования механизмов применения мер конституционно-правового принуждения в вопросах отрешения от должности высшего должностного лица субъекта Российской Федерации, а также гарантий защиты избирательных прав граждан.

The subject. The article is devoted to constitutional conflict about distrust to the Government of the Russian Federation and constitutional norms that regulated such conflict and were changed during the constitutional reform in 2020. The author analyzes such transformation in legal regulation and try to find causes for this changes. And also the author provides a constitutional-conflict diagnostic of new constitutional norms to identify conflictogens.Purposes of the paper are to find a legal reasons for transformation of constitutional norms about distrust to the Russian Government and to prevent an appearance in future long term of serious constitutional conflict by finding its conflictogens.The methodology of the study includes a new methodology of a constitutional legal science – constitutional-conflict diagnostic. The constitutional-conflict diagnostic is a system of consistently applied scientific methods, legal principles and presumptions aimed at obtaining information about the constitutional conflict and the constitutional-legal methods of its prevention and resolution. The constitutional-conflict diagnostic includes group of methods: dialectical and systemic methods, as well as structural and functional method; a group of private-scientific methods (historical, methods of formal logic: analysis, comparison). The formal-legal, comparative legal methods and a method of modeling of legal consequences are also used.The main results and scope of their application. The constitutional reform of 2020 year complicated the procedure for resolving the constitutional conflict of trust to the government and introduced a subject-status misbalance in part 4 of Article 117 of the Russian Constitution, expressed in the unmotivated and unjustified possibility of the president to had no activities for resolving such conflict.Legal modeling of the simultaneous implementation of the provisions of parts 3 and 4 of Article 117 of the Russian Constitution revealed the possibility of alternating procedures for expressing trust and denying in confidence to the government, which was absent before the constitutional reform.From a formal legal point of view and a conflictological approach, the amendments to Part 4 of Article 117 of the Constitution of the Russian Federation cannot be explained, and they are a certain «opportunistic maneuver» to the Russian Parliament. ; Рассматривается конституционная трансформация процедур выражения недоверия Правительству РФ и отказа ему в доверии со стороны Государственной Думы, которая была осуществлена в ходе конституционной реформы 2020 г. Анализируются причины и предпосылки соответствующих конституционных поправок, а также проводится их конституционно-конфликтная диагностика на предмет выявления конфликтогенов.
