Watersheds are under increasing pressure worldwide, as expanding human activities coupled with global climate change threaten the water security of people downstream. In response, some communities have initiated investments in watershed services (IWS), a general term for policy-finance mechanisms that mitigate diverse watershed threats and promote ecosystem-based adaptation. Here, we explore the potential for increasing the uptake and impact of IWS, evaluating what limits its application and how institutional, financial, and informational barriers can be overcome. Our analysis complements the growing literature on individual programs by identifying levers at regional and global scales. We conclude that mainstreaming IWS as a cost-effective strategy alongside engineered approaches will require advances that (i) lower institutional barriers to implementation and participation in IWS; (ii) introduce structural market changes and standards of practice that account for the value of watersheds' natural capital; (iii) develop practical tools and metrics of IWS costs and benefits; and (iv) share success stories of replicable institutional and financial models applied in varied contexts. ; Adrian Vogl and Leah Bremer's contributions were supported by the Gordon and Betty Moore Foundation and the New Venture Fund. The mitigation hierarchy is a decision-making framework designed to address impacts on biodiversity and ecosystem services through first seeking to avoid impacts wherever possible, then minimizing or restoring impacts, and finally by offsetting any unavoidable impacts. Avoiding impacts is seen by many as the most certain and effective way of managing harm to biodiversity, and its position as the first stage of the mitigation hierarchy indicates that it should be prioritized ahead of other stages. However, despite an abundance of legislative and voluntary requirements, there is often a failure to avoid impacts. We discuss reasons for this failure and outline some possible solutions. We highlight the key roles that can be played by conservation organizations in cultivating political will, holding decision makers accountable to the law, improving the processes of impact assessment and avoidance, building capacity, and providing technical knowledge. A renewed focus on impact avoidance as the foundation of the mitigation hierarchy could help to limit the impacts on biodiversity of large-scale developments in energy, infrastructure, agriculture and other sectors.

The chapter examines the evolution of REDD+ governance and identifies policy options to increase synergies among REDD+, the sustainable management of forests and biodiversity conservation. REDD+ emerged at the international level as a point of convergence across the 'institutional complexes' of forests, climate and biodiversity. This convergence attracted the engagement of a wide range of institutions in REDD+ activities, which together have drawn on three primary sources of authority to influence REDD+ rule-making: government sovereignty, contingent finance and voluntary carbon markets. Intergovernmental processes, which represent the primary articulation of governmental authority at the global level, have generated few binding commitments to the sustainable management of forests or biodiversity due to conflicting country interests. These efforts instead have favoured normative guidance, monitoring and reporting, and legality verification initiatives that reinforce sovereign authority. Bilateral and multi-lateral finance initiatives have exerted 'fund-based' authority through the application of operational safeguards protecting indigenous and local communities and biodiversity, but limited funding and low capacity of REDD+ countries to absorb those funds have constrained their influence. Finally, non-state actors have developed voluntary certification schemes for forest and carbon as a 'fast track' approach to elaborating more substantive international standards for environmentally- and socially-responsible forest practices. While the small size and voluntary nature of markets for forest carbon have greatly constrained the impact of these approaches, this could change if a significant regulatory market for REDD+ develops. Furthermore, the governance of REDD+, forest management and biodiversity is pluralistic, involving multiple institutions and actors. Efforts to promote REDD+ safeguarding at the international level exist in tension with national sovereignty and local autonomy. This complexity is taken into consideration in the suite of policy options provided in this chapter, which suggest the need to draw on a range of institutions and approaches and to consider how together they influence the balance of power and incentives across actors and scales.

The concept of forest landscape restoration (FLR) is being widely adopted around the globe by governmental, non‐governmental agencies, and the private sector, all of whom see FLR as an approach that contributes to multiple global sustainability goals.Originally, FLR was designed with a clearly integrative dimension across sectors,stakeholders, space and time, and in particular across the natural and social sciences.Yet, in practice, this integration remains a challenge in many FLR efforts. Reflecting this lack of integration are the continued narrow sectoral and disciplinary approaches taken by forest restoration projects, often leading to marginalisation of the most vulnerable populations, including through land dispossessions. This article aims to assess what lessons can be learned from other associated fields of practice for FLR implementation. To do this, 35 scientists came together to review the key literature on these concepts to suggest relevant lessons and guidance for FLR. We explored the following large‐scale land use frameworks or approaches: land sparing/landsharing, the landscape approach, agroecology, and socio‐ecological systems. Also, to explore enabling conditions to promote integrated decision making, we reviewed the literature on understanding stakeholders and their motivations, tenure and property rights, polycentric governance, and integration of traditional and Western knowledge. We propose lessons and guidance for practitioners and policymakers on ways to improve integration in FLR planning and implementation. Our findings highlight the need for a change in decision‐making processes for FLR, better understanding of stakeholder motivations and objectives for FLR, and balancing planning with flex-ibility to enhance social–ecological resilience.

Here we synthesize science from that assessment, which shows that forests and water are an integrated system. We assert that forests, from the tops of their canopies to the base of the soils in which trees are rooted, must be considered a key component in the complex temporal and spatial dimensions of the hydrologic cycle. While it is clear that forests influence both downstream and downwind water availability, their actual impact depends on where they are located and their processes affected by natural and anthropogenic conditions. A holistic approach is needed to manage the connections between forests, water and people in the face of current governance systems that often ignore these connections. We need policy interventions that will lead to forestation strategies that decrease the dangerous rate of loss in forest cover and that—where appropriate—increase the gain in forest cover. We need collective interventions that will integrate transboundary forest and water management to ensure sustainability of water supplies at local, national and continental scales. Engagement with diverse social science disciplines is essential to revealing political, social, and institutional challenges that must be addressed to advance effective biodiversity conservation (Bennett et al. 2017; Teel et al. 2018). One challenge that remains insufficiently investigated is frustration with the lack of impact of innovative information tools and systems of accounts aimed at motivating and guiding ecosystem management. The conservation community invests considerable efforts in their creation and experimentation. However, ecosystem-based tools do not always lead to the changes in decision, action, or policy conser- vation scientists expect (e.g., Ruckelshaus et al. 2015). Often, the inability of such information systems to gen- erate expected changes is not due to technical limitations rather than the too fragile articulation between their de- sign and the complex realities of developing strategies and organizing management of ecosystems in a diversity of contexts. Investigating such articulation between an information system and the organizational details of its systematic use is precisely what characterizes an aca- demic field: accounting, which belongs to management as a discipline and often intersects with social sciences or economics.

The central challenge of the 21st century is to develop economic, social, and governance systems capable of ending poverty and achieving sustainable levels of population and consumption while securing the life-support systems underpinning current and future human well-being. Essential to meeting this challenge is the incorporation of natural capital and the ecosystem services it provides into decision-making. We explore progress and crucial gaps at this frontier, reflecting upon the 10 y since the Millennium Ecosystem Assessment. We focus on three key dimensions of progress and ongoing challenges: raising awareness of the interdependence of ecosystems and human well-being, advancing the fundamental interdisciplinary science of ecosystem services, and implementing this science in decisions to restore natural capital and use it sustainably. Awareness of human dependence on nature is at an all-time high, the science of ecosystem services is rapidly advancing, and talk of natural capital is now common from governments to corporate boardrooms. However, successful implementation is still in early stages. We explore why ecosystem service information has yet to fundamentally change decision-making and suggest a path forward that emphasizes: (i) developing solid evidence linking decisions to impacts on natural capital and ecosystem services, and then to human well-being; (ii) working closely with leaders in government, business, and civil society to develop the knowledge, tools, and practices necessary to integrate natural capital and ecosystem services into everyday decision-making; and (iii) reforming institutions to change policy and practices to better align private short-term goals with societal long-term goals.

In this commentary we critically discuss the suitability of payments for ecosystem services and the most important challenges they face. While such instruments can play a role in improving environmental governance, we argue that over-reliance on payments as win-win solutions might lead to ineffective outcomes, similar to earlier experience with integrated conservation and development projects. Our objective is to raise awareness, particularly among policy makers and practitioners, about the limitations of such instruments and to encourage a dialogue about the policy contexts in which they might be appropriate.

However, it is crucial to account for the 'nexus' of interactions between these natural resources and the consequent implications for human wellbeing. The private sector has a critical role in driving positive change towards more sustainable nexus management and could reap considerable benefits from collaboration with researchers to devise solutions to some of the foremost sustainability challenges of today. Yet opportunities are missed because the private sector is rarely involved in the formulation of deliverable research priorities. We convened senior research scientists and influential business leaders to collaboratively identify the top forty questions that, if answered, would best help companies understand and manage their food-energy-water-environment nexus dependencies and impacts. Codification of the top order nexus themes highlighted research priorities around development of pragmatic yet credible tools that allow businesses to incorporate nexus interactions into their decision-making; demonstration of the business case for more sustainable nexus management; identification of the most effective levers for behaviour change; and understanding incentives or circumstances that allow individuals and businesses to take a leadership stance.
