Open Access - so die wohl weithin akzeptierte Definition - bezeichnet die Forderung nach freiem Zugang zu wissenschaftlicher Literatur. Der Grad der Offenheit, den er verlangt, ist nur vage definiert und gemessen an anderen Open Initiatives eher gering: Die meisten Wissenschaftler dürften nicht mehr als entgeltfreie Nutzung wissenschaftlicher Texte darunter verstehen. Dennoch hielten mit Open Access Offenheit und Transparenz Einzug in der Wissenschaft. Vor allem Open-Access-Befürworter plädierten für offene Verfahren der Qualitätssicherung und der Qualitätsbewertung wissenschaftlicher Publikationen. Es ist nicht zuletzt ihnen zu verdanken, dass Open Review und Open Metrics sich im Wissenschaftsvokabular etabliert haben. Der vorliegende Beitrag beschreibt die Konzepte von Open Access, Open Review und Open Metrics und misst sie an den Offenheitsansprüchen anderer Initiativen wie der Open Knowledge Foundation oder der Open Source Bewegung. AbstractThe following article refers to the current debate about state personhood opened by Wendt's claim for a treatment of states as real persons in order to prevent the reductionist argument that states only are treated 'as if' they were persons. By understanding phenomena like states consistently as structures – as 'structures of corporate practice' – we argue that there is a possibility to escape from the situation dually framed by Wendt. This alternative is constituted by a tripartite pragmatist ontological model that consists of actors, structures of corporate practice, and processes. After having presented our view of the debate and its central problems in a first step, we will set forth our model and its implications for the study of international relations in a second and third step.

The authors show that Rusche & others mislead their readers by using a sketch of a "decision matrix". Their approach is based on the aspect that the contents of "national interests' are already known. The authors remind the reader that the preamble of the German Basic Law carries a different interpretation of national interest than the one portrayed by Rusche & others as orientation on national welfare. Die rekonstruktiv verfahrende Sozialforschung zeichnet sich gegenüber subsumtionslogischer Forschung vor allem dadurch aus, dass ein Untersuchungsgegenstand nicht unter vorab entwickelten Kategorien subsumiert, sondern aus einer ergebnisoffenen Grundhaltung heraus erschlossen werden soll. Im Zentrum des Beitrags stehen die Konsequenzen eines solchen Ansatzes für die konkrete Forschungspraxis. Anhand der objektiven Hermeneutik und der Grounded Theory werden zwei rekonstruktionslogische Forschungsansätze vorgestellt, die zwar in fachfremden Kontexten entstanden sind, jedoch problemlos dazu eingesetzt werden können, um das Spektrum der Vorgehensweisen in der politikwissenschaftlichen Teildisziplin der Internationalen Beziehungen zu erweitern. Im ersten Teil geht der Beitrag auf den Entstehungskontext, die Prämissen und die Verfahrensweisen der objektiven Hermeneutik ein und geht auf die Erfordernisse einer Anwendung der objektiven Hermeneutik auf die Gegenstände der Internationalen Beziehungen ein. Im zweiten Teil beschreibt der Beitrag Methodologie und Methode der Grounded Theory. (ICB2)

Regional planning must be able to react flexibly and with as little delay as possible to the current development processes and must additionally have at its disposal up to date planning and evaluation bases. For example, as a result of the changes in the regional development act in Germany, it is possible to draft regionalized surface utilization plans. The inclusion of matters of the environment, which will be lent additional weight in the future, should take place on this level already. The regionally based assessment of landscape ecological matters is an important basis for the evaluation of concrete measures or scenarios for the further development. Due to the fact that the registration, processing and evaluation of ecologically relevant data is only efficient and sufficiently up to date using computer assisted methods, t he use of Geo-Information Systems (GIS) is increasing in importance in landscape ecology especially. Using a section of the central part of the Saxonian Vogtland (Plauen map sheet), we can see the possibilities, but also the limitations, of a GIS assisted landscape-ecological evaluation in medium scale. In t he field of nature and landscape conservation, particular attention is paid to sensitive areas, the description of the structural variety of the landscape, the slicing of free areas as well as the networking of biotope structures. In this way, indicators which are relevant for the planning, such as Ökoton length (boundary length between 2 types of biotope), level of slicing and networking can be determined and depicted in their spatial surroundings with the aid of analysis functions. Using the example of the natural recreational suitability, it is demonstrated how a complete evaluation can take place, which is able to provide a well suited, differentiated picture for maximum size statements, using the overlapping of various influential factors. By allocating building sites in the settlement periphery to a greater extent in the course of economic structural transformation, there are conflicts of use in the examined area of the Vogtland, particularly in rural and sensitive areas. The statistical and region-related analysis of these helps in defining conflict potential. Ecological evaluation is constantly faced with the accusation of being subjective. The use of GIS for the purposes of landscape ecology and regional planning will not change this situation in general, but offers through various possibilities of quantitative analysis a new quality of complex, regional observations on the scale level which is required. This should be given consideration for future planning and monitoring tasks, even if an ecological evaluation can only ever be made against the background of social desires and conceptions of the value attributed to the natural regions.
